1993 Street Project.Motion by CouncilmanClark and seconded by CouncilmanDuray to
approve Resolution No.264 entering into an agreement with Veenstra &Kimm,Inc.for
engineering services for the 1993 Street Program project for a lump sum fee of $16,500.
The Mayor put the question upon the rrotion and the roll being called,the following

Alley Maintenance Policy.Motion by Council man Duroy and seconded by CouncilmanClark
to maintain alleys in a serviceable condition and that alleys are last priority for snow
removal.Motion carried 4 to O.
Public Safety-Gruber.Councilllan Gruber asked frxr a status report on the storm sirens
grant request by the next Council meeting and that Brian check on the mosquito spraying
program.
Library Report-Bailey.Printed report received.
Mayor's Report.July meetings will be at 7 p.m.on the 13th and 26th;appointed Ray and
Nick to Water Study Committee;requested ordinance change to require sumppumpdischarge
into storm sewers;and the Personnel Corrmittee met with Harry and agreed that his
replacement should be on staff 01-01-94.
1\dministrator's Report.Motion by CouncilmanDuroy and seconded by CouncilmanClark to
send Brian to the Northern Natural Gas Company1993 CUstomerManagementConference
August 9,10,and 11 at Okoboji.Motion ca=ied.
Brian will be checking on the ISU Time Study;the Organic Technologies agreement;and
mandatory curbside trash pickup.

Open Fbrum.TomTovrea spoke to the Council concerning the surface water drainage
problem at 420 S.School Street.The water p=blem at Jon Olson's was discussed and
believed to be a severed field tile line.Motion by CouncilmanGruber and seconded
by CouncilmanClark to correct the drainage prob.Lern along the south side of South

The City Engineer was instructed to also check the drainage problem at 5th &Cherry.

Dedication Of Industrial Park Streets.Motion by Councilman Bailey and seconded by
Councilman Gruber to approve Resolution No.265 accepting dedication of Laurel
Street in Plat 1 and Walnut Street in Plat 2 of Hickman West Industrial Park.

Industrial Park Easements.Motion by Councilman Duroy and seconded by Councilman
Clark to approve temporary easements for utility and street construction at the
Hickman West Industrial Park.Motion carried 5 to O.
T.I.F.District Extensions.Addd!tia>mlinformation will be sought.
D.O.T.Rise Agreement.Motion by Councilman Clark and seconded by Councilman Scott
to approve entering into an lDOT agreement for RISE funding for Alice's Road within
the Hickman West Industrial Park.Motion carried 5 to O.
Matters Regarding Annexation Pending Before The City Developrent Board.Motion by
Councilman Scott and seconded by Councilman Clark to appoint Brian Redshaw to
canvass the signers of the petition for deannexation.Motion carried 5 to O.
Status Of Water EhErgency.Brian reported that the reactivated well is meeting the
water needs of the City and that car washing and lawn watering are being permitted
as long as we are able to maintain an "dequate water level in the tower.
Wind£ield Drainage.Motion by Councilman Scott and seconded by Councilman Bailey to

notify Regency Builders to close the openings in the berm along Warrior Lane by .July
26th or the City will do the work and bill Regency.Motion ca=ied 5 to O.
Motion by Cbuncilman Gruber and seconded by Cbuncilman Scott to direct the Engineer
to develope language to add to Restrictive Cbvenants regulating surface water
drainage grade changes and written assurance that plats will drain properly.Motion
carried 5 to O.
Rural Water O:mnittee.Brian reported that the early returns of the survey indicate
minirral desire to annex to the City at this time and therefore minimal desire for
City provided water.
Parks O:mnittee -Clark.Cbuncilman Clark corrmented on the excellent fireworks
display.The next Parks Corrmittee meeting is scheduled for July 27th.
Southfork O:mnittee -Scott.No report.
Utilities RePJrt -Gruber.No report.
First Resp:>nders Training.Motion by Councilman Scott and seconded by Councilman
Duroy to allow the Responders to upgrade their training to EMT-A.Motion ca=ied
5 to O.
Planning &Zoning -Duroy.No report.
Noise ClJ:dinance.Councilman Duroy feels that a noise control ordinance should be
considered.Ordinances from Perry and Urbandale will be gotten for review.
Mayor's RePJrt.The Mayor reminded staff to check to make sure that Alice's Road
residents water useage is deducted from the City's monthly bill.
Administrator's RePJrt.Brian reviewed the Metro Planning Organization FY1994-1998
Transportation Improvement Program street map that had been submitted and he also
distributed the FY93-94 salary list.

The July 26,1993 Waukee City Council regular meeting was called to order at 7:04 P.M.by
Mayor Floyd W.Rosenkranz with Bob Ba=ett taking minutes.
Roll was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,Frank
Duroy,Nick Gruber and Curt Scott.
Staf and guests present were:Brian Redshaw,Chuck Christianson,Bill Forbes,Steve Pierce,

Agenda lldditions.Letter to FEMA notifing them of our intent to file a flood loss claim

A)Waukee Business Association -Carnival Location.Larry Crannell spoke to the Council
about the Waukee Business Association's Fall Festival to be held the weekend of October 1-3
and asked that the streets around the triangle be closed to accommodate the carnival rides.
Motion by Councilman Clark and seconded by Councilman Duroy to close Ashworth Drive between
5th and 6th Streets on October 1 &2 and to close Walnut Street between 5th and 6th Streets
on October 2.Motion cerr-ied 5 to O.
