The special meeting of the Waukee City Council was called to
order at 7,30 P.M.,on Monday June~4th,1991 at the Waukee City
Hall.Mayor Floyd Rosenkranz was presiding.
Marilyn F.Deets,Treasurer,was present and taking minutes.
Roll was taken and the following councilmen were present,
Bailey,Barrett,Clark,Gruber,Scott
Moved by Clark,second by Gruber to approve the Class B Beer
permit for the Waukee Jaycees for the July 20th street dance.
Motion carried 5 to 0 .
Moved by Gruber,second by Bailey to approve the bill
presentation in the amount of $52274.49.Motion carried 5 to 0.

Councilman Clark introduced an ordinance entitled:"AN ORDINANCE
ESTABLISHING THE POSITION OF TREASURER OF THE CITY OF WAUKEE,
IOWA,PROVIDING FOR APPOINTMENT,POWERS AND DUTIES OF THE
TREASURER."
It was moved by Councilman Gruber,and seconded by Councilman
Bailey,that the Ordinance entitled:"AN ORDINANCE ESTABLISHING
THE POSITION OF TREASURER OF THE CITY OF WAUKEE,IOWA,PROVIDING
FOR APPOINTMENT,POWERS AND OUTIES OF THE TREASURER."Be now read
by the City Clerk.The Mayor put the question on the motion,and
the roll being called,the following named Councilmen voted:

ORDINANCE
AN ORDINANCE ESTABLISHING THE POSITION OF TREASURER OF THE CITY
OF WAUKEE,IOWA,PROVIDING FOR APPOINTMENT,POWERS AND DUTIES OF
THE TREASURER.
Section 1.There is hereby established the office of the city
Treasurer to be appointed by the City Council.
Section 2.The Treasurer shall have the following powers and
duties:
A.Custody of Funds.Be responsible for the safe custody of
all funds of the city in the manner provided by law,and Council
direction,including all funds received or held in custody for
any board or commission or agency existing in the city created by
Councilor the people.
B.Reconciliations,Reports.Reconcile the bank statements
with the City's books and certify monthly to the Council the
balance of cash and investments of each fund and amounts received
and disbursed.
C.Debt Service.Keep a register of all bonds outstanding and
record all payment made of interest and principal
D.Investments.Advise the Council on investments and shall
invest city monies not immediately needed at interest in
accordance with Council directives and the requirements of
Section 452.10,of the Iowa Code.The Treasurer shall determine

the anticipated level of bank deposits for making the depository
declaration to the State Treasurer as required by Chapter 453 of
the Iowa Code.
E.Records.Keep such books as will account for all funds of
the City including any warrants out at interest,and call such
warrants at the earliest opportune time.
F.Shall keep the minutes of the regular Council meeting of
each month.
G.Budget.Assembles all departmental budget requests and
assists in the preparation of the budget.
H.Bills.Coordinates the payment of all City bills,including
the payroll.
I.Collection.To collect delinquent Utility Bills
J.Perform such other duties as specified by the Council by
resolution or Ordinance.
SECTION 3.Compensation.The Treasurer shall be paid such
compensation as specified by Council resolution.
Moved by Gruber,second by Barrett to approve a Resolution
describing the duties of the position of Utility Clerk as
follows:
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WAUKEE:To create
the position of Utility Clerk with the duties as follows:
Section 1.There is hereby established the office of the City
Utility Clerk to be appointed by the City Council.
Section 2.The Utility Clerk shall have the following powers
and duties:
A.Utility Billing.Be responsible for all aspects of utility
billing including maintenance of proper billing records for the
City Treasurer.
B.The posting of utility payments to individual accounts.
C.Preparing the daily bank deposit.
D.Mailing of delinquent and disconnect notices monthly.
E.Preparation of delinquent account list for collection by the
City Treasurer.
F.To direct to the proper personnel,any disputed
utility bills.

G.May be required to attend and take minutes at Utility
Committee meetings for which they will be compensated for at
an agreed rate.
H.Shall receive building permits to be given to Zoning
Administrator,and figure the price of said building
permits.
I.May be required to attend and take minutes at the Planning
and Zoning Commission meetings for which they will be
compensated for at an agreed rate.
J.Will maintain the Cities Inventory records.
K.Perform such other duties as specified by the Council by
resolution or Ordinance.
SECTION 3 Compensation.The Utility Clerk shall be paid such
compensation as specified by Council resolution.
Moved by Gruber,seconded by Clark to appoint Oianna Van Zee to
the position of Utility Clerk.Motion carried 5 to 0.
