The February 6,1995 Waukee City Council meeting was called to order at 7:00pm by Mayor
Chet Chedester with Toni Lestina taking minutes.IEveryoneinattendancerecitedthePledgeofAllegiance.
A roll call vote was taken and the following City Council Members were present:Don
Bailey,Jr.,Frank Duroy,Nick Gruber,Monica Lihs and Terry Strain.
Open Forum.None.
Agenda Additions.Kurt Rueckel,City Administrator/Clerk,asked that agenda Lt.em #7 -
Country Club Woods Plat 4 and agenda item #17 -Change Of Pay Periods be deleted.Mayor
Chedester requested agenda item #7 -Country Club Woods Plat 4 be left on for general
discussion.The Mayor asked for voice vote.Motion carried 5 to 0.

Country Club Woods Plat 4.The Mayor spoke to the citizens explaining the current
situtation with Country Club Woods Plat 4.There have been several meetings with John
Kursitis,Gene Stanbrough,Jerry Oliver,Kurt Rueckel and Steve Grubb trying to come to
an agreement on paving Boone Drive.

Downing TIF.Mr.Downing presented a draft of the Urban Renewal Plan and explained
that Mr.Simmering,Simmering &Cory,will be present at the February 20,1995 City
Council meeting to answer any questions the Council might have.
Motion by Councilwoman Lihs,seconded by Councilman Duroy,to accept the Urban Renewal
Plan.The Mayor asked for a roll call vote:Ayes:Lihs,Duroy,Strain,Bailey and

to issue permanent financing for the outstanding $725,000 warrants for Hickman West
Industrial Park.The Mayor asked for a roll call vote:Ayes:Lihs,Duroy,Bailey,
Strain and Gruber.Nays:None.Motion carried 5 to 0.
Hicbnan Road Trunk Sewer.A number of developments are expected to take place this
summer that will necessitate the extension of the Hickman Road Trunk Sewer.This will
be a special assessment project.Veenstra &Kimm,Inc.has proposed engineering fees of
$15,400 for Phase I (Contract I)which will extend the sewer from Warrior Lane to the
Westgate Plat.Phase II (Contract II)will further extend the sewer to a point East of
Alice's Road including a pumping station,with engineering fees of $30,500.The
expected completion date (including construction)for Phase I is September 11,1995,and
Phase II December 4,1995.
Motion by Councilman Gruber,seconded by Councilman Duroy,to give Veenstra &Kimm,
Inc.,permission to proceed with Phase I and Phase II.The Mayor asked for a roll call

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 204.11 of Chapter 204,Waukee Municipal Code,Regulation of the
Sanitary Sewer District,is amended by adding thereto the following:
Provided,however,this section shall not apply to
playgrounds or parks,and buildings thereon which are not
regularly inhabited,and which are remote and not
serviceable by gravity flow sewer,which may be served
by septic tank,holding tank,or other sewage disposal
facili"ty approved by the Council,1
so that the section shall read.
Section 204.11.Mandatory Connections.The owners of all residences and
business establishments intended or used for human habitation,occupancy or use that are
within the sewer district created by this ordinance and whose premises now or hereafter
are directly or indirectly serviced by the public sewer system,shall and must connect
their sewage facilities to the public sewer system within and not later than twelve (12)
months subsequent to the date that the City has approved and accepted said public sewer
system which directly or indirectly serves the said premises and all of such owners
shall within the aforedescribed time install sanitary toilet facilities if such
establishments are not presently so served.Provided,however,this section shall not
apply to playgrounds or parks,and buildings thereon which are not regularly inhabited,
and which are remote and not serviceable by gravity flow sewer,which may be served by
septic tank,holding tank,or other sewage disposal facility approved by the Council.
Section 2.Repealer.All ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 3.Severabilitv Clause.If any section,prOV1Slon or part of this
ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not

