Bike Trail Natural Prairie Restoration.Jeff Tomlinsonof the WaukeeJaycees outlined a proposed Jaycee project to plant wild flowers along the north side of the bike trail beginning at 10th Street and working East.Jeff explained that this would be a project that would be completed over several years.Jeff asked that the City apply for REAPfunds to help pay the costs and that the Jaycees would provide the manpowerand also contribute to the cost.Motion by CouncilmanBailey and seconded by CouncilmanClark to work with the Jaycees to plan the project and to apply for REAPfunding.carrfed 4 to O. Steve Grubb -Wildflower Valley.Ken Puncerelli,of Engineering Design SerVices, presented a proposed Wildflow Valley development located on Boone Drive and University Avenueand answered questions.The proposal was refe=ed to Planning &Zoning. Mark CUrrie -FY93-94Insurance.Mark Currie,of Insurance Associates of Iowa,Inc., reviewed City insurance coverages and answered questions.Movedby CouncilmanGruber and seconded by CouncilmanClark to approve the insurance proposal presented at an annual cost of $34,233.00.The Mayorasked for a roll call vote and the following named Councilmenvoted:Ayes:Bailey,Clark,Duroy and Gruber.Nayes:none recorded.Absent: Scott.Motion carried 4 to O. Bob OCkennan-Midwest Power.Bob explained to the Council Midwest Powers plans for installing aerial tie lines between the main feeder lines on HickmanRoad and University at 142nd Street,Boone Drive and Alice's Road because the installation costs of aerial lines are about 40%of the cost of buried lines;repair and maintenance of aerial lines is mucheasier than buried lines,and streetlights will be easier to install.After discussion,motion by CouncilmanClark and seconded by CouncilmanBailey to allow overhead transmission lines along Alice's Road between University and HickmanRoad.Motion carried 4 to O. DonHenson -Dallas County Mutual Aid Agreement.DonHenson,Fire Chief,prcvided the Council with county mutual aid information for thern to review and act on the next council meeting. Brian Murray -MarY Ann Estates Drainage.Brian Murray,Judy Mu=ay,Joan Kinnetz,Alan Kinnetz and Rick Arnold spoke to the Council concerning the lack of drainage on their properties and the ponding that occurs in the spring and after rains.Brian Redshawwas directed to check storm sewer intake locations.Motion by CouncilmanGruber and seconded by CouncilmanBailey to receive and file the petition from MaryAnn Estates residents. Fire Department Vent saw Purchase.Motion by Councilman Bailey and seconded by Councilman Duroy to authorize the purchase of a vent saw for the fire department at a cost of up to $1,075.00.Motion carried 4 to O. Urbandale Annexation Agreerrent.The Mayor announced that this was the time and place set for the hearing on the proposed annexation agreement between Waukeeand Urbandale as published in the Dallas County Newsand asked for any commentseither for or against the proposal.Gilbert Stanley reported a discrepancy in the legal description that was published.Motion by Councilman Clark and seconded by Councilman Duroy to approve Resolution #248 adopting the annexation agreement between Waukeeand Urbandale.The Mayor put the question on the motion and the roll being called,the following named Councilmenvoted:Ayes:Bailey,Clark,Duroy and Gruber.Nayes:none recorded. ExperiIrental SChool Crossing Signs.Motion by Councilman Duroy and seconded by Councilman Clark to adopt Resolution #249 approving participation in the school crossing sign study being conducted by the Iowa Dept of Transportation at no cost to the City.Motion carried 4 to O. Park Regulations.It was the concensus of the Council that the use of kegs be allowed in Centennial Park.Park Regulations were referred to the Parks Committee for review. Motion carried 4 to O. 1993 Street Project.Councilmen Clark and Duroy reviewed their street survey and provided a list of streets in need of repair to the City Engineer to review and to provide a repair cost estimate.
