Roll call was taken and the following Councilmenwere present:DonBailey,Jr.,Ray Cl.ark ,Frank Duray,and Curtis Scott.CouncilmenNick Gruber was absent. Staff and guests present were:Bob Underberg,Steve Pierce,Bob Evans,Brian Redshaw, ChuckChristianson,Bart Weller and John Bruckshaw. Approval of August 17th Minutes.Motion by CouncilmanClark and seconded by Councilman Bailey to approve the minutes of the August 17th,1992 Council Meeting.Motion carr-ied 4 to O. Bid Opening -HickmanRoad Trunk sewer Project.The Mayorannounced that this was the time and place set for hearing and inspection of bids for the proposed HickmanRoad Trunk Sewer Project.Steve Pierce stated the estimated cost of the project was $260,220.00. Uponinvestigation,it was found that no persons had appeared and filed objections to the proposed plans,specifications or contract for or cost of such HickmanRoad Trunk Sewer. CouncilmanClark introduced the following resolution and movedits adoption,seconded by CouncilmanDuroy;and after due consideration thereof by the Council,the Mayorput the question upon the motion and the roll being called,the following namedCouncilmen voted:Ayes:Bailey,Clark,Duroy and Scott.Nayes:Nonerecorded.Absent:Gruber. Motion carried 4 to O.Whereupon,the Mayordeclared the said motion du.ly carried and the resolution adopted as follows: - Resolution No.221 Finally approving and confirming plans,specifications and form of contract for the HickmanRoad Trunk Sewer WHEREAS,this Council has heretofore approved plans,specifications and form of contract for the proposed HickmanRoad Trunk Sewer (the "Project"),as described in the resolution providing for a notice of hearing on proposed plans and specifications, proposed form of contract and estimate of cost of the Project and the taking of bids therefor;and WHEREAS,hearing has been held on objections to the proposed plans,specifications and form of contract and to the cost of the Project and all objections thereto have been overruled; NCIN,THEREFORE,IT IS RESOLVEDbythe City Council of the City of Waukee,Iowa, as follows: Section 1.The plans,specifications and form of contract referred to in the preamble hereof are hereby finally approved,and the prior action of the Council approving them is hereby finally confirmed,and the Project,as provided for in the plans,specifications and form of contract,is necessary and desirable. Section 2.All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict. - -159- Passed and approved August 24,1992. P.O.Box W,RR 2 Lake Crystal,MN 56055 McAninchCorporation P.O.Box 1486 Des Moines,Iowa 50305 $283,255.00 $283,370.00 $247,695.00 $237,450.17 $274,580.50 Steve Pierce reviewed the bids and verified cost extensions and reported that the low bid received from GM Contracting,Inc is in order and recommendedapproval.Councilman Clark introduced a resolution entitled:"Resolution awarding contract for the Hickman Road Trunk Sewer",and movedthat the said resolution be adopted;seconded by Councilman Duroy;and after due consideration thereof by the Council,the Mayorput the question upon the motion and the roll being called,the following namedCouncilmenvoted:Ayes: Bailey,Clark,Duray and Scott.Nayes:None recorded.Absent:Gruber.Motion carried 4 to O.Whereupon,the Mayordeclared the said motion duly ca=ied and the said resolution duly adopted. Resolution No.222 Awardingcontract for the HickmanRoad Trunk Sewer WHEREAS,pursuant to notice dUly published in the manner and form prescribed by resolution of this Council and as required by law,bids and proposals were received by this Council for the HickmanRoad Trunk Sewer (the "Project");and WHEREAS,all of the said bids and proposals have been carefully considered,and it is necessary and advisable that provision be made for the award of the contract for the Project, NOW,THEREFORE,IT IS RESOLVEDby the City Council of the City of Waukee,Iowa, as follows: Section 1.The bid for the Project submitted by the following contractor is Eul.Ly responsive to the plans and specifications for the Project,heretofore approved by the Council,and is the lowest responsible bid received,such bid being as follows: Nameand Address of Contractor Amountof Bid GM Contracting,Inc. P.O.Box W RR2 Lake Crystal,MN 56055 $237,450.17 Section 2.The contract for the Project is hereby awarded to such contractor at -160- the total estimated cost set out above,the final settlement to be made on the basis of the unit prices therein set out and the actual final quantities of each class of materials furnished,the said contract to be subject to the terms of the aforementioned resolution,the notice of hearing and letting,the plans and specifications and the terms of the bidder's written proposal. Section 3.The Mayorand City Clerk are hereby authorized and ordered to enter into a written contract with said contractor for the Project,said contract not to be binding until approved by resolution of this Council. Section 4.The amount of the contractor's performance and/or payment bonds is hereby fixed and determined to be 100%of the amount of the contract. Passed and approved August 24,1992. Building Permit Fee.The City Attorney was directed to prepare an ordinance change to allow construction of accessory buildings containing up to 720 square feet without requiring footings below the frost line. Jim Lang -Operating Engineers.Jim asked about the status of the annexation dispute and about the possible extension of City water to their property.Jim also asked about extension of City sanitary sewer or if a septic system would be needed for his building. cp:m Fbrum.David Yates asked about City water service to Hunter Hollow and was informed that the City has commissioned an economic feasibility study to provide City water service to areas in and araund the City.This study is to be canpleted in late fall.
