The regular meeting of the Waukee City Council was called to order at
7:30 P.M.by Mayor Floyd W.Rosenkranz.Brian J.Redshaw W~R DT8Renr
and taking minutes.
A roll call was taken and the fnJlowing councilmen were present:

thereof by the council,the Mayor put the question upon the motion and the

WHEREAS,this Council has heretofore ~pproved plans,
snecifications and form of contract for the ;::roposedWaukee,
Iowa -East Street/Warrior Lane Paving Project (the IIProjectll
),
as described in the resolution providing for a notice of hearing
on proposed plans and specifications,proposed form of contract
and estimate of cost of the Project and the taking of bids
therefor;and
WHEREAS,hearing has been .held on objections to the proposed
plans,specifications and form of contract and to the cost of the
Project and all objections thereto have been overruled;

IT IS RESOLVED by the city council of the

The Council investigated and found that a notice of intention to
institute proceedings for the issuance of $170,000 General Obligation
Corporate Purpose Bonds had been duly published as provided by law and
thatthis is the time and place at which the council shall receive
oral or written objections from any resident or property owner of the
City.The clerk announced that no written objections had been
previously filed,;the Mayor called for any oral or written objections
from any residen+or property owner of the City and there being none,the
Mayor announced that the Council may take additional action for the
issuance of such bonds.
This being the time and place fixed in the published Notice of Sale
for the consideration of proposals for the purchase of $200,000
General Obligation Corporate Purpose Bonds,the Mayor announced that
sealed bids had been received and filed.
Thereupon,the Mayor called for open bids,and after all of the open
bids had been received,the substance of such open bids was noted in
the minutes,as follows:No open bids were received.
Whereupon,sealed bids were then opened and read and the substance of
such sealed bids weas noted in the minuted,as follows:

adopted by a vote in favor equal to at least 60%of the total

WHEREAS,pursuant to notice of the proposed action of the
City Council to institute proceedings for the issuance of
$170,000 General obligation Corporate Purpose Bonds (the
"Corporate Purpose Bonds")for the purpose of paying the cost,to
that extent,of constructing,reconstructing and repairing street
improvements,including the refunding of outstanding warrants
previously issued by the City to pay costs in connection
therewith;and equipping the City's fire department by acquiring
a fire truck,heretofore gi,ven in strict compliance wi'th thee
pr ov i.sLons of Chapter 384 OI:'the Code of Iowa and hearing held
thereon,the Council has determined to take additional action to
issue the corporate Purpose Bonds;and
~~EREAS,pursuant to section 384.28 of the Code of Iowa,the
Council may include in a single resolution any number or
combination of essential corporate purposes and general corporate
purposes and sell a single issue of bonds;
WHEREAS,the city has heretofore determined to combine and
sell the corporate Purpose Bonds and the Library Bonds as a
single issue of $200,000 General Obligation Corporate Purpose
Bonds (the "Bonds");and
WHEREAS,Notice of Sale of the Bonds was heretofore given in
strict compliance with the provisions of Chapter 75 of the Code
of Iowa;Clnd

purchase of the Bonds at the time and placed fixed therefor in
the,published Notice of Sale,which bids have been placed on
file,and thereafter open bids were called for and after all the
open bids had been received,if any,and the substance of any

Council Member Gruber introduced a resolution entitled:"Resolution

WHEREAS,pursuant to notice duly pUblished in the manner and
form prescribed by resol\;tion of this Council and as required by
law,bids and proposals were received by this council for the
Waukee,Iowa -East StLeet/Warrior Lane Paving Project (the
"Project");and
WHEREAS,all of the said bids and proposals have been
carefully considered,and it is necessary and advisable that
provision be made for the award of the contract for the Project;
NOW,THEREFORE,IT IS RESOLVED by the City Council of the
city of Waukee,Iowa,as follows:
section 1.The bid for the Project submitted by the
following contractor is fully responsive to the plans and

ORDINANCE NO.
AN ORDINANCE GOVERNING THE PACKAGING,LABELING AND COLLECTION
OF SOT"ID WASTE.
BE IT ENAC1~0 by the City Council of the City of Waukee,Iowa.
Section 1.Solid Waste Control -Definitions.The following
definitions shall apply:
A.Owner.The term "owner"shall,in addition to the record
title holder,include any person residing in,renting,leasing,
occupying,operating or transacting business in any premises,and
as between such parties the duties,responsibilities,liabilities
and obligations hereinafter imposed shall be joint and several.
B.Solid Waste.The term "solid waste"shall mean garbage,
refuse,rubbish and other similar discarded solid or semi-solid
materials,including,but not limited to such materials resulting
from industrial,commercial,agricultural,and domestic activities.
Solid waste may include vehicles.
C.Yard Waste.The term "yard waste"shall mean organic
debris (e.g.grass clippings,leaves,tree limbF,bark,branches,
flo"wers r and other like waste)which is produced as part of yard
and garden development and maintenance.
Section 2.Separation and Identification of Waste Required.
A.Yard Waste.All yard waste shall be separated by the
owner from all other garbage and refuse accumulated on the premises
and shall be composted on the premises;placed in degradable bags,
containers or packages labeled as provided in Section 3 hereof,
and set out for collection;or incinerated on the premises in
compliance with §212.1,Waukee Municipal Code.
B.All other solid waste listed in Section 3 hereof shall
be separated by owner from any other garbage and refuse,and shall
be labeled as set out in Section 3.
Section 3.Items to be separated from other garbage and
refuse and separately labeled are the following:

Bagged grass (not to exceed 50 Ibs.)
Bagged leaves (not to exceed 50 Ibs.)
Car tires
Car batteries
Paint cans (boxed or bagged,50 Ibs.or less)
Brush (bundled,5'or less 50 Ibs.or less)
Remodeling materials (bundled,boxed,bagged,5'lengths or
less,50 Ibs.or less)
Used motor oil (5 gallon leak prx.of cont.eLnez s or less,
container will not be returned!
