Utility -Gruber.CouncilmanGruber reported that at the last meeting:Chuckpresented
the lead testing program;the Committeediscussed bill pro rating and decided no change
would be recommended.
Planning &Zoning -Duroy.Councilman Duroy reported that the Committee discussed:
letter of intent to have the bike path cross the new elementary school property;Hickman
West Industrial Park;Wildflower Valley;no sprinkling system for the new elementary
school;and that Clive is requiring a 16 inch waterline to serve the new school.
Insurance Set Aside FUnd.Referred to Personnel Committee.
Mayor's Report.The next breakfast planning session will be in June.
Administrator's Report.Brian reported on utility bill problems and a proposed use for
the former Golden Grinder that would be contrary to zoning restrictions.

MayorRosenkranzread a proclamation extolling the dedication and hard work performed by
school board membersand declared the week of May 9 -15 as School Board Recognition
Week.

Francis Ferret -Mary Ann Estates Sidewalks.Francis spcke to the Council about the
need for a sidewalk south of Laurel Street between Third and Fourth Streets.Francis
was told that the Council had discussed this already and would be pursuing installation
of sidewalks.

Krause Gentle Corp -Retail Cigarett Permit and SundayBeer Sales.Motion by Councilman
Ouroy and seconded by CouncilmanGruber to approve a retail cigarette permit and Sunday
Beer Sales priviliege for Krause Gentle Corp doing business as Kum &Go.Motion carried

Mary Ann Estates Drainage.Bill Forbes explained three alternative proposals to correct
the ponding problem in Mary Ann Estates.The Oouncil delayed taking action until the
original plat can be reviewed to determine why this problem exists today.
sahu Acres Paving Project.Paul Huscher reviewed the Declaration Of Restrictive
Covenants,Conditions and Restrictions Article I as it relate to the upkeep and
improvementsto the private streets within the develorrnent•.
U.S.Energy Services Agency Agreanent.Representatives are to be invited to attend a
Council meeting.

Organic Technologies Yard Waste Agreatent.The proposed agreement was reviewed and
changes suggested.
Police car Purchase.Motion by Councilman Duory and seconded by Councilman Gruber to
approve the purchase of a 1993 Ford Crown Victoria with the police package,less trade-
in,for $11,564.00 from Quality Ford of WDM with delivery and payment after July 1,
1993.The Mayor put the question upon the motion and the roll being called,the

ESTABLISHAUTHORITYTO PURCHASETOAMOUNTSNOTEXCEEDNG$500.00.
Section 1.Arre:ndrrent.Section 108.10 of the Code of Ordinances of the City of
Waukee,Iowa,is hereby amendedby adding thereto subparagraph J as follows:
J.The fire chief shall have the authority to
purchase items he or she deems necessary for
his or her department not to exceed $500.00 per
purchase for the administration of his or her
office,without prior council approval.
Section 2.Repealer.All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3.severability Clause.If any section,prova.saon or part of this
ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not
affect the validity of the ordinance as a whole or any section,provision,or part
thereof not adjudged invalid or unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its final
passage,approval and publication as provided by law.
