Rural Water O:mnittee.Brian reported that the early returns of the survey indicate
minirral desire to annex to the City at this time and therefore minimal desire for
City provided water.
Parks O:mnittee -Clark.Cbuncilman Clark corrmented on the excellent fireworks
display.The next Parks Corrmittee meeting is scheduled for July 27th.

Utilities RePJrt -Gruber.No report.
First Resp:>nders Training.Motion by Councilman Scott and seconded by Councilman
Duroy to allow the Responders to upgrade their training to EMT-A.Motion ca=ied

Planning &Zoning -Duroy.No report.
Noise ClJ:dinance.Councilman Duroy feels that a noise control ordinance should be
considered.Ordinances from Perry and Urbandale will be gotten for review.
Mayor's RePJrt.The Mayor reminded staff to check to make sure that Alice's Road
residents water useage is deducted from the City's monthly bill.
Administrator's RePJrt.Brian reviewed the Metro Planning Organization FY1994-1998
Transportation Improvement Program street map that had been submitted and he also
distributed the FY93-94 salary list.

The July 26,1993 Waukee City Council regular meeting was called to order at 7:04 P.M.by
Mayor Floyd W.Rosenkranz with Bob Ba=ett taking minutes.
Roll was taken and the following Councilmen were present:Don Bailey,Jr.,Ray Clark,Frank
Duroy,Nick Gruber and Curt Scott.
Staf and guests present were:Brian Redshaw,Chuck Christianson,Bill Forbes,Steve Pierce,
John Kursitus,A.Leo Pelds,Joe Brick,Tom Hargens,Don White,Dennis Hanes,Don Henson,
Oscar Stokka,Larry Crannell,Eric Sheldahl,Paul E.Huscher,Wally Pelds and Joanna Werch.
Approval of 6/28 Minutes.Motion by Councilman Bailey and seconded by Councilman Duroy to
approve the June 28 Council meeting minutes as presented.Motion ca=ied 5 to O.
Agenda lldditions.Letter to FEMA notifing them of our intent to file a flood loss claim
(20A)and matters concerning the current water system (20B).Motion carried 5 to O.

A)Waukee Business Association -Carnival Location.Larry Crannell spoke to the Council
about the Waukee Business Association's Fall Festival to be held the weekend of October 1-3
and asked that the streets around the triangle be closed to accommodate the carnival rides.
Motion by Councilman Clark and seconded by Councilman Duroy to close Ashworth Drive between
5th and 6th Streets on October 1 &2 and to close Walnut Street between 5th and 6th Streets
on October 2.Motion cerr-ied 5 to O.

Concession Stand Fees.Tom Hargens asked the Council to reduce the building permit fee for
the concession stand at the high school.Motion by Councilman Duroy and seconded by Councilman
Clark to refund the entire $252.00 building permit fee for the concession stand.Motion
carried 5 to O.

Sheldahl Re-Zoning Petition (R3).Motion by Councilman Duray and seconded by Councilman
Gruber to set August 16,1993 at 7:00 P.M.at City Hall as the time and place for the public
hearing to consider the request to rezone Candleridge Park Lot 2 from R2 to conditional R3
to accamodate Candleridge Apartments of Waukee II,a 23 unit low income Senior Citizen
ccmp.Lexwith Community Center.The Mayor put the question upon the motion and the roll being
called,the following named Councilmen voted:Ayes:Bailey,Clark,Duroy,Gruber and Scott.
Nayes:none recorded.Motion cerr-ied 5 to O.
Hu=icane Tie-downs.Hold until August 16 meeting.
Mary Arm Estates Engineer Agrearent.Motion by Councilman Bailey and seoonded by Councilman
Clark to enter into an agreement with Veenstra &Kimm,Inc for engineering services for the
Mary Ann Estates Drainage Improvements project for a lump sum fee of $6,500.00.Motion
ca=ied 5 to O.
South School Street Drainage.Motion by Councilman Duray to bill the property owner for
time and material to correct drainage problem at 5th and Cherry.Motion died for lack of
second.
Motion by Councilman Scott and seconded by Councilman Gruber to approve improvements along
the south side of South School Street as recanmended by the City Engineers with the work to
be done by City workers.Motion carried 5 to O.
Wells Within The City Limits.Private wells are allowed within the City limits and the City
needs to strengthen regulations on metering these wells to enable billing for sewer charges;
clarify that these wells are for on-site purpcses only;and emphasize that cross connection
to the City water system is not permitted.
Laurel Street Extension.Mike Meyer and Lemar Koethe are working on an agreement to ccmpl.et.e
Laurel to Wa=ior Lane.
Board Of Adjustment Apfx:lintment.TomDemandwill be leaving the Board of Adjustment as of
August 15.A replacement will need to be named.
5ahu Acres Discussion.The Mayor appointed Councilmen Duroy and Gruber to meet with the
residents of Sahu Acres to work together to resolve problems.
rFireSirenSystem.The Council was given and updated cost estimate for a City wid fire/'
storm siren system and the status of our grant application -.
Rural Water Service.Twenty-one of sixty-six water surveys have been returned with only 5
indicating a desire for City water service.
Motion by Councilman Clark to release the area south of the City limits in order that t he
residents could be served by Xeniz Rural Water.Motion died for lack of second.
Motion by Councilman Duroy and seconded by Councilman Clark to release the area south of a
line running from the City limits on 312th Place east to V Avenue,south on V Avenue to a
point one-half mile north of 320th Street (Ashworth Road)and then east to Waco Place.The
Mayor put the question upon the motion and the roll being called the following named

treatment facility and the ability to blend with Des Moines Water Works water.

Developnent Board meeting was cancelled due to the flooding and has not been rescheduled.
