The August 2,1993 WaukeeCity Council regular meeting was called to order at 7:03 P.M.by
MayorPro-TernDonald L.Bailey,Jr.with Bob.Ba=ett taking minutes.
Roll was taken and the following Councilmenwere present:DonBailey,Jr.,Ray Clark,Frank
Duray,Nick Gruber and Curt Scott.MayorFloyd W.Rosenkranzwas absent.
Staff and guests present were:Brian Redshaw,Jim Ash,Dennis Hanes,DonHenson,Bill Forbes,
John Kursitus,Ben Phillips,Fritz Sheldon,Denise Yori,A.Leo Pelds and Joanna Werch.
Approval of 7/13 and 7/26 Minutes.Minutes were not available.
AgendaMditions.Noise Ordinance (12A).Motion carried 5 to 0.
Open Fbrum.
Denise Yori spoke to the Council about her water bill.The meter had been reread and
checked for accuracy and was found to be within tolerance.Denise stated that the water
faucets had been left open when she left horneand when she returned the tub had overflowed
but for the length of time she was gone and by the amountof damagedone there was no
possible way that she could have used the amount of water that she was charged for.Motion
by CouncilmanGruber and seconded by CouncilmanDuray to adjUst Denise's water bill to her
6 month sumner average and to change out her water meter.Motion carried 5 to 0.
Fritz Sheldon commendedthe City for the swift action in returning water service to the
City and expressed his desire that the City return to DMWater as soon as possible.
Guests:
Dennis Hanes -Fire Station Fund.Fire Chief Dennis Hanes spoke to the Council concerning
the need to replace the chasis of the First Responder Unit.Dennis questioned whether the
matching funds that the City has set aside in the past few years could be used for the
chasis replacement.Legal Counsel will research the availability of these funds.
Bill Presentation.There was no bill presentation.
Trailer Park Mdition.Motion by CouncilmanDuray and seconded by CouncilmanClark to
approve the trailer park addition site plan subject to:receipt of IDNRletter on lagoon and
pumpingstation capacity;location of storm water detention basin swale;and a letter from
the park owners confirming their committrnentto connect to the waterline within 6 months
after the waterline is installed along HickmanRoad.The Mayorput the question upon the
motion and the roll being called,the following namedCouncilmenvoted:Ayes:Bailey,Duray
and Scott.Nayes:Clark and Gruber.Motion carrtied 3 to 2.
Pay Estimate 00.1 Eco-Tech.Motion by CouncilmanDuray and seconded by CouncilmanClark
to approve partial payment estimate No.1 for work corrpleted from July 7,1993 to July 28,
1993 on the 1993 HickmanWest Industrial Park Irrprovementsby Eco Tech Contractors,Inc.,
in the amount of $49,088.40.The Mayorput the question upon the motion and the roll being
called,the following namedCouncilmenvoted:Ayes:Bailey,Clark,Duroy,Gruber and Scott.
Nayes:none recorded.Motion carried 5 to 0.'
Fire Siren System.Motion by CouncilmanScott and seconded by CouncilmanGruber to
an application for funding for a new fire/storm siren systernwith Diaster Services.
carried 5 to 0.
sauthfork IrrproVEllEIltS.The Southfork HomeownersAssociation has received a bid for
enlarging the turning radius at University and Walnut Ridge.This is included in the 1993
Street Programalready approved by the Council.
The Association also received a bid to install a guard rail on the east side of the road
across the dam.Brian was instructed to corrpare materials and costs with what the City
installs.

Administrator's Report.Motion by CouncilmanDuray and seconded by CouncilmanGruber to
allow 4th Street south of Gray Avenueto be closed from 5 P.M.to 11 P.M.on August 21st to
accommodatea block party.Motion ca=ied 5 to 0.
