Roll was taken and the following Council members were present:Don Bailey,Jr., Frank Duroy,Nick Gruber,Monica Lihs and Terry Strain. Approval Of 12/20,12/29 And 01/03/94 Meeting Minutes.Motion by Councilman Gruber, seconded by Councilman Duroy,to approve the 12/20 and 12/29 Council meeting minutes as presented and corrections to FY93-94 Budget ArrendrrentHearing,Official Publication and Mayor-elect Letter sections as noted.The Mayor put the question on the motion and the roll being called,the following named Council members voted: Ayes:Bailey,Duroy,Gruber,Lihs and Strain.Nays:None.Motion carried 5 to O. Open Forum.Nothing. Guest: Dennis Hanes -Fire Chief.Fire Chief Hanes presented the bid for 2 Motorola hand-held radios from Electronic Engineering Co.and recommended Council approval of the purchase.Motion by Councilman Strain,seconded by Councilman Bailey,to purchase the radios per the bid submitted and directed Fire Chief Hanes to work out payment details.TIle Mayor put the question upon the motion and the roll being called,the following named Council members voted:Ayes:Bailey,Duroy,Gruber, Lihs and Strain.Nays:None.Motion carried 5 to O. Fire Chief Hanes presented a letter to the Council expressing the belief of the Fire Department that due to storage and maintenance concerns,it would be best to sell the 1971 Ford pumper when the new fire truck arrives and he reviewed possible uses for the money from the sale of the truck.After discussion,motion by Councilman Gruber,seconded by Councilman Bailey,to sell the 1971 Ford pumper at a minimum of $15,000 and to stipulate the 1971 Ford pumper would not be available until delivery of the new truck.The Mayor put the question on the motion and the roll being called,the following named Council members voted:Ayes:Bailey,Duray, Gruber,Lihs and Strain.Nays:None.Motion carried 5 to O. Fire Chief Hanes reported to the Council that members of the Fire Department were opposed to billing for fire and rescue calls and called for dropping discussion of the idea.Discussion of the request followed. Fire Chief Hanes asked that restrictions be put on developers when flushing water lines,that hydrant meters be installed and the developer charged for water usage. This was referred to the Utility Committee. Sahu Acres Road Project.Discussion about present status of court actions and limitations this places on improvements to the roads Councilmen Gruber and Duroy were asked to continue serving on the Sahu Committee and they accepted. Maintenance Deparbnent Canputer.Motion by Councilman Duroy,seconded by Councilman Bailey,to approve recommendation of John Wesselmann and to purchase a MacQuadra computer from Beacon MicroCenter for the bid price of $2831.00.The Mayor put the question on the motion and the roll being called,the follOWing named Council members voted:Ayes:Bailey,Duroy,Gruber,Lihs and Strain.Nays:None.Motion carried 5 to O. Water Presure Problems.John estimated that it would cost $12,500.00 for pressure actuated pump and panel.He will meet with Downey Printing. City Attorney's Hourly Rate.Paul reported that his hourly rate was $125.00;that City ordinance states what the retainer covers;that Rick's hourly rate is $100.00 per hour and charges only for court time;that both Paul and Rick do much more work for Waukee that they don't bill for. February Meeting SChedule.The meetings will stay the first and third Mondays. sesquicentennial Representative.A notice will be put in the next newsletter asking for volunteers to serve on this committee. Quasquicentennial celebration.Chet will contact the Businessmen's Association for volunteers. Hickman Road Trunk sewer.Until the annexation dispute is settled,no action on extending the sewer will be taken. Street Light Proposals.Proposals for street lights along 6th Street at intersections with Northview,Bel-aire and Waukee will be included in the FY94-95 budget. ror Engineering Agreement.The agreement proposed by DCT will be reviewed by the City Council and City Engineers and Brian will contact DOT to determine time frame for reaching agreement. Load Limits On Alice's Road.Discussion only,no action taken. Alices's Road Right-Of-Way.Paul Hawbaker is asking $8000.00 per acre for the 0.8 acres the City needs for Alice's Road.The Council will consider until the February 7th meeting. Roll was taken and the following Council members were present:Don Bailey,Jr., Frank Duray,Nick Gruber,Monica Lihs and Terry Strain. Staff and guests in attendance:Brian Redshaw,Dennis Hanes,Don Henson,Jim Thompson,Charles Chedester,Becci McGowen,Marilea Morris,Pat Morris,Nadine Phillips,Jeff Johnson and Joanna Werch. CUrrent Balance Of cash On Hand.Bob reported that as of close of business on 01/28,the balance in the City's checking accounts was $100,352.47 and liquid investments were $45,543.38 -totaling $145,895.85 cash available. Bill Presentation And Status Of Accounts Payable.Outstanding bills totaling $183,757.65 was presented to the Council.Extensive discussion followed attempting to identify causes of the cash shortfall and the resulting delinquent bills. Motion by Councilman Duroy,seconded by Councilman Gruber,to set a special Council meeting for February 2,1994 at 7:30pm at City Hall.The Mayor put the question on the motion and the roll being called,the following named Council members voted: Ayes:Bailey,Duroy,Gruber,Lihs and Strain.Nays:None.Motion carried 5 to O. Motion by Councilman Duroy,seconded by Councilman Gruber,to have staff formulate a plan to correct payment of past due and current bills and to prepare a flow chart of future receipts and disbursements.The Mayor put the question upon the motion and the roll being called,the following named Council members voted:Ayes:Bailey, Duray,Gruber,Lihs and Strain.Nays:None.Motion carried 5 to O. Mayor's Report.Chet asked about medical coverage for Bob Herrick and John Wesselmann;payment of semi-monthly payroll and withholding taxes;sales tax;and asked for authorization to check purchasing procedures with Department heads.Chet was told that medical coverage for both employees had been purchased and that funds in the checking account were sufficient to meet payroll,payroll taxes,and sales taxes due on 01/31.
