II(IWW Storage Agceement.Steve Pierce,City Engineer,reviewed alternatives available to the City for participation in the Joint Westside Water Storage Facility.Steve recommendedthat the City committo :feeder main capacity of 2,225 gpm,booster station capacity of 925 gpm,storage capacity of 400,000 gallons,at a total estimated cost of $971,920.Motion by CouncilmanScott and seconded by CouncilmanClark to approve the City's participation in the Joint Westside Water Storage Facility following the City Enineer's recommendationsat a total estimated cost of $971,920.Motion carried 4 to O. FY92-93Budget 1\nendmentHearing.The Mayorannounced that this was the time and place set for hearing upon the proposed FY92-93First Responders Budget Amendment.Jim DeWitt,Jr. informed the Council of additional information he had received concerning repair procedures of the various pager models.Motion by CouncilmanDuray and seconded by CouncilmanScott to approve Resolution No.220 to amendFY92-93First Responders budget by increasing the Capital Equipnent budget by $900.00.The Mayorput the question on the motion and the roll being called,the following namedCouncilmenvoted:Ayes:Bailey,Clark,Duroy and Scott.Nayes:Nonerecorded.Absent:Gruber.Motion ca=ied 4 to O.Whereupon,the Mayordeclared the motion duly carried. Library Report -Clark.CouncilmanClark reported that:Alissa Mills has been hired as a substitute librarian;the Library is conducting a logo contest;and the Trustees are still in the process of hiring a Library Assistant. UA92-42Udlandale Petition.Motion by CouncilmanScott and seconded by CouncilmanClark to approve Resolution No.221 to support the proposed voluntary annexation for the City of Urbandale and to instruct Brian to inform the City of Urbandale and the City Developnent Board of this action.Motion cerr Ied 4 to O. Guests: Jerry Purdy -.New Library Facility.Dennis Dolmageintroduced the Facilities Committee and Jerry Purdy,architect with Design Alliance.Jerry explained the planning process of the new facility from concept to completed design and described the proposed facility. A question and answer period followed with an exchange of ideas,commentsand suggestions. Financing of the estimated cost of $750,000.00 was also discussed but no final decisions l£rgrre Merical -Cclnpfire lIdopt-A-Highway.Elaine Merical,Kate Merical and Christine Michaelson representing Campfire asked the"Council for its approval for the CamPfire troop to continue in the Adopt-A-Highwayprogram for the next two years.Council approval is necessary because the South half of Highway6 is within the City limits.Motion by CouncilmanGruber and seconded by CouncilmanDuroy to approve request by the Campfire to continue their fine work in the D.O.T.Adopt-A-Highwayprogram along Highway6 from milepost 121 to milepost 123.Motion carried 5 to O. -156- Open Fbrum.Jeff Tomlinson of the Jaycees asked about the status of tiling the ice rink to allow for the sand volley ball courts and Jeff stated that some earth work may need to be done.Jeff was told the City would be able to purchase and truck the sand for less than the bid price.Jeff was asked to confer with Steve Pierce concerning the tiling and earth work and then Steve will meet with City Staff. Jeff also asked that a reminder of the City's leash law again be included in the next newsletter.The staff was directed to do so. Water Service Study.Councilman Duray reported that the Utility Committee recorrunends a study to provide water service to areas within the City that are currently without water service and to areas outside the City limits but within the area protected from Xenia Rural Water. After discussion,it was moved by Councilman Duroy and seconded by Councilman Clark to direct Veenstra &Kimmto conduct the study recommended by the Utility Committee at a cost not to exceed $2,000.00.Mction carried 5 to O. Motion by Councilman Scott and seconded by Councilman Bailey to direct the City cres to install water and gas service to Dr.Woods and to investigate their ability to install service to Ken Blizek.Mction carried 5 to O. Coke waterline CondeImation.Paul Huscher reported that he had received a signed agreement to sell the waterline to the City and to convey the easement however the easement description is incorrect and needs to be corrected before it is accepted by the City. Meter Tarrpering Or:dinance -2nd Reading.After lengthy discussion,it was moved by Councilman Gruber and seconded by Councilman Clark to set $500.00 as the amount for liquidated damages.The Mayor put the question upon the motion and the roll being called, the following named Councilmen voted:Ayes:Clark,Gruber.Nayes:Bailey,Duroy,Scott. Motion failed 2 to 3. Section 1.Chapter 203 of the Code of Ordinances of the City of Waukee,Iowa,is hereby amended by adding thereto §203.6 as follows: §203.6.If any water meter of the City of Waukee shall have been tampered with,or if the seal thereon shall have been broken,water service to the premises served by the meter shall be suspended immediately,and shall not again be restored until the owner of the premises shall have paid to the City of Waukee,in addition to any charges for water used and measured and all other charges previously made,the sum of $250.00 as liquidated damages for water used and not measured,together with any costs of the repair and reinstall- ation of the meter. Section 2.Effective Date.This ordinance shall be in effect after its final passage,approval,and publication as required by law. Uponinvestigation,it was found that no persons had appeared and filed objections to the proposed plans,specifications or contract for or cost of such HickmanRoad Trunk Sewer. Motion carried 4 to O.Whereupon,the Mayordeclared the said motion du.ly carried and the resolution adopted as follows: - Resolution No.221 Finally approving and confirming plans,specifications and form of contract for the HickmanRoad Trunk Sewer WHEREAS,this Council has heretofore approved plans,specifications and form of contract for the proposed HickmanRoad Trunk Sewer (the "Project"),as described in the resolution providing for a notice of hearing on proposed plans and specifications, proposed form of contract and estimate of cost of the Project and the taking of bids therefor;and WHEREAS,hearing has been held on objections to the proposed plans,specifications and form of contract and to the cost of the Project and all objections thereto have been overruled; NCIN,THEREFORE,IT IS RESOLVEDbythe City Council of the City of Waukee,Iowa, as follows: Section 1.The plans,specifications and form of contract referred to in the preamble hereof are hereby finally approved,and the prior action of the Council approving them is hereby finally confirmed,and the Project,as provided for in the plans,specifications and form of contract,is necessary and desirable.
