The Monday June 14,1993 Waukee City Council regular meeting was called to order at
7:00 P.M.by Mayor Floyd W.Rosenkranz with Bob Barrett taking minutes.
Roll was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,
Frank Duroy and Curt Scott.Councilman Nick Gruber was absent.
Staff and guests present were:Brian Redshaw,Paul E.Huscher,Jim De Witt,Jr.,Chuck
Christianson,Steve Pierce,John Kursitus,Bill Forbes,Dennis Dolmage,Phil Murphy,
Pat Morris,Marilea Morris,Janet Blazanin,Mike DeAnda,Ken Puncerelli,Bart Weller,
Mark Schmidt,Judy Murray,Brian Murray,Bryan Kammerer,Frank Guerra,Andy Bales,Don
Henson,Ron Rutledge,Virginia Clark,Helen Lockwood,Anna Marie Pullum,Jim Murphy and

Agenda lIdditions.Moved by Councilman Scott and seconded by Councilman Duroy to add
agenda item 8A for the Waukee Jaycees.Motion ca=ied 4 to O.
Open Fbrum:
Judy and Brian Murray spoke to the Council concerning the Mary Ann Estates drainage
problem.The City Engineer was directed to secure elevation readings and to report
back to the Council on June 28.
Jim Murphy of Boy Scout Troop 178 asked the Council for a letter of authorization from
the City to allow the Troop to purchase camping supplies from the State of Iowa
Department of General Services.The Troop was instructed to prepare a list of
equipment needed and to submit the list at the June 28 Council meeting.
Andy Bales of Sahu Acres presented an Application For Voluntary Severance From The City
Of Waukee,Iowa.Moved by Councilman Clark and seconded by Councilman Duray to approve
Resolution No.262 to receive and file the application and to canvas the application
signers.The Mayor put the question upon the adoption of the resolution,and the roll
being called,the following Councilmen voted:Ayes:Bailey,Clark and Scott.Nayes:
Duray.Absent:Gruber.Motion carried 3 to 1.
Anna Marie Pullum expressed her concerns with the budget billing program and asked that
it be reviewed.City staff was directed to review the program and report back to the
Council on June 28.
Treasurer's Report.Motion by Councilman Scott and·seconded by Councilman Bailey to
approve the Treasurer's Report.Motion carried 4 to O.

Waukee Jaycees Street Dance Beer Pennit.Motion by Councilman Duray and seconded by
Councilman Clark to approve a Class B Permit for the Waukee Jaycees for their Street
Dance on July 17,1993.Motion carried 4 to O.
Open Bids On Fire Truck.Brian Redshaw and Mark Schmidt opened the bids received for a
new pumper fire truck.The bids received were:_

Gas Dept Torpedo Purchase.Motion by CouncilmanScott and seconded by CouncilmanDuroy
to aprove purchase of the VeI111eerSales &Services bid on the 3"Hamrrerheadfor
$4,407.00.The Mayorput the question upon the motion,and the roll being called,the
following Councilrren voted:Ayes:Bailey,Clark,Duroy and Scott.Nayes:none

Wildflower Valley Re-Zoning.Motion by Councilman Clark and seconded by Councilman
Duroy to refer this rezoning request to Planning &Zoning.Motion carried 4 to O.
Library Board Appointments.Motion by Councilman Bailey and seconded by Councilman
Duroy to appoint Helen Lockwood,Dennis Dolmageand Lois Doer to the WaukeePublic
Library Board of Trustees.Motion carried 4 to O.

cigarette permits for the above listed four establishments.Motion ca=ied 4 to O.

by CouncilmanClark to approve a Class C Beer Permit for Casey's General Store.Motion
carried 4 to O.
Large Volurre Water CUstCllErS.After much discussion at the Utility Committee,their
recommendationto the Council is to make no water rate changes at this time.

Southfork CCmnittee -SCott.Nothing to report.
Utilities Report -Gruber.Motion by Duroy and seconded by CouncilmanClark to forgive
the utility bill from 4/19/93 to 5/3/93 for WaukeeElectronics of $28.11 for zero
usage.The Mayor put the question upon the motion,and the roll being called,the
following Councilmen voted:Ayes:Bailey,Clark,Duroy and Scott.Nayes:None.

Planning and Zoning -Duray.Nothing to report.
Mayor's Report.The Mayorasked that TIF District expansion be on the June 28 agenda.
Administrator's Report.A request has been received to close Northview Drive from 1st
to 2nd Streets on Saturday,July lOth from 4 to 10 P.M.to facilitate a block party.
Motion by Councilman Scott and seconded by CouncilmanClark to approve the request.

The Saturday June 19,1993 WaukeeCity Council Special meeting was called to order at
8:10 A.M.by Mayor Floyd W.Rosenkranzwith Bob Barrett taking minutes.
Roll was taken and the following Councilmenwere present:DonBailey,Jr.,Ray Clark,
Frank Duroy and Nick Gruber.CouncilmanCurt Scott was absent.
Staff and guests present were:Brian Redshaw,Steve Pierce,Bill Forbes,John Kursitus,
Dennis Dolmage,Junior Swallow,Henry Hyda,Dave White,Lonnie Waknitz,Sue Borchers,
RonMa=,Marilyn Rutz,Helen Lockwoodand Dennis Hanes.
The Mayor explained that this is a planning session for resident input and it is an
open agenda and as such the Council may not take final action on any item.
Sports CrnIplex.Discussion about the possible trade of City ownedproperty south of
4th Street for another parcel of land and the possible use of it for softball fields.
The Council was also Lnformedof early stage discussions of the possible lease of land
outside the City lL~ts for a sports complex of soccer fields and ball fields.These
talks are progressing.
Methodist Church Purchase.The Council was Lnformed the Church is for sale but no
price has been set.Discussion about possible uses for the building and land if
acquired by the City included library,canmunity room,city hall,fire station
expansion.Remodelingand necessary improvementswere discussed.
