negotiate the price for recycling bins.

at 7:12 P.M.on Monday June 1,1992 with Bob Barrett taking minutes.
Roll call was taken with the following Councilmen present:Don Bailey,Ray Clark,Frank
Duroy,Nick Gruber and Curt Scott.

Approval of May 18th Minutes.Motion by Councilman Duroy,seconded by Councilman Gruber,
to approve the minutes of May 18,1992 with the addition of the date at the beginning of
the minutes.Motion cerrxed 5 to O.
Bill Presentation.Motion by Councilman Duroy,seconded by Councilman Gruber,to approve
bills as presented totaling $64,115.10.Motion carried 5 to O.

Don Henson.Don asked if there was a noise ordinance or an understanding with construction
contractors to limiting noise to normal.hours.He stated that on a recent day a
contractor started sawing concrete at 4:15 A.M.Paul was directed to prepare an
ordinance restricting construction noise between the hours of 10:00 P.M.and 7:00 A.M.
Tim Wagner.Tim asked for the City contribution of $750.00 for food at the July 4th
celebration.Motion by Councilman Duroy,seconded by Councilman Gruber,to contribute
$750.00.Motion carried 5 to O.
Tim also asked the City to approve a one night beer permit for the Jaycees for their
street dance on July 18th.A motion to approve issuance of a beer permit to the beer
permit to the Jaycees for July 18,1992 was made by Councilman Duray,seconded by Clark.
Motion carried 5 to O.
Tim also informed the Council that the trees planted by the Jaycees in the park appear
to have been damaged by the weed spraying.
Bob Underburg.Bob asked about water service North on Alice's Road.
Jeff Thompson.Jeff asked about having volley ball courts at the ice rink.
Public Hearing SW Urban Renewal District.Motion by Councilman Duroy,seconded by JOj 1-
Councilman Clark,to approve a resolution setting June 15,1992 at 7:00 P.M.at City
Hall as the hearing date,time and place for the public hearing for the Southwest Urban
Renewal District.A roll call vote was taken.Ayes:Bailey,Clark,Duroy,Gruber,Scott.

BuDding Inspection.James Tucker of Building Inspectors spoke to the Council regarding
building code adoption.The Council will have a planning meeting June 15th at 6:00 P.M.
to review building codes.
FY 91-92 Pub Cigarette License.Motion by Councilman Gruber,seconded by Councilman
Clark,to approve a FY 91-92 cigarette license for the Pub.Motion carried 5 to O.

ErrployeeHandbook.CouncilmanDuroy asked status of employeehandbookrevisions.In
talks with employees,he found that areas of interest or concern were grievance procedure,
tuition reimbursement and carmunication/information sharing meetings,merit pay system
and recommendedthat these be included.CouncilmanBailey and Duray will set a meeting
date to review progress on handbook.
B:iaretric Meter.Motion by CouncilmanDuray,seconded by CouncilmanGruber,to approve
purchase of an MSA4-way oxygen,combustible and toxic gas detector not to exceed
$2,350.00 Motion carried 5 to O.
Bui1ding Permit Fees.Zoning Administrator Mark Gruber explained the current procedure
of collecting building permit fees and Zoning Administrator remuneration and explained
problems being encountered with present policies.The Council directed the City Attorney
to prepare an ordinance amendmentto provide for a non-refundable payment of 50%of
building permit fees with submission of building application.
Curbside Pick-up.The Utility Committeerecommendsthe City adopt an ordinance change to
require residential garbage pickup throughout the City.The City Attorneywae directed
to draft such an ordinance.
Approva1 of Plans &Specs For 6th Street water Main.CouncilmanClark introduced a =I\'letS
resolution to provide for a notice of hearing on proposed plans,specifications,proposed
form of contract and estimate of cost of $141,000.00 for the construction of improvements
and extensions to the WaukeeMunicipal WaterworksSystem,and the taking of bids therefore,
and movedits adopt i.on,seconded by CouncilmanBailey.A roll call vote was taken.Ayes:
Bailey,Clark,Duroy,Gruber and Scott.Nayes:Nonerecorded.Motion carried 5 to O.
Private Water1ine Extension Po1icy.The Council deferred action on this item to
June 15,1992 Council Meeting.

Uti1ity -Duray.Reported that two-thirds of the utility mappinghas been given to Scott
Thomasfor review and that the next utility Committeemeeting would be 6-6-92.
Library -Clark.Next meeting 6-4-92.
Southfork -Clark.Sand needed at Southfork Park.
Parks -SCott.Reported that 2 park benches had been donated to City for Southfork Park;
materials for 2 newbridges in City Park will be donated and will be seeking volunteers
to build bridges;asked if deposit requirement for use of enclosed shelter house was
being enforced.
P &Z -Bai1ey.Suggested need for a 28E Agreementwith Dallas County for standards of
review of construction within the two mile limit of the City Limits.
Public Safety -Gruber.Public Safety report at next meeting.
Beer Permit &SUnday Sales For casey's Genera1 Store.Motion by CouncilmanGruber,
seconded by CouncilmanClark,to approve a Class C Beer Permit and Sunday Sales Privilege
for Casey's General Store.Motion carried 5 to O.
Mayor's Report.Suggested special census for Mine Campwhen annexation complete.Reported
meeting with Ken Brattney scheduled for June 4th.
Administrator's Report.Asked that Bob Barrett be authorized to attend Cable Franchise
RenewalSeminar on June 12th in Des Moines.Motion by CouncilmanDuray,seconded by
CouncilmanClark,to approve Bob Barrett's attendance at the ManagingThe Cable

Matters Regarding Armexation Pending Before the City Developnent Board.Motion by
CouncilmanClark,seconded by CouncilmanGruber,to hold a closed session pursant to
Section 21.5c Code of Iowa 1991 "To discuss strategy with counsel in matters that are
presently in litigation or where litigation is imminentwhere its disclosure would be
likely to prejudice or disadvantage the position of the governmental body in the
litigation".A roll call vote was taken.Ayes:Bailey,Clark,Duroy,Gruber and Scott.
