The regular meeting of the Waukee City Council was called to order
at 7:30 P.M.by Mayor Floyd Rosenkranz.
Roll Call was taken and the following named Councilmen were present:
Bailey,Gruber,Barrett,Clark.Absent Scott.
Brian J.Redshaw was taking minutes.
Moved by Clark,second by Barrett,to approve the Treasurers Report.
Carried 4 to O.
A public hearing for the proposed A-I to M-l rezoning for the Downey
prope,,:tl!"~·was held as published in the Dallas County News.
No oral or written comments were received either pro or con for the
proposed A-I to M-l Rezoning.
Councilman Clark introduced an Ordinance entitled:"AN ORDINANCE
AMENDING THE ZONING OF CERTAIN PROPERTY WITHIN THE CITY LIMITS OF
WAUKEE,IOWA,FROM A-I (AGRICULTURAL DISTRICT)TO M-l (LIGHT INDUSTRIAL);
AND PROVIDING FOR THE AMENDMENT OF THE OFFICIAL ZONING MAP AND THE
REPUBLICATION OF SAID MAP TO REFLECT SAID ZONING CHANGES."
It was moved by Councilman Gruber,and seconded by Councilman Barrett,
that the Ordinance entitled:"AN ORDINANCE AMENDING THE ZONING OF

(LIGHT INDUSTRIAL);AND PROVIDING FOR THE AMENDMENT OF THE OFFICIAL
ZONING MAP AND THE REPUBLICATION OF SAID MAP TO REFLECT SAID ZONING
CHANGES.
BE IT ORDAINED by the Council of the ·city of Waukee:
Section 1.Property Rezoned.
The South 470 Feet of the North Half of the Southeast Quarter of
Section 29 lying east of the railroad right of way,Township 79N,
Range 26 W,of the 5th P.M.in Dallas County,Iowa,except public
road right of way.
Section 2.Effective Date.The ordinance shall be in effect after
after its final passage,approval,and publication as required by l?w.

Harry Jones,Public Works Supervisor,presented a request for a new dump
truck for the maintance department.

$25,209.

The Mayor requested that a Disaster Meeting be held in September with
the Police Department,Fire Department,First Responders,Sheriffs
Department,County Disaster Services.
Moved by Clark,second by Bailey to receive and file the stop sign
petition to be placed at the intersection of 6th &Walnut.Carried
4 -0
The City Council referred the remodleing of City Hall to a special
committee.Committee to report back in 30 days.
Moved by Gruber,Second by Clark,to adopt the following resolution:
B.Solid Waste.The term "solid waste"shall mean garbage,
refuse,rubbish and other similar discarded solid or semi-solid
materials,including,but not limited to such mat.er Le Ls resulting
from industrial,commercial,agricultural,and domestic act.ivities.
Solid waste may include vehicles.I

RESOLUTION EXTENDING WATER NORTH ON R-30
Be it resolved by the City of Waukee that immediately upon approval by
the City Development Board of the voluntary annexation petitions filed by
the City of Waukee,the City will proceed with all possible haste to take
all necessary steps to extend a water main north along the mine road
(162 Street or R-30)for a distance of 2.0 miles.

AN ORDINANCE GOVERNING THE PACKAGING,LABELING AND COLLECTION
OF SOLID WASTE.
BE IT ENACTED by the City Council of·the City cr Waukee,Iowa:
Section 1.Solid Waste Control -Definitions.The following
definitions shall apply:
A.Owner.The term "owner"shall,in addition t.o the record
title holder,include any person residing in,renting,leasing,
occupying,operating or transacting business in any premises,and
as between such parties the duties,responsibilities,liabilities
and obligations hereinafter imposed shall be joint and several.
C.Yard Waste.The term "yard waste"shall mean organic
debris (e.g.grass clippings,leaves,tree limbs,bark,branches,
.flowers,?'nd other like ",Taste)wh i.ch i.s produced B.S part ,)f ya.rd
and garden development and maintenance.
Section 2 ,.Separation and Identification of Waste Required.
A.Yard Waste.All yard wa st.e shall be separated by the
owner from all other garbage and refuse accumu Lat.od on the premises
and shall.be composted on the premises;placed in degradable bags,
containers or packages labeled as provided in Section 3 hereof,
and set out for collection;or Lnc Lne ra't.ed on the premises in
compliance with §212.1,Waukee Municipal Code.
B.All other solid waste li.sted in Secti.on 3 hereof shall
be separated by owner from any other garbage and refuse,and shall
be labeled as set out in Section 3.

Bob Barrett gave the Utilities Committee Report.He discussed an
ordinance requiring a deposits for renters and the water usage of large
volumn water users.
Moved by Gruber,second by Bailey,to approve a bill of $3,980 from
Jack D.Wearmouth for services rendered from February to July,1990
regarding annexation procedings.

The special meeting of the Waukee City Council was called to order at
7:30 P.M.by Mayor Floyd W.Rosenkranz.
Brian Redshaw was present and taking minutes.
Roll call was taken and the following Councilmen were present:
Gruber,Bailey,Scott,Barrett,Clark.
Guests present at this meeting were:Kirk Tyler,Larry Phillips,
Steve Pierce,Chris Bourne,Jack Wearmouth,Jim Llewellyn,Lloyd Royer,
Don Henson,Chuck Christianson.
Kirk Tyler of Atlantic Bottling spoke to the City Council regarding tl:e
cities acquisition of the 12inch waterline.Out right purchase or
five year contract purchase with installments were discussed.
westside sewer and water projects were discussed by Steve Pierce of
Veenstra and Kimm.
Curtis Scott,Chairman of the Personnel Committee,recommended placing
Scott Thomas and Chuck Christianson on permenant full-time status.
Moved by Clark,second by Scott,to place them on non-probationary
status.Carried 5 to O.
Moved by Gruber,second by Clark to donate $300 to the Fall Festival
publicity fund in conjunction with the Waukee Business Association.
Carried 5 to O.
Moved by Gruber,Second by Scott to allow the Waukee Business
Association to use the Triangle and block off Walnut Street and
Ashworth Drive on September 22 for the Fall Festival.Carried 5 to O.
Ray Clark discussed the Highway 6 Group Goals with the Council.
The council discussed the Police Department residency requirements.
Twelve mile and fifteen mile radius from the Police Station was
discussed.The Council directed the Personnel Committee to include a
15 mile radius in the Employee Handbook amendments to be adopted later.
An on going relationship with the City Planner,Jack Wearmouth was
discussed.As his professional compentency would be discussed,Mr.
Wearmouth requested a closed session.
Moved by Barrett,second by Clark to enter into a closed session
pursuant to Chapter 28A.5I of the Code of Iowa at 9:15 P.M •.
