\Chedester with Toni Lestina taking minutes.
Pledge of Allegiance.Everyone in attendance recited the Pledge of Allegiance.
A roll call vote was taken and the following City Council members were present:Don
Bailey,Jr.,Nick Gruber,Monica Lihs and Terry Strain.Absent:Frank Duroy.
The following people attended the meeting:John Wesselmann,Kurt Rueckel,Robert
Barrett,Toni Lestina,Joh Kursitis,Ben Phillips,Jan Blazanin,Mike DeAnda,Helene
Bergren,Mary White,Becci McGowen,Ray Clark,Dave Kalsem,Barb Kalsem,Jim Phillips,
Mark Schmidt,Tom Wilkerson,Jim Thompson and Don Henson.
Open Forum.
Jan Blazanin and Mike DeAnda -600 Little Walnut Creek Drive.Ms.Blazanin read a
statement she and Mike had prepared for the Council regarding two (2)issues:#1)using
the names of Native American Trides to identify the streets in Windfield II and Sunrise
Meadows;#2)The remarks made by member of the Council at the March 20th meeting about
Mike DeAnda and Jan Blazanin.This statement is on file.
After reading the letter,Mr.DeAnda and Ms.Blazanin addressed the City Council.
Councilman Strain expressed his strong concern that their letter referred to the Council
and he was not there.Councilman Bailey expressed the point that he thought the names
would be changed.There was then much discussion about the need to be sensitive about
the viewpoints of others and the issue of royalities of using street names.The City
Administrator was asked to notify them when Windfield II or Downings Development final
plats are brought back to the Council.
Tom Wilkerson -110 Windfield Parkway.Mr.Wilkerson ask the Council when the greenbelt
to the west of his property will be graded and seeded.There is still alot of work to
be done.Councilman Gruber stated he will be speaking on this subject later in the
meeting.
Agenda Additions.Item #8 -Final Plat Koethe Addition will be deleted;Add item
#9 -Fire Department By-laws.The Mayor asked for a voice vote.Motion carried 4 to 0.
Consent Agenda.Motion by Councilman Strain,seconded by Councilwoman Lihs,to
approve the Salary and Bill Presentation.The Mayor ask for a roll call vote:Ayes:
Strain,Lihs,Gruber and Bailey.Nays:None.Motion carried 4 to 0.

Minutes of 4/17/95 City Council Meeting.Motion by Councilman Bailey,seconded by
Councilman Strain,to approve the 4/17/95 City Council minutes with the following
corrections:
#1)Delete the first sentence of Open Burning Ordinance;#2)put the corrected
Burning Ordinance in minutes.

Central Hawkeye Show -Mr.and Mrs.Dave Kalsem.Dave and Barb Kalsem spoke to the
Council regarding the National &Worldwide 6th Annual "Red Power Round Up"show and
convention on July 21,22,and 23,1995.The Kalsems would like the City to be prepared
for the possibility of a overflow of people in the Community during this time.The
Council asked for Dave and Barb to schedule a meeting with the Council to let them know
of the different ways they can help make this event a success.
Fire Department By-Laws.Mark Schmidt went through the By-Laws explaining all changes
that have been made.Motion by Councilman Bailey,seconded by Councilman Gruber,to
approve the Fire Department By-Laws as amended.The Mayor asked for a roll call vote:

Paul Huscher,City Attorney,recommended several changes to be made on the Fire
Department application.

There were several pairs of bunker gear lost while fighting a fire at Jim's Woodworking.
The Fire Department was directed by Paul Huscher,City Attorney,to research Businesses
that store/use hazardous materials.
Booneville Kum &Go Beer Permit.This is not Waukee jurisdiction.
Recycling Bins Bid Results.In April Kurt Rueckel,City Administrator,was given
permission to seek bids on recycling bins.Kurt received two (2)bids in the formal
process they are 1)1,200 bins from A-1 for $6,528.00;2)1,500 bins from A-1 for
$8,055.00;3)1,200 bins from EWI for $6,948.00;4)1,500 bins from EWI for $8,565.00.
In order to expedite things,Kurt forwarded the bids directly to the City Council,and
not to the Utilities Committee,who has been made aware of the bid results.A-1 came in
with the low bid.

