The special meeting of the Waukee City Council was called to order at
7:30 P.M.by Mayor Floyd W.Rosenkranz.
Brian Redshaw was present and taking minutes.
Roll call was taken and the following Councilmen were present:
Gruber,Bailey,Scott,Barrett,Clark.
Guests present at this meeting were:Kirk Tyler,Larry Phillips,
Steve Pierce,Chris Bourne,Jack Wearmouth,Jim Llewellyn,Lloyd Royer,
Don Henson,Chuck Christianson.
Kirk Tyler of Atlantic Bottling spoke to the City Council regarding tl:e
cities acquisition of the 12inch waterline.Out right purchase or
five year contract purchase with installments were discussed.
westside sewer and water projects were discussed by Steve Pierce of
Veenstra and Kimm.
Curtis Scott,Chairman of the Personnel Committee,recommended placing
Scott Thomas and Chuck Christianson on permenant full-time status.
Moved by Clark,second by Scott,to place them on non-probationary
status.Carried 5 to O.
Moved by Gruber,second by Clark to donate $300 to the Fall Festival
publicity fund in conjunction with the Waukee Business Association.
Carried 5 to O.
Moved by Gruber,Second by Scott to allow the Waukee Business
Association to use the Triangle and block off Walnut Street and
Ashworth Drive on September 22 for the Fall Festival.Carried 5 to O.
Ray Clark discussed the Highway 6 Group Goals with the Council.
The council discussed the Police Department residency requirements.
Twelve mile and fifteen mile radius from the Police Station was
discussed.The Council directed the Personnel Committee to include a
15 mile radius in the Employee Handbook amendments to be adopted later.
An on going relationship with the City Planner,Jack Wearmouth was
discussed.As his professional compentency would be discussed,Mr.
Wearmouth requested a closed session.
Moved by Barrett,second by Clark to enter into a closed session
pursuant to Chapter 28A.5I of the Code of Iowa at 9:15 P.M •.

Moved by Bailev,se~ond bv ~l~~~,~o accept the October 1 deadline for
submission of the 2010 Comprehensive Plan with additional work to be
charged at a rate of $40.00 per hour as per the contract.

The Regular meeting of the Waukee city Council was called to order at
7:40 P.M.on Tuesday,September 11,1990 at the Waukee City Hall.
Mayor Pro-Tern Ray Clark was presiding.Marilyn Deets was present and
taking minutes.
Roll call was taken and the councilmen present were:Gruber,Scott,
Bailey,Clark.Absent were Mayor Floyd Rosenkranz,Barrett.
Motion by Scott,second by Gruber to approve minutes of 7/10,7/17,8/6,
8/14,and 8/21.Second by Gruber.Motion carried.
Motion by Gruber,second by Bailey to approve 8/90 Treasurer's Report.
Motion carried.
Motion by Gruber to approve 9/11 bill presentation excluding bill presented
by Snyder &Associates.Council requested itemized bill to be considered
at the next regular Council meeting.Second by Scott.Motion carried.
Motion by Scott to hold 2nd reading of the Yard Waste Separation Ordinance.
Discussion was held by representatives of B&B Sanitation,Richards Sanita-
tion,and Ray Pater.Stated that Ordinance seemed to meet state requirement
Will send letters to customers.
West Des Moines 28E Agreement discussion was held on the differences
between West Des Moines proposal and Waukee's.
Moved by Scott that it be resolved to set a Public Hearing on September
25th at 7:30 P.M.at the Waukee City Hall on the West Des Moines 28E
Agreement.Second by Bailey.Motion Carried.
