Motion by CouncilmanBailey and seconded by CouncilmanGruber to leave closed session at
10:20 P.M.The Mayorput the question on the motion and the roll being called,the
following namedCouncilmenvoted:Ayes:Bailey,Clark,Duroy,Gruber and Scott.Nayes:
Nonerecorded.Motion carried 5 to O.The Mayorannounced that no votes were taken and
that no decisions were madewhile in closed session.
Aerial Photograph.Motion by CouncilmanGruber and seconded by CouncilmanClark to
approve purchase of proofs #9 and #16 and to purchase frames from Pin Oak Gallery.
Motion carried 5 to O.
Plamring &Zoning -Duroy.January meeting was cancelled.
Parks Comnittee -Clark.Printed minutes of the January 28th meeting were distributed.
Mayor's Report.Canmittee assignments were reviewed;the Mayorexpressed displeasure
that the skating rink had not been flooded nor that the tile had not been installed for
the volleyball court.
Mninistrator's Report.Brian reviewed reasons that temporary occupancy permits would
be issued.

The February 15,1993 WaukeeCity Council special meeting was called to order at 7:00 P.M.
by MayorFloyd Rosenkranzwith Bob Barrett present and taking minutes.
Roll was taken and the following Councilmenwere present:DonBailey,Jr.,Ray Clark,
Frank Duray and Nick Gruber.CouncilmanCurt Scott was absent.
Staff and guests present were:Brian Redshaw,Dan White,Paul E.Huscher,Steve Pierce,
John Grisso,Joanne Werch,Dale Hilgenberg,TomFarley,Gary Dean,Ken Moll and Tom
Mehl.
Approval of 2/1 Minutes.Motion by CouncilmanGruber and seconded by CouncilmanDuroy
to approve the minutes of the February 1st Council meeting as presented.Motion
carried 4 to O.
CouncilmanScott arrived at 7:05 P.M.
The Mayor took a momentto rememberformer CouncilmanLarry and his contributions to
the City of Waukee.
Guests:
Tom Farley -EmployeeAssistance Program.TomFarley explained the services offered
by his companyand answered questions.Motion by CouncilmanBailey and seconded by
CouncilmanScott to accept the EmployeeAssistance Program at an annual cost of
$1.050.00.Motion ca=ied 5 to O.
Dale Hilgenberg &Gary Dean -Jaycee's Street Dance.Dale and Gary informed the Council
of the plans for the fourth annual Jaycee's Street Dance being planned for Saturday
July 17,1993 and asked that the same street closings as in the past be approved again
for this year.Motion by CouncilmanDuray and seconded by CouncilmanClark to close
Ashworthand Walnut between 5th and 6th Streets fran Noon until Midnight on Saturday
July 17,1993 for the Jaycee's Street Dance.Motion carried 5 to O.
Discussion was also held on the July 4th parade and the City's contribution toward food
and the construction of a covered foot bridge in Centennial Park.There was agreement
that the parade should not start before Noon on the 4th and that the City has budgeted -
funds to contribute toward food for the celebration.Construction of the foot bridge
would be handled in the next fiscal year.
Treasurer's Report.The Treasurer was directed to research the Parkland Dedication
Investment account and to report at the next Council meeting.Motion by Councilman
Scott and seconded by CouncilmanClark to accept the Treasurer's report.Motion

Ur:bandale Annexation AgreerIent.Paul Huscher reported that the City Developnent Board
discussed the agreement and that the Board would have no problem amending our involuntary
annexation petition without jeopardizing the unaf'f'ec'ted sections to accommodate the "
agreement with Urbandale.Motion by Councilman Gruber and seconded by Councilman Scott
to set March 15,1993 at 7:00 P.M.in City Hall for the public hearing on the proposed
annexation moratorium agreement between Waukee and Urbandale and to publish the notice
two times.Motion carried 5 to O.
SaIni Acres R-1 Rezoning and sahu Acres Street Project.Motion by Councilman Gruber
and seconded by Councilman Clark to set March 15 at City Hall at 7:00 P.M.as an informal
hearing to discuss improvements to Sahu Acres and to exchange information with the
residents of the area.Motion carried 5 to O.
IGIC Settlement.Motion by Councilman Scott and seconded by Councilman Bailey to ;};/>J 10
approve payment to Northern Natural Gas Company of $16,123.68 to settle dispute.The 0):/
Mayor put the question on the motion and the roll being called,the following named
Councilmen voted:Ayes:Bailey,Clark and Scott.Nayes:Gruber.Abstain:Duray.
Motion carried 3 to 1.
Matters Regarding Annexation Pending Before the City Developnent Board.Paul reported
that the City will file its brief with the Supreme Court before the March 5 filing
deadline.
Building Inspector Contract.Action on the contract was postponed until additional
information is received on when inspections are to be performed and what is to be
inspected.

the proposed improvements to the HickmanWest Industrial Park site.
FY93-94Budget Discussion (setting Date For Hearing).Motion by Councilman Scott and
seconded by Councilman Gruber to set March 1,1993 at 7:00 P.M.at City hall as the
public hearing for the FY93-94budget.Motion carried 5 to O.
Shorty's Steakhouse Class C Liquor License.Motion by Councilman Clark and seconded by
CouncilmanGruber to approve a Class C Liquor License for Shorty's Steakhouse.Motion
carried 5 to O.
Industrial Park Engineering Agreement.Motion by Councilman Duroy and seconded by
Councilman Clark to approve the contract with Veenstra &Kimm,Inc for engineering
services for the 1993 HickmanWest Industrial Park ImprovementProject at a cost not
to exceed $51,250.Motion carried 5 to O.
Standard Specifications.Motion by CouncilmanBailey and seconded by Councilman Gruber
to approve a comprehensive review and update of the City of WaukeeStandard Specifications
by Veenstra &Kimm,Inc.at a cost of $2,700.00.Motion carried 5 to O.
IrnnanTownhouseInspection.Brian was instructed to contact Jim Tucker to negotiate
a fee for inspecting the townhouses as they are constructed.
Public Safety -Gruber.Printed report received from.the Police Department.
Library Report.The Library Board discussed the possiblity of a joint venture with
the school system.No action is to be taken until the school board has a chance to
review the information.
Mayor's Report.The Mayor updated the Council on meetings with potential industrial
developers.The Mayor cancelled the 2/22 breakfast planning meeting due to lack of
agenda items.
Mministrator's Report.Brian reported on H.F.154 attempting to change the method
of voting on annexation matters.
Adjournment.Motion by Councilman Scott and seconded by CouncilmanGruber to adjourn.

Jim Thompsonspoke to the Council regarding the publication of the FY93-94Budget Hearing.
Daniel Klein -Syrvet,Inc.Daniel Klein spoke to the Council about relocating Syrvet,
Inc.in the HickmanWest Industrial Park.
Mike Jadali -Pharmacist.Mike Jadali spoke to the Council regarding the possibility
of opening a pharmacy.The Council advised him to talk with John Schissel regarding
State Funding Options.
