The Waukee City Council meeting was called to order at 7:05 P.M.on Monday May 4,1992
by Mayor Floyd Rosenkranz with Bob Barrett taking minutes.
Roll call was taken and the following Councilman were present:Ray Clark,Frank Duroy,
and Nick Gruber.Absent:Don Bailey and Curtis Scott.

Whereas:it is imperative to the derrocratic process that a well-informed citizenry
participate in the operation of their local government;and
Whereas:the office of Municipal Clerk provides the corrmunication link between the
citizens,the local government legislative body and administrative departments
and agencies of government at other levels;and
the Municipal Clerks serve as the information center on the functions of their
local government by making available the records of local government,distri-
bution of published materials and reports,presentations before corrmunityand
school groups,and answering questions on the government activities and
programs;and
Whereas:the Municipal Clerks and their staff have upon their own initiative participated
in education programs,seminars,workshops and the annual meetings of their
state,province,and international professional organizations which not only
improved the operation of their office but through their achievements and
awards have brought favorable publicity to the corrmunities that they serve.

Street Sweeper Purchase.After receiving the bids submitted,the Mayorasked if there
was a program offered that was similar to the purchase/trade-in programs the City has
for the backhoe and end-loader.The vendors explained that because there is not a
secondary market for street sweepers,similar trade-in programs are not available however
payment plans to fit budget requirements could be worked out.Since purchase of a street
sweeper was not budgeted in this fiscal year nor in the next fiscal year no further
action was taken.
Corene Acres Plat 12 Pedestrian Easemmt.The owners of lots 18 and 19 of Corene Acres
Plater 12 requested that the City abandon the 10 foot public pedestrianway easement
because the easement leads to private property that the City has no intention to purchase
and develope into the park system in the foreseeable future.After review of the
easement location and further discussion,a motion was made by CouncilmanDuroy,seconded
by Councilman Clark,to abandon the 10 foot public pedestrianway easement between lots
18 and 19 of Corene Acres Plat 12.A roll call vote was taken.Ayes:Clark,Duroy,Grube
Nayes:Nonerecorded.Absent:Bailey,Scott.Motion carried 3 to O.
R-4 Re-zoning Hearing.Jack Inman explained the request for the re-zoning and the
purposed developement of the property.Further action postponed at this time.
Final Plat Doc's Orchard Estates.The plat is not ready for action at this time.

Consideration and Acceptance of Letters of Intent.TomMehl of Ruan Securities spoke
to the Council explaining permanent financing for the water and sewer projects nearing
completion.

Section 1.Section 111.7 of the Code of Ordinances of the City of Waukee,Iowa,is
hereby amended by inserting in lieu of "one thousand dollars (1,000.00)"therein,"two
thousand dollars (2,000.00)",so that said section reads as follows:
§111.7.Purchasing-orders.All purchases of services supplies and equipnent shall
be made only after issuance of a purchase order,and no invoice shall be accepted
unless authorized by such an order.Purchases not exceeding two thousand dollars
($2,000.00)may be made by the Clerk or those officials authorized by the Clerk,
but only on issuance of a spot purchase order in writing signed by the authorized
officer.A copy of such spot purchase order must be delivered to the clerk within
twenty-four (24)hours,weekends and holidays excepted.All other purchases shall
be valid only if a purchase order has been given in writing and signed by the clerk.
Purchases from petty cash and continuing purchases from vendors awarded extended
contracts by bid award shall be excepted.
Section 2 ••Effective Date.This ordinance shall be in effect after its final
passage,approval,and publication as required by law.

necessary for his department not to exceed $1,000.00 per purchase for the
administration of his office,without prior council approval.

was set for May 23,at 8:30 A.M.at City Hall to review.
Spring Cleanup Day.This item was not budgeted this year or next fiscal year.It is
noted that direction was received to include in FY93-94budget.
Xenia Waterline Agreement.No action required.
1992 Fireworks Purchase.Brian was directed to negotiate with last year's supplier and
to spend between $3,000 and $3,200.

Public Safety.CommendOfficier White for resuscitation efforts on 5/2.

Mayor's Report.Brian was directed to contact Dallas Center as to the cost of recycling
bins in their corrmunity.
Matters Regarding Annexation Pending Before the City Developrent Board.A motion was
made by Councilman Clark,seconded by Councilman Gruber,to go:into closed,session.A
