Public safety Report.CouncilmanGruber reported that surroundtnq corrmunities are implementing a system of requiring a secure lock box on the outside of commerical building with fire departments,first responders and police having access.Inside the box would be keys to the building and also information about location of dangerous materials. Additional research is being conducted about the benefits of such a system.Nick also asked about the lack of sidewalks along Laurel in Mary Ann Estates.City Staff will research. 1\dministrator's Report.Brian asked the Council to review the list of residents that are not utility customers and to make any additions and corrections. Down time on equipment caused by its use in clean-up shall be billed at the above hourly rate. Clean-up costs incurred by the city,including charges to the city by third parties, .shall be billed directly to persons having control over hazardous substance as defined herein. Section 2.Repealer.All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3.Severability Clause.If any section,provision or part of this ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,provision,or part thereof not adjuded invalid or uncontitutional. Section 4.Effective Date.This ordinance shall be in effect upon its final passage, approval and publication as provided by law.