Permission To Seek/Purchase Fireworks.Motion by Councilman Gruber,seconded by
Councilwoman Lihs,to authorize John Wesselmann,Kurt Rueckel and Don Henson to receive
additional quotes and purchase fireworks at a cost not to exceed $3,500.The Mayor
asked for a roll call vote:Ayes:Gruber,Lihs,Strain and Bailey.Nays:None.Motion
carried 4 to 0.
Broderick Water Main.Motion by Councilman Gruber,seconded by Councilman Strain,to
approve Resolution #335 Broderick Water Main Extension.The Mayor asked for a roll call
vote:Ayes:Gruber,Strain,Bailey and Lihs.Nays:None.Motion carried 4 to 0.

On this 1st day of May,1995,before me the undersigned,a notary public in and for
the State of Iowa,personally appeared Claire L.Chedester and Kurt A.Rueckel,to me
personally known,and who,being by me duly sworn,did say that they are the Mayor ancd
Clerk,respectively,of the City of Waukee,Iowa;that the seal affixed to the foregoing J
instrument is the-corporate seal of the corporation,and that the instrument was signed
and sealed on behalf of the corporation,by authority of its City Council,as contained
in Resolution #335 passed by the City Council on the 1st day of May,1995,and that
Claire L.Chedester and Kurt A.Rueckel acknowledged the execution of the instrument to
be their voluntary act and deed and the voluntary act and deed of the corporation,by it
voluntarily executed.
Notary Public in and for the State of Iowa
RR Crossings.The City's six (6)railroad crossings (not including Hwy 6)need to be
looked at in the near future.The Council gave Kurt Rueckel,City Administrator,the
authority to check into the possibility of getting monies to repair the RR Crossings and
bring cost estimates back to the Council.
Hickman Trunk Sewer.Construction plans and specifications have been drawn for this
project.As was mentioned at the last Council meeting,there may be a way for the
developers along Highway 6 to do most of the project themselves.If done this way,it
would obviously relieve the City of some debt obligation.
John Kursitis was present to update the Council on what avenues to take.The
construction plans were presented at the meeting.
Motion by Councilman Gruber,seconded by Councilman Bailey,to receive the Hickman Trunk I
Sewer report.The Mayor asked for a voice vote.Motion carried 4 to 0.

Mayor's Report.The Mayor had two (2)items,they are as follows,
1)Developers expenses reimbursed to the City.Any invoices that are 6 months or older
will be brought to the Council.The current invoices will be billed accordingly.
2)Hawkeye Antique Acres.They hold 2 shows a year and are a big success.
Councilman Bailey announce the Library will be having a rumage and bake sale.
Lions Club -Chet requested sending out their flyers with the City Newsletter.

out Flyers regarding the Community Center.

Administrator's Report.Kurt Rueckel,City Administrator,spoke to the Council has
follows:
The School Board is meeting on Thursday,May 4th at 5,30pm to go over some of their
plans.They have asked that Kurt and a representative of the City Council to attend.
Beano Heart Ride -All the Council members have been given
Heart Ride,which is scheduled to go right through Waukee.

Kurt asked that if anyone has good photos of community events,or any good photos that
might be good for a promotional brochure to let him know.
Kurt would like to solicit someone to come up with a much nicer welcome to Waukee sign
for University and/or Hwy 6.If anyone has any good ideas please let Kurt know.

Public Works Report.The Council received a written report.Motion by Councilman
Gruber,seconded by Councilwoman Lihs,to accept the Public Works report.The Mayor
asked for a voice vote.Motion carried 4 to 0.
Goal Setting Session has been scheduled for May 20th.
Motion by Councilman Gruber,seconded by Councilman Bailey,to have Kurt talk to Regency
Development to seeding and grading in the park set aside.The Mayor asked for a voice
vote.Motion carried 4 to 0.
Motion by Councilwoman Lihs,seconded by Councilman Gruber,to enter into closed session
pursuant to Iowa Code Section 21.51 (c)"To discuss strategy with counsel in matters
that are presently in litigation or where litigation is imminent where its disclosure
would be likely to prejudice or disadvantage the position of the governmental body in
that litigation".The Mayor asked for a roll call vote:Ayes:Lihs,Gruber,Bailey and
Strain.Nays:None.Motion carried 4 to 0.
The Council entered into closed session at 10:15 pm.
