utility Tapping Fees.The Utility Committeerecommendsthat Waukeenot use tapping fees.
Public safety Report -Gruber.A printed report was received from the Police Department.
CouncilmanGruber recanmendedthat suggestion boxes be made available to employees
and also to the citizens.The Council conc~ed and two boxes will be established at
City Hall to receive suggestions and employees and citizens are encouraged to use them.
Gas Dept.~ary Hel.p.Due to the skills needed to work in the Gas Department,it was
decided that at this time personnel would be shifted from other departments to fulfill
Gas Dept.requirements until Tim is able to return to work.
Mayor's Report.The Mayorand Council were brought up-to-date on:the repair of the
Maintenance Dept.tractor;the West Des Moines street sweeping agreement;the employee
handbook;heating of the maintenance building;and the Atlantic Bottling waterline
purchase agreement.
Motion by CouncilmanGruber and seconded by CouncilmanDuroy to appoint Bill Breen
to a 5 year term on the Board of Adjustment.Motion ca=ied 5 to O.
Motion by CouncilmanScott and seconded by CouncilmanClark to appoint Frank Hoifeldt
to a 5 year term on the Planning &Zoning Commission.Motion carried 5 to O.

The Octo 5,1992 WaukeeCity Council regular meeting was called to order at 7:07 P.M.
by Mayor Floyd Rosenkranz with Bob Barrett taking minutes.
Roll call was taken and the following Councilmenwere present:DonBailey,Jr.,Ray Clark,
Frank Duroy ,and Nick Gruber.CouncilmanCurtis Scott was absent.

lIpproval of 9/21 Minutes.The item Utility Tapping Fees on page 166 should have been that
tapping fees are being reviewed by the Utility Committee.Motion by CouncilmanGruber
and seconded by CouncilmanDuroy to approve the minutes of the September 21,1992 Council
meeting as corrected.Motion carried 4 to O.
Guests:
Dennis Pigneri -480 WaukeeAvenue.The garage built at this location exceeds the height
restriction of 14 ft set for accessory buildings by ordinance §301.11C (7).Dennis said
he checked about size of building and footing requirements with Biri.an and was told that
a 28 x 28 garage could be built without frostline depth footings.Dennis said he was
unaware of a height restriction in Waukeeor in any Metro City.They were unsure of the
finished height of the building when they started construction because they were building
from pictures and from homeowner's instructions.Paul Huscher explained the options
available to resolve the issue:(A)grant a variance;(B)bring the structure into
compliance;(C)change the zoning ordinance.The matter was referred to the Board of
Adjustment.
Open Forum.Jim Schlatter spoke about water rates.

Guests:WayneEllis -Ball Fields.Waynetalked to the Council about upgrade work needed
on the baseball fields in Centennial Park and the estimated cost is $4,500.00.Motion by
CouncilmanBailey and seconded by CouncilmanGruber to allow a maximumof $4,500.00 be
spent on baseball field improvementsas described to the Council.The Mayorput the

Blizek VoluntaIY Annexation Hearing.The Mayor stated that now is the time and place set
to consider the Amorita M.Blizek application for vo.Iurrtaryannexation to the City of
Waukee,Iowa.Brian stated that no written or oral objections had been received at City
Hall.The Mayor asked if anyone frcm the audience wished to carment,either pro or con,
on the proposed annexation.Hearing no carments,Councilman Clark moved and Councilman
Gruber seconded to adopt Resolution No.228 accepting the voluntary annexation application
from Amorita M.Blizek and to submit the necessary paperwork to the City Developnent

FY 92-93 Budget lInendmentHearing.The Mayor stated that now is the time and place set
to consider the proposed FY 92-93 Budget Amendmentto allow for increased health insurance
and workmen's compensation costs for the Library.Brian stated that no written or oral
objections had been received at City Hall.The Mayor asked if anyone from the audience\\\wished to canment,either pro or con,on the proposed budget amendment.Hearing no
comments,Councilman Duroy movedand Councilman Clark seconded to adopt Resolution No.229
to approve amending FY 92-93 Budget by adding $4392.00 to HumanDevelopnent.The Mayor
put the question on the motion and the roll being called,the following named Councilmen
voted:Ayes:Bailey,Clark,Duroy,Gruber and Scott.Nays:None recorded.Motion
carried 5 to O.
Q:xnprehensiveDevelopnent Plan Hearing.The Mayor stated that now is the time and place
set to consider the proposed ComprehensiveDevelopnent Plan.John Kursitis from
Veenstra &Kimmexplained the developnent plan and led a lengthy discussion and question
and answer session on the developnent plan.The Council directed some modifications,
corrections and updates be incorporated into the plan and to report back next month.
R-5 Rezoning Hearing (Southf=k 3).Jerry Oliver of Civil Engineering Consultants spoke
to the Council about the proposed rezoning of the 55 acre parcel from A-I (agricultural)
to R-5 (planned unit developnent),explained the developnent plans for the parcel,and
answered questions about the development.Councilman Clark introduced an ordinance
entitled "Ordinance No.2163.An Ordinance To AmendChapter 301,WaukeeMunicipal Code,
Zoning Ordinance Of The City Of Waukee,Iowa,By Re-zoning And Changing Certain Property
Therein FromA-I (AgriCUltural District)to R-5 (Planned Unit Developnent);And Amending
The Official Zoning MapTo ShowRe-zoning."with the stipulation that the property be
used solely for residential proposes with the exception of a lift station site.
It was movedby Councilman Gruber and seconded by Councilman Duroy that the
aforementioned ordinance be ready by the City Clerk.The Mayor put the question on the
motion and the roll being called,the following named Councilmenvoted:Bailey,Clark,
Duroy,Gruber and Scott.Nays:None recorded.Motion carried 5 to O.Whereupon,the
Mayor declared that said ordinance had been given its initial passage.Brian read the

Mninistrator's Report.The City has offered to furnish the paint to repaint the street
lights in Southfork if there are volunteers to do the painting.
