HomeMy WebLinkAbout1992-11-16-Special Minutes-176- It was moved by Councilman Gruber and seconded by Councilman Clark that the statutory rule requiring said ordinance to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended.The Mayor put the question on the mction and the roll being called,the following named Councilmen voted:Ayes:Bailey,Clark,Duroy and Gruber.Nayes:Scott.Motion carried 4 to 1.Whereupon the Mayor declared the mction duly carried. Motion by Councilman Gruber and seconded by Councilman Clark that the aforementioned ordinance now be put upon its final passage and adoption and the roll being called,the following named Councilmen voted:Ayes:Bailey,Clark,Duroy and Gruber.Nayes:Scott. Motion carried 4 to 1.Whereupon,the Mayor declared the motion duly ca=ied and the ordinance duly adopted. 1\djourmrent.Motion by Councilman Duroy and seconded by Councilman Gruber to adjourn. Roll call was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,Frank Duroy and Nick Gruber.Councilman Curtis Scott was absent. Guests: Kurt Atha -1015 4th Street.Kurt explained that his house was built encrouching 6~ feet into the public utility easement along the south boundary of his property.Paul explained the options available to the Council.After discussion,motion by Councilman Clark and seconded by Councilman Bailey to adopt the position that the City recognizes the existenance of a structure upon the public utility easement at 1015 4th Street and will not exercise legal remedies of the encroachment.The Mayor put the question upon the motion and the roll being called,the following named Councilman voted:Ayes:Bailey, Clark,Duroy and Gruber.Nayes:None recorded.Absent:Scott.Motion carried 4 to O. Windfield Entrance Sign.Mike Meyer explained monumentsigns and showedwhat was proposed for the main entrance to the Windfield developnent.Monumentsigns exceed current zoning ordinances. CouncilmanScott arrived at 8:45 P.M. Motion by CouncilmanGruber and seconded by CouncilmanDuroy to set December7,1992 at 7:00 P.M.at City Hall for the public hearing to consider amendingordinance sections 301.23 and 303.64 to provide for monumentsigns inresidential districts for directory purposes.Motion ca=ied 5 to O. Gas Realigrnnent Proposal.Brian explained the current gas pricing agreement and the proposed pricing realignment.Motion by CouncilmanDuray and seconded by Councilman Gruber to approve the gas realignment of:TF12Bservice -98;TF5 service -602; G5-1 service -O.Motion carried 5 to O. FY93-94 WageProposal.For budgeting purposes,department heads are instructed to allow for a 2.5%wage increase for city workers for FY93-94. Library Report -Clark.The printed summaryof activity report for October 1992 was received.Additionally,CouncilmanClark reported that the WaukeeJaycees presented a $1,000.00 check to the Library and the Library has received a $750.00 grant for the Time Slice II Program starting February 1993. Public safety -Gruber.Printed report received.
