Moved by Clark,second by Gruber to approve the Metropolitan Transportation
Resolution.Motion carried 5 to 0.
RESOLUTION 167
BE AND IT IS HEREBY RESOLVED by the City Council of Waukee,Iowa,that they
would like to become voting members of the Des Moines Area Transportation
Planning Committee.
The City Council of Waukee hereby authorized the Mayor of the City of
Waukee,to sign this Resolution.

Little League Water Line-Council requested a letter be drafted
concerning agreement with Des Moines Waterworks as to limit to the
corporate limits.
City Maintenance Clean Up Dav-Council authorized overtime for worker to
clean up shed area on a Saturday.
Moved by Gruber,second by Scott to adjourn at 12:15 A.M.Motion carried 5
to 0.

The special meeting of the Waukee City Council was called to order at 7:15 P.M.by Mayor
Floyd W.Rosenkranz.B~ian J.Redshaw was present and taking minutes.
A roll call was taken and the following Councilment were present:Gruber,Bailey,Barrett,
and Clark.Absent:Scott
Guests:Steve Pierce-Veenstra &Kirrm,Steve Venard,Bart Weller,Don Henson,Frank Hoifeldt,
Larry Phillips,Ann Ford,Randy Foster,Rick Ross,Mark Casey.
Scott arrived at 7:25 P.M.
Steve Venard of Bishop Engineering presented a revised Preliminary Plat of Westfield.Rick
Ross,developer,also appeared.This came back to the Council after going back to the
Planning &Zoning to look over changes.The P&Z vote was 2-2.Moved by Bailey,second by
Clark to approve Preliminary Plat of Westfield.Ayes:Bailey,Barrett,Clark,Gruber,
Scott.Nays:None recorded.
Don Henson,Fire Chief,presented a request for a fire hose purchase in the amount of
$3081 from Smeal Fire Equipment.The Council ask for a second bid.
Moved by Gruber,second by Bailey to adopt the proposed contingency plan for emergency
dispatching.Carried 5 to O.

CONSUMPTION OF ALCOHOLIC LIQUOR,WINE,OR BEER IN OR UPON ANY PROPERTY BELONGING TO THE
CITY OF WAUKEE,IOWA.
ORDINANCE NO.
AN ORDINANCE TO PROHIBIT POSSESSION OR CONSUMPTION OF
ALCOHOLIC LIQUOR,WINE,OR BEER IN OR UPON ANY PROPERTY BELONGING
TO THE CITY OF WAUKEE,IOWA.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.THERE SHALL BE ADDED TO THE WAUKEE MUNICIPAL CODE,
CHAPTER 406 AS FOLLOWS:
No alcoholic liquor,wine,or beer in or upon any
property of the City of Waukee except city parks
regulated under the provisions of §207.1.No person
shall have in his or her possession or consume any
alcoholic liquor,wine,or beer as defined in Sec.
123.3,Code of Iowa,in or upon any property
belonging to the City of Waukee,Iowa,except city
parks regulated under the provisions of §207.1.
Section 2.Effective Date.This ordinance shall be in effect
after its final passage,approval,and publication as required by
law.

It was moved by Councilrran Scott,and seconded by Councilman Ba=ett,that the Ordinance
entitled:"AN ORDINANCE TO PROHIBIT POSSESSION OR CONSUMPTION OF ALCOHOLIC LIQUOR,WINE,

action is taken or,if published in summary,be received and filed at one meeting prior
to the meeting of final action,be dispensed with.The Mayor put the question on the motion,
and the roll being passed,the following named councilmen voted:

now put upon its final passage and adoption.The Mayor put the question on the final
passage and adoption of said Ordinance,and the roll being called,the following named

Steve Venard of Bishop Engineering spoke to the City Council regarding the Grubb C-1
re-zoning proposal.Frank Hoifeldt also spoke about the C-1 proposal.
Moved by Barrett,second by Bailey to set 5/20/91 at 7:30 P.M.for C-1 re-zoning.
Carried 5 to O.
Moved by Gruber,second by Scott to set 5/14/91 at 7:00 P.M.for hearing and letting
on Industrial Park Sewerline.

The emergency meeting of the Waukee City Council was held on Friday,May 3,1991 at
City Hall.Mayor Floyd W.Rosenkranz called the meeting to order at 10:06 P.M.Dianna
Van Zee was present and taking minutes.The Councilmen present were:Gruber,Bailey,
Scott,Barrett,Clark.Absent:None
Guests:Paul Huscher,City Attorney,Lowell Junkins,Senator Jim Riordan.
A discussion took place regarding the status of Senate File 4.Lowell Junkins reviewed
SF 4 as amended by the House.He felt that the House got everything out of it as possible •.
It was felt that one week ago it was dead.They discussed that the Farm Bureau wanted
some language added to the bill.But they felt that if we wanted to help the Farm
Bureau in another way they would back off.They felt that the bill would have a good
chance of passing at this time if left the language alone.
Motion by Scott to send the amendment to the House as amended,second by Clark.With
the concurrence of the second,Councilman Scott removed the motion.
Junkins and Paul Huscher will go with their judgement so this can become a law.
Gruber motioned for the meeting to adjourn,Bailey seconded.
