CouncilmanClark movedto publish the FY92-93budget as presented by the Library Board of Trustees totaling $70,879.28.Motion died for lack of second. Light equipment shall be defined as and include the following: Pickup truck and/or generator and compressor with related power equipment. Clean-up of city equipment following its use will be charged at the above hourly rate for for equipment and operator. Down time on equipment caused by its use in clean-up shall be billed at the above hourly rate. Clean-up costs incurred by the city,including charges to the city by third parties, shall be billed directly to persons having control over hazardous substance as defined herein. Section 2.Repealer.All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3.Severability Clause.If any section,provision or part of this ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,provision,or part thereof not adjudged invalid or unconstitutional. Section 4.Effective Date.This ordinance shall be in effect upon its final passage, approval and publication as provided by law. RESOLUTIONNO.186 -RESOLUTIONAPPROVINGmE DESMOINESMETROPOLITANDESIGNSTANDARDSMANUAL BY THEWAUKEECITYCOUNCIL WAUKEE,ICWA WHEREAS,in February,1990,a 28-E Agreement was executed by fourteen local units of government including the City of Waukee,three water works departments,and the Greater Des Moines HomeBuilders Association which formed the Des Moines Metropolitan Improvements Design Standards and Specification Committee,with the City of Des Moines administering the agreements between the committee members and hiring the firm of Snyder &Associates,Inc. in Ankeny,Iowa,to develop a Des Moines Metropolitan Design Standards Manual;and WHEREAS,between April,1990 and April,1991,meetings were held by the committee and the Design Standards Manual was completed in September,1991,which provides uniform and flexible design standards for public improvements. WHEREAS,the WaukeePlanning and Zoning Commissionat meeting on January 28,1992 recommendedapproval of the Des Moines Metropolitan Design Standards Manual with certain amendmentsand modifications to said Manual;and WHEREAS,City Engineer Veenstra &Kimm,Inc.recommendedthat the Des Moines Metropolitan Design Standards Manual be approved and adopted as the City's design standards except with certain modifications and that all existing City policies and ordinances be reviewed and revised accordingly: New,mEREFORE,BE IT RESOLVEDby this City Council that the Des Moines Metropolitan Design Standards Manual and AddendumNo.1 to said Manual attached to this Resolution is hereby approved and adopted as the City of Waukeedesign standards; BE IT FURTHERRESOLVEDthat the City Engineer shall review and revise all current City of Waukeepolicies and ordinances to eliminate inconsistencies with the Des Moines Metropolitan with,theD~S:MoinJ~ntletropolitan Design Standards Manual.
