the FY93-94 budget and amount has compensation to the Fire Chief for the extraordinary
amount of time necessary to fulfill the responsibilities of the office.After considerable
discussion,agreement was reached to include $600.00 as Fire Chief compensation in the
FY93-94 Fire Budget.
Administrator's Report.Clarification of eligibility for receipt of holiday hams or
turkeys was requested.This gift is intended for all full-time employees and permanent
part-time employees regularly scheduled to work 25 hours or more each week.
Scott and Tim will attend the NACEgas seminar on corrosion control in Omaha on January
19-20,1993.
Temporary employee Mike Perkin's last day with the City will be December 31,1992.

The December 21,1992 Waukee City Council special meeting was called to order at 7:07 P.M.
by Mayor Floyd W.Rosenkranz with Bob Barrett present and taking minutes.
Roll call was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,
and Frank Duroy.Councilman Nick Gruber and Curtis Scott were absent.
Staff and guests present were:Brian Redshaw,Paul Huscher,Jim DeWitt,Jr.,Oscar Stokka,
Jim Kimm,John Kursitis,Steve Pierce,Don Henson,Brad Curtis"Jeff Downing,Jeff Abbas,
and Linda Peterson.

Jim Kimn -Veenstra &Kimn.Jim informed the Council that he was retiring from
Veenstra &Kimm effective 2-1-93 and thanked the Council for the professional relationship
he has enjoyed with the City.
Bill Presentation.Motion by Councilman Duroy and seconded by Councilman Clark to
approve payment of claims submitted totaling $73,175.71.Motion carried 3 to O.

BE IT ORDAINEDby the Council of the City of Waukee:
Section 1.Amendrrent.Chapter 301,WaukeeMunicipal Code,ComprehensiveZoning
Regulations,is hereby amendedby deleting from Section 301.25E the words,"five (5)
dollars,"and inserting in lieu thereof the words,"thirty-five (35)dollars,"so that
said paragraph shall read as follows:
§301.25E.Hearings,Notice.The Board shall fix
a reasonable time for the hearing on the appeal,give
public notice thereof as due notice to the parties
thereto,and decide the same within a reasonable time.
At the hearing,any party may appear in person or by
agent,or by attorney.Before an appeal is filed with
the Board,the appellant shat.l.pay a fee of thirty-five
(35)dollars to be credited to the general fund of the
City of Waukee.
Section 2.Repealer.All ordinances or parts of ordinances
in conflict with the provisions of this ordinance are hereby
repealed.
Section 3.severability Clause.If any section,prOV:LS:Lon
or part of this ordinance shall be adjudged invalid or unconstitu-
tional,such adjUdication shall not affect the validity of the
ordinance as a whole or any section,provision,or part thereof not
adjUdged invalid or unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect
upon its final passage,approval and pUblication as provided by
law.

Boone Drive Roadstone seal Coat.Brian reported that Clive was going to rerock their
portion of Boone Drive and asked if the Council wished to rerock our half at the same
time at an estimated cost of $3,500.00 for rock with Clive doing the spreading.Motion
by Councilman Duroy and seconded by Councilman Clark to spend up to $3,500.00 for rock to
be applied to Boone Drive.Motion carried 3 to O.
Clive Water F=WaukeeSchool.In order to secure sewer services for the new elementary
school,it was movedby Councilman Duray and seconded by Councilman Clark to permit the
City of Clive to furnish water services to the new elementary school.Motion ca=ied 3 to O.
EID Corporation Sewer.Steve Pierce was instructed to contact our bond council to
determine a practical solution for EID Corporation to connect to the HickmanRoad Trunk
Sewer and the City still retain ability to acess cost of the sewer line extension East.
Steve is to report back on December29th.
DowneyPrinting Snow Removal.Mike Downeyasked about contracting with the City for
now removal from their parking.The Council expressed concerns about liability,staff
time and public sector competition and decided not to pursue this activity.
setting Date Fbr Hearing On $16OMGOBonds.Linda Peterson,of Ruan Securities,spoke
to the Council about permanent financing for the Sixth Street Watermain Extension.
Motion by Councilman Duroy and seconded by CouncilmanBailey to adopt Resolution #235 to
set January 18,1993 at 7:00 P.M.at City Hall as the time and place for the public
hearing for $160MGOBond permanent financing.The Mayor put the question on the motion
and the roll being called,the following named Councilmenvoted:Ayes:Bailey,Clark
and Duroy.Nayes:none recorded.Absent:Gruber and Scott.Motion carried 3 to O.
Whereupon,the Mayor declared the motion duly carried.
Authorization Of Letter Of Intent.Motion by Councilman Duroy and seconded by Councilman
Clark to adopt the letter of intent with Ruan Securities Corporation to assist the City
in financing $160,000 General Obligation Water ImprovementNotes and to underwrite the
Notes.The Mayor put the question on the motion and the roll being called,the following

TelE!lEtering Proposal.Brian was directed to get additional information for next meeting.
Ur:bandale Armexation Agreement.Motion by Councilman Duray to set January 18,1993 at
7:00 P.M.at City Hall for the public hearing on a 28E Agreement with Urbandale to adopt
an annexation agreement.Motion died for lack of a second.
Board Of Adjustment Notice Requirement.Current ordinances have conflicting time
requirements and Paul was instructed to correct the problem.
Motion by Councilman Clark and seconded by Councilman Bailey to authorize Paul to seek
an injunction to bring the structure at 480 Waukee into zoning compiiance or to seek
removal of occupants.The Mayor put the question on the motion and the roll being called,

draft application for RISE funding to pave Alice's Road to University.Motion carried

by Mayor Pro Tem Don Bailey,Jr.,with Bob Barrett present and taking minutes.
Roll call was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,
Frank Duray,Nick Gruber and Curtis Scott.
Staff and guests were:Brian Redshaw,Steve Pierce,Bob Sayre,Jeff Downing and Keith
Cook.
Agenda Additions.EID Corporation Developnent.
Bob Sayre -Interstate Auto Sign.Bob stated that his plans for the future development
of his property is to develope it into a "poor man's auto mall"and to that end would
like to construct an eye catching sign on his property consisting of a subcompact auto
painted a bright color elevated about 16 feet and having a directory of the businesses
located there.Bob was instructed to prepare drawings or take pictures of existing signs
and present ideas to Planning and Zoning.
EID CoIpJration Developrent.Steve Pierce informed the Council that he had contracted
Dorsey &Whitney concerning the sewer hookup of Jeff Downing's property could be done
if Jeff would sign an agreement making his property assessable for the future extension
of the Hickman Road Trunk Sewer.Jeff stated that he is favorable to signing such an
agreement and willing to work with the City to hookup to the sewer line in a financially
sound manner.Steve also reported that he is drafting a letter to Des Moines Waterworks
requesting permission to provide water service to Jeff's property since it is presently
outside the City limits and our agreement with Des Moines Waterworks requires such
approval.
Health Insurance Proposals.Councilman Gruber moved and Councilman Duray seconded to
adopt Blue Crass/Blue Shield Plan 8 health insurance for City employees and to reapply
with Principal Insurance after 6 months.The Mayor Pro-tem put the question upon the
motion and the roll being called,the following named Councilmen voted:Ayes:Bailey,
