The Regular meeting of the Waukee city Council was called to order at
7:40 P.M.on Tuesday,September 11,1990 at the Waukee City Hall.
Mayor Pro-Tern Ray Clark was presiding.Marilyn Deets was present and
taking minutes.
Roll call was taken and the councilmen present were:Gruber,Scott,
Bailey,Clark.Absent were Mayor Floyd Rosenkranz,Barrett.
Motion by Scott,second by Gruber to approve minutes of 7/10,7/17,8/6,
8/14,and 8/21.Second by Gruber.Motion carried.
Motion by Gruber,second by Bailey to approve 8/90 Treasurer's Report.
Motion carried.
Motion by Gruber to approve 9/11 bill presentation excluding bill presented
by Snyder &Associates.Council requested itemized bill to be considered
at the next regular Council meeting.Second by Scott.Motion carried.
Motion by Scott to hold 2nd reading of the Yard Waste Separation Ordinance.
Discussion was held by representatives of B&B Sanitation,Richards Sanita-
tion,and Ray Pater.Stated that Ordinance seemed to meet state requirement
Will send letters to customers.
West Des Moines 28E Agreement discussion was held on the differences
between West Des Moines proposal and Waukee's.
Moved by Scott that it be resolved to set a Public Hearing on September
25th at 7:30 P.M.at the Waukee City Hall on the West Des Moines 28E
Agreement.Second by Bailey.Motion Carried.

The ·Yard Waste Separation Ordinance is as follows:
ORDINANCE NO.
AN ORDINANCE GOVERNING THE PACKAGING,LABELING AND COLLECTION
OF SOLID WASTE.
BE IT ENACTED by the City Council of the City of Waukee,Iowa:
Section 1.Solid Waste Control -Definitions.The following
definitions shall apply:
A.Owner.The term "owner"shall,in addition to the record
title holder,include any person residing in,renting,leasing,
occupying,operating or transacting business in any premises,and
as between such parties the duties,responsibilities,liabilities
and obligations hereinafter imposed shall be joint and several.
B.Solid Waste.The term "solid waste"shall mean garbage,
refuse,rubbish and other similar discarded solid or semi-solid
materials,including,but not limited to such materials resulting
from industrial,commercial,agricultural,and domestic activities.
Solid waste may include vehicles.
C.Yard Waste.The term "yard waste"shall mean organic
debris (e.g.grass clippings,leaves,tree limbs,bark,branches,
flowers,and other like waste)which is produced as part of yard
and garden development and maintenance.
Section 2.Separation and Identification of Waste Required.
A.Yard Waste.All yard waste shall be separated by the
owner from all other garbage and refuse accumulated on the premises
and shall be composted on the premises;placed in degradable bags,
containers or packages labeled as provided in Section 3 hereof,
and set out for collect.ion;or incinerated on the premises in
compliance with §212.l,Waukee Municipal Code.
B.All other solid waste listed in Section 3 hereof shall
be separated by owner from any other garbage and refuse,and shall
be labeled as set out in Section 3.
Section 3.Items to be separated from other garbage and
refuse and separately set out are the following:
Category A
Bagged grass (not to exceed 50 lbs.)
Bagged leaves (not to exceed 50 lbs.)
Car tires
Car batteries
Paint cans (boxed or bagged,50 lb~.or less)
Brush (bundled,S'or less 50 lbs or less)
Remodeling materials (bundled,bo~ed,bagged,S'lengths orless,50 lbs.or less)
Used motor oil (5 gallon leak proof containers or less,
container will not be returned)
Category B
Large chairs &recliners
Sofas
Beds (mattress &box springs)
Wardrobe cabinets
Sinks
Category C
Refrigerators
Deep freezes
Stoves
Washers &Dryers
Hot water heaters
Furnaces
Air conditioners
Bathtubs

Projects respectfully submitted by Councilman Scott.
Library FY 90/91 Budget Amendment--Moved by Gruber,second by Scott,to
set September 25th at 7:30 P.M.for a budget amendment hearing.Carried
4 to O.$21,000.00 money tocome from Library Certificates of Deposits,
and Friends of the Library.
Motion by Scott,second by Bailey,to set City Council Workshop on September
24th at 6:30 A.M.at Hometown Cafe.Motion carried 4 to O.
Discussion took place regarding the Coke 12"waterline easement agreement
and the dollar figure for acquisition of waterline.T.I.F.to be used
for purchase.Moved to September 25th agenda.
Discussion regarding the East side water project of running a 12"
waterline was held with Olson,Englen,York,Crowe.
American Federal Investments--C.D.in the amount of $99,000.00.Council
felt money was safe and is OK to renew.
Motion by Scott,second by Gruber to purchase an AL-2300 Gas Odormeter
in the amount of $1098.00.Motion carried 4 to O.
Moved by Scott,second by Bailey to have $250.00 overall for flag contest.
$25.00 prize for first place in each of the four categories,with $100.00
for first place overall.$50.00 for miscellaneous.Motion carried 4 to O.
V &K Water Madel-Presentation given by Ted Payseur.Hydrant testing was
done July 13 -14th.Study showed where improvement need to be made.
Park Place Preliminary Plat-A copy of Park Place Preliminary Plat was
submitted by Steve Venard,Bishop Engineering.Located at 9th &
Locust,4.2 acres.11 single family homes.
Moved by Bailey to approve the Preliminary plat of Park Place and forward
to P&Z.Second by Scott.Motion carried.
Public safety report.Motion by Gruber to allow $600.00 for training on
the First Responders defibrillator.Second by Scott.Motion carried.
Parks Committee-Request from Little League to seed the middle diamonds.
Ask for City equipment.
Motion by Gruber,second by Bailey to approve purchase of seed and use of
City equipment to seed field.Motion carried.
Planning &Zoning Committee Report-Appointment of Lloyd Royer to the
Development Committee.Recommended 4th Street Sewer Project to the City
Council.Request for a Secretary to be appointed to the P&Z Committee.
Council put Brian Redshaw in charge of finding a Secretary.
Mayor Pro-Tem-Adult Education Program "What's Happening To Our Community"
will be held on September 24th at 7:30 P.M.,at the Methodist Church.
Public is invited.
Fire Department-Request that the boot he located in Southfork for the
Home Show be removed and the gravel to be cleaned off of the curbs.

7:30 P.M.by Mayor Floyd W.Rosenkranz.Brian Redshaw was present and
taking minutes.
The following guests and staff were also present:Carol DeJong,Barry Burt,
