started on the Mary Ann Estates Drainage Project.The WaukeeBooster's Club
asked for Council consideration of allowing a sewage holding tank at the new
concession stand and permitting the pumping of the tank and dumping into the
City's lagoon.The concensus of the Council and the Public Works Supervisor is
to not allow the dumping of sewage from a holding tank into the lagoon system.

Public Hearing On FY94-95Budget.The public hearing on the proposed FY94-95budget
was held as published in the Dallas County Newson March 10th.No written comments
were received at City Hall and no oral objections were heard at the Public Hearing.
Movedby Councilman Duroy,seconded by CouncilwomanLihs,to approve Resolution #298
~f\.~adopting the FY94-95budget of $2,894,568 with an estimated total tax levy rate of
0'$11.84410 per $1,000 valuation on regular property and an estimated tax levy rate of
$3.00375 per $1,000 valuation on agricultural land.Estimated expenditures by fund:

A lengthy discussion of the propsoed rezoning of the property east of Ashworth Road
between University Avenue and the railroad tracks to allow multi-family residential
and communitycommerical development was held.Concerns expressed and discussed

included:sanit<rry sewer service for the area:traffic flows:public safety
facility;park area:tax revenues to be generated:adequate street capacity;alcohol
sales to minors;joint school/city complex;affect on school enrollment:costs to the
City for Water and Sewer extensions:whether any more apartments were needed inWaukee:and fire protection.
MayorChedester conducted straw polls to gauge the wishes of the audience:
On the question of allowing the multi-family residential rezoning request:
22 in favor
21 in opposition
On the question of allowing the communitycommerical district rezoning request:
31 in favor
16 in Opposition
MayorChedester left the meeting at 10:00 A.M.

Mark CUrrie FY94-95Insurance.Mark Currie,of Insurance Associates of Iowa,reviewed
hius FY94-95insurance recomnendations and answered questions.
TomBredeweg,Executive Director of League of Iowa Municipalities and director of Iowa
CommunitiesAssurance Pool,spoke to the Council about the history and formation of
Iowa CommunitiesAssurance Pool and its commitmentto prOVidingproper insurance
coverage to Iowa Cities at reasonable rates.
Rebecca Clark,Managerof Iowa Municipalities Workers'CompensationAssociation,spoke
to the Council about premiumcalculations,claims record,coverage and benefits and
committmentto providing a quality product to cities._

package from ICAPas presented at a cost of $36,381.The Mayorput the question on

The Mayorasked that the next insurance proposal be brought before the Council much
earlier and he would like a copy of Waukee's Insurance claim history.
WayneErdman -Xenia Request.This item was placed on the agenda in error--it should
not have been added until the April 4th Council meeting.The Utility Committeewould
prefer a written agreement with the property owner;the Committeereccmnendsthe City
review it's rate policy for water users outside City Limits:the Committeediscussed a
service agreement that would cover everything,mechanical aspects also:the Committee
did not want any cost of providing service to this property to be absorbed by the