Fire Department Building Committee.Hotion by Councilman Bailey,seconded by
Councilman Gruber,to allow Clint Robinson,Mark Schmidt and Don Henson to fly on a
private plane to Homince,Illinois to look at a new building for the Fire/First
Responders a cost not to exceed $500.00,to be taken from the Fire Department's Building
Fund.With the understanding that they would not be covered by City insurance.The
Mayor asked for a roll call vote:Ayes:Bailey,Gruber,Strain and Duroy.Nays:Lihs.
Motion carried 4 to 1.
Dog/Cat License Fees.Kurt Rueckel briefly discussed a proposed fee of five dollars
($5.00)for a non neutered/spayed or two dollars and fifty cents ($2.50)for a
spayed/neutered pet to help recover the City's cost.
Hotion by Councilwoman Lihs,seconded by Councilman Strain,to accept the proposed
dog/cat license fees and to have the license period correspond with the budget year.

Whereupon,the Mayor declared Ordinance No.2198 duly adopted and
Incentive Pay Increases.Last year the City Council authorized tncent.i.vepay increase
for employees.Evaluations were to be conducted and employees were to be given raises
of up to 1.5%of the average salary in their group.City Hall staff had a evaluation
back in June of last year,however,it was not based on a point system.In addition,
Kurt Rueckel,City Clerk,does not feel comfortable evaluating the staff now.It would
not be fair to not give them anything,so he has recommended that they receive 1.25%.
Incentive pay increase are as follows:City Hall -$247.11 each employee;Police
Department -$1,092 total;Public Works -$1,148 total,and the Public Works Director
and Police Chief 1.25%of their average salary.
Motion by Councilwoman Lihs,seconded by Councilman Duroy,to approve incentive pay
increases as submitted.The employees will receive their incentive pay on February
15th.The Mayor asked for a roll call vote.Ayes.Lihs,Duroy,Strain,Bailey and
Gruber.Nays:None.Motion carried 5 to 0.
Mayor's Report.The Mayor received a letter from RAGBRI regarding the letters the
City sent and request the City's to have Waukee as a stay over for the 1996 RAGBRI.
RAGBRI will be in Waukee sometime during the week of February 6th thru 10th to look
things over.
The Board of Supervisor have sent letters to the people in Waukee that are islands
regarding the island si tutat.ion.
Parks Conunittee Report.On January 24,1995 the Parks Committee met and recommended
to keep the park shelter rate for residents at $15.00 with a $15.00 deposit and charge
$100.00 with a $25.00 deposit for non-residents.
The Parks Committee also recommended to only allow Waukee residents to reserve shelters
January -March.After April anyone can reserve a shelter,but non-residents cannot
reserve t.he she Lt.er more than 30 days in advance.Also local non-profit groups would
not be charged a fee.
Motion by Councilman Duroy,seconded by Councilwoman Lihs,to accept shelter proposal as
recommended by Parks Committee.The Mayor asked for a roll call vote.Ayes.Duroy,
Lihs,Gruber,Strain and Bailey.Nays.None.Motion carried 5 to 0.
Planning and Zoning Conunission.Councilman Duroy handed out a written report.Motion
by Councilman Duroy,seconded by Councilwoman Lihs,to accept the Planning &Zoning
Commission report..The Mayor asked for a voice vote.Motion carried 5 t.O 0.
Library Report -Bailey.Councilman Bailey updated the Council on the activities of
the Library.
City Attorney's Report.Paul Huscher,City Attorney,updated the Council and Citizens
on matters regarding the Clive/Waukee annexation situation.A Board of Developer's
hearing has been scheduled on February 15,1995.
City Administrator's Report.Kurt Rueckel,City Administrator,gave a brief overview
of the preliminary budget.The next budget meeting is scheduled for February 8,1995 at
4.30pm.

Motion by Councilwoman Lihs,seconded by Councilman Bailey,to accept the preliminary
budget as presented.The Mayor asked for a voice vote.Motion carried 5 to 0.
Mr.Rueckel spoke to the Council regarding the newsletter changes.He also stated that
they would continue to do the newsletters on a monthly basis,as a trial basis.The
Council would like to have some volunteers from the Community for the folding,stapling
and labeling of the newsletter.
Public Worlcs Report.John Wesselmann,Public Works Director,updated the Council on
the happenings in the Public Works Department.John handed out a written report as
well.
John has asked the Council for approval to purchase the following items:
