The special meeting of the Waukee City Council was called to
order at 7:37 P.M.on August 6th,1990.Mayor Pro-Tern Ray Clark
was presiding.
Roll call was answered by Nick Gruber,Bob Barrett,Don Bailey,
and Ray Clark.
Absent:Curtis Scott,and Mayor Floyd Rosenkranz
Minutes were taken by Marilyn Deets,City Treasurer.
1.Tang1ewood Acres Easement:Bud Lautenbach presented a
revised copy of the Easement agreement.Changes were made to the
heading to read "the owners of the real estate described as
Parcel 2 and Parcel 3;paragraph #3 to allow for a 75'
construction easement;paragraph #4 to read"the City of Waukee
will provide signs to limit access to the private area on the
public access;page #3 paragraph #2 last sentence to read"
subdivide the Parcel into more than three parcels;page #3 second
the last paragraph to read "Withhold this approval in writing
within ten days";page 4 paragraph #10 to read"easement is only
assignable by Grantee to Dallas County,Iowa,and/or the Iowa
State Department of Natural Resources.;and page #5 to read
GRANTORS Parcel I and GRANTORS Parcels 2 and 3.
City Attorney Paul Huscher advised the City Council that plat
must be approved by P&Z committee before Council could take
action.
P &Z members Randy Foster,Jerry Steele,Joan Heskett,Lloyd
Royer,Mark Casey,and Dick Applegate were present~
Discussion was held on E~sements and agreement:Questions the
third Party in the Plat.
Motion was made by Randy Foster to accept Easement agreement
with changes as discussed.Second by Dick Applegate.
Ayes:Foster,Steele,Heskett,Royer,Casey,Applegate
Motion passed.
Mr.Huschers'opinion that Mr.Hom should be included in signing
of the agreement.

Nick Gruber made motion to accept the proposal of the P &Z with
the changes to be made.Second by Bailey.
Roll Call.

Randy Foster made motion to approve the Final Plat
for Tanglewood Acres contingent on them suppyling
detailed map to the City.Second by Joan Heskett.
Call for discussion.None held.Motion carried
by vote.
Motion made by Bob Barrett,Second by Gruber to
approve final Plat of Tanglewood Acres with
agreements made with P &Z.

WILDFLOWER
Steve Venard presented to the Council and P &Z
Wildflower will be located North of University and
West of Southfork.Plat #2.Lots 1 or 9/10 acre
in size.Will have two 10 acre commercial sites.
Phase I 55 lots,Phase II 51 lots.Greenbelt
with 1.7 acres of Public Parks.If sewer would be
extended to this area lots to be smaller Phase I
184 lots,Phase II 147 lots.Greenbelt 2.9 Public
acres.Commercial area would consist of
convenience stores,cleaners,etc ..
Recommended by Mayor Pro-Tern to be studied by P &
Z .
IMPACT FEE STRUCTURE
West Side trunk sewer,water main,wildflower,
warrior lane,and Mine road areas were discussed.
Water &Sewer Extension in the amount of
$4,000,000.00 and a sewer treatment facility with
an approximate cost of $1,000,000.00 were talked
about.
P &Z REPRESENTATIVE ON DEVELOPMENT COMMITTEE.
Moved by Bailey to appoint a member of the P &Z
Committee to the Development Committee as a voting
member.Second by Gruber.

"6TH STREET EXTENSION -STEVE PIERCE
Alternatives to 6th street extension for the
proposes of right of way acquisition.One of
the alternatives was selected and work is
proceeding.

Check in the amount of $17723.48 was received.
Library with same to Fire Department.$258.00
to locate property line.

Engineering fee
Motion by Gruber to waive $258.00 Engineering fee to be paid out
of the General Fund.Second by Clark.Motion carried by vote.
REVIEW OF P &Z PROCEDURES
Mr.Huscher stated that check list must be complete before P &Z
acts upon any plats.Do not rush items.Take time and have all
questions answered and items completed.
The following guests and staff were also present:Ben Phillips,Beth
Dalbey,Mike Downey,Connie Drost,Dave Schuessler,Sue DeBartolo,Ron
Olson,Jack Wearmouth,Bill Harvey,Paul Huscher,Danny White.

The regular meeting of the Waukee City Council was called to order
at 7:30 P.M.by Mayor Floyd Rosenkranz.
Roll Call was taken and the following named Councilmen were present:
Bailey,Gruber,Barrett,Clark.Absent Scott.
Brian J.Redshaw was taking minutes.
Moved by Clark,second by Barrett,to approve the Treasurers Report.
Carried 4 to O.
A public hearing for the proposed A-I to M-l rezoning for the Downey
prope,,:tl!"~·was held as published in the Dallas County News.
No oral or written comments were received either pro or con for the
proposed A-I to M-l Rezoning.
Councilman Clark introduced an Ordinance entitled:"AN ORDINANCE
AMENDING THE ZONING OF CERTAIN PROPERTY WITHIN THE CITY LIMITS OF
WAUKEE,IOWA,FROM A-I (AGRICULTURAL DISTRICT)TO M-l (LIGHT INDUSTRIAL);
AND PROVIDING FOR THE AMENDMENT OF THE OFFICIAL ZONING MAP AND THE
REPUBLICATION OF SAID MAP TO REFLECT SAID ZONING CHANGES."
It was moved by Councilman Gruber,and seconded by Councilman Barrett,
that the Ordinance entitled:"AN ORDINANCE AMENDING THE ZONING OF
CERTAIN PROPERTY WITHIN THE CITY LIMITS OF WAUKEE,IOWA,FROM A-I
(AGRICULTURAL DISTRICT)TO M-l (LIGHT INDUSTRIAL);AND PROVIDING FOR
THE AMENDMENT OF THE OFFICIAL ZONING MAP AND THE REPUBLICATION OF SAID
MAP TO REFLECT SAID ZONING CHANGES."be now read by the City clerk.The
Mayor put the question on the motion,and the roll being called,the
following named councilmen voted:

AN ORDINANCE AMENDING THE ZONING OF CERTAIN PROPERTY WITHIN THE CITY I
LIMITS OF WAUKEE,IOWA,FROM A-I (AGRICULTURAL DISTRICT)TO M-l ._
(LIGHT INDUSTRIAL);AND PROVIDING FOR THE AMENDMENT OF THE OFFICIAL
ZONING MAP AND THE REPUBLICATION OF SAID MAP TO REFLECT SAID ZONING
CHANGES.
BE IT ORDAINED by the Council of the ·city of Waukee:
Section 1.Property Rezoned.
The South 470 Feet of the North Half of the Southeast Quarter of
Section 29 lying east of the railroad right of way,Township 79N,
Range 26 W,of the 5th P.M.in Dallas County,Iowa,except public
road right of way.
Section 2.Effective Date.The ordinance shall be in effect after
after its final passage,approval,and publication as required by l?w.
Passed by the Council this 14th day August,1990,and approved this
14th day of August,1990.
