A roll call vote was taken and the foliowlng Council members were present:non Bailey,Jr.,Nick
Gruber and Terry Strain.Councilwoman Lihs was absent.
PLEDGE OF ALLEGIANCE.Everyone recited the Piedge of Allegiance.
OPEN FORUM.
Jane Olson -845 Ashworth Drive.Jane asked the Council to amend the Open Burning Ordinance as
follows:
Section 212.1
A.Define chimney or stack as minimum of 20 It tall.
C.Term is not used in rest of ordinance -what is it there for.Wiil someone
be In attendance at fires that required a permit to check for the stated
restrictions?
Section 212.2
A.Need to restrict hours of the day -2 weeks of faliburnlng still In daylight
savings time.
The Ordinance should state "fires must be extinguished by the designated
hour'not to be left smoldering.
JC&D.Variance &Bonfires.Application should be submitted and approved on
or before the printing date of the Waukee Talkee,and the date,time and
location of the permitted fires should be published each month.
Also address Commercial burning of refuse.
Tina Salisbury -t 50 Bel-Alre Drive.Tina requested permission to have a block party on August 19th
with Bel-Aire Drive being closed between 1st Street to 2nd Street from 4:00 to 9:00pm.

OPEN BURNING ORDINANCE.
Jane Olson •845 Ashworth Drive.Jane handed out a Jist 01 amendments she would like the CounCil
to consider.
There is a concern about the way the ordinance Is set up as It is.The language in paragraph 212.1 (A)
pertaining to the Ringelmann chart may be difficult to enforce,and the way it is now it may only apply
to recreational fires.If the language remains as it is,it may be better to have it in Its own section,or
only by 212.1 (A).
Should there be a height specified for a chimney or stack,and shOuld it be designated as permanent?'
Should there be burning times designated (7-7)or official sunrise to sunset times?
Motion by Councilman Bailey,seconded by Councilman Gruber,to amend the burning ordinance by
including the lollowing;
Section 212.2 Open Burning Prohibited.No person shall kindle or maintain any
bonfire or refuse fire,or burn inorganic matertat,any paper or
similar combustible debris,Including plants,leaves or vegetable
matter,or authorize any ucn fire to be kindled or maintained on
any prlvafe land within the boundaries 01 the City Of Waukee,
except for the burning of plant and vegetable matter originating
on the premises owned or leased by such person,between the
hours Of 7;00 AM.to 7;00 P.M.,April 24th through May 7th,
October 15th through NOvember 15th,eXCluding SUndays.Fires
must be extinguished,and not smoldering altO'r 7;00 P.M.

Mayor Chedester read a note from Councilwoman lihs.The note stated that Councilwoman lihs is
against any compromises being made to the Open Burning Ordlnance,

AN ORDINANCE TO AMEND CHAPTER 212,WAUKEE MUNICIPAL CODE,RESTRICTION OF OPEN
BURNING WITHIN THE CITY LIMITS OF THE CITY OF WAUKEE,IOWA,BY DELETING CHAPTER 212 AND
INSERTING IN LIEU THEREOF REVISED AND SUBSTITUTED ORDINANCERESTRICTINGOPEN BURNING
WITHIN THE CITY LIMITS OF THE CITY OF WAUKEE,IOWA.
The third and final reading of the Open Burning Ordinance will be held at the August 7th City Council
meeting.
MOBILE HOME PARK ORDINANCE.
The Mayor and City Council received a letter concerning the boundry lines in the Mobile Home Park.
The mobile home park representatives could not verify the west boundry line.
The Mayor would like to see the agreement on the mobile home property lines.
Herb Perry -Mobile Home resident.Mr.Perry went to the County Recorder Officer to determine the
correct property line.If anyone would like to see the maps Mr.Perry has copies of all the maps.
The Mayor would like this item tabled for lack of information regarding the property lines.
Kurt Rueckel would like to set a meeting date to have the City Council members and any mobile home
park residents interested in getting the problems at the mobile home park resolved.
Tom Davis -Mobile Home Park Manager.For the record there is some small discrepancies and a few
people are unhappy but overall most are happy.Tom also stated the longest home coming into the park
is 76 feet.The only thing the change in the ordinance will affect is the rear yard will be more and the
front yard will be shorter.
This item will be tabied untii the August 7th Council meeling.
A special meeting is set for Wednesday,July 25th at 8:00am to to discuss these issues.
RECYCLING AT APARTMENTS AND MOBILE HOMES.Tabled until a later date.
ADOPTION OF 1994 FIRE CODE.One of the major changes is the requirement tor sprinkler systems.
This is becoming standard for most municipalities.It should definitely be of the betterment of the
Community and the Business Community as well.Motion by Councilman Gruber,seconded by
Councilman Strain to have the ordinance read in title only.The Mayor asked for a roll call vote:Ayes:
Gruber,Strain,and Bailey.Nays:None.Motion carried 3 to O.
AN ORDINANCE TO AMEND SS222.3(5)UNIFORM FIRE CODE AND THE UNIFORM FIRE CODE
STANDARDS OFTHE WAUKEE,IOWA,BUILDING CODE BY REPEALING THE UNIFORM FIRE CODE 1991
EDITION AND ADOPTING THE UNIFORM FIRE CODE 1994 EDITION PRESCRIBING REGULATIONS GOVERNING
CONDITIONS HAZARDOUS TO LIFE AND PROPERTY FROM FIRE AND/OR EXPLOSION AND PROVIDING FOR
THE ISSUANCE'S OF PERMITS FOR HAZARDOUS USES OR OPERATIONS.
4TH STREET FLASHING LIGHTS.The purpose ot controlling traffic in an orderly fashion durin gour one-
way time of the school year.Lights to be located at 4th &Northview and also at 4th &Locust.The
timer will be such to permit flashing light to be on only Monday -Friday from 7:30am -4:30pm.All
controls will be located on Midwest Power poles to prevent damage.
Jim De Witt,Jr.,has also been in contact with the Waukee School Board and the Waukee P.T.O.Both
have given a $500.00 donation to help with funding.

LOWERING OF GAS MAIN •COUNTRY CLUB WOODS PLAT 4.There are !wo gas mains that will not be
deep enough with tile new street In Country Olub Woods 4.This should be paid for by the developer.
Motion by Councilman Strain,seconded by Councilman Gruber,to accept the bid of $7,150.0().The
Mayor asked for a folf can vole:Ayes:Strain,Gruber and Bailey.Nays:None.Motion carried 3 to O.
EXTENSION OF WATER TO WAOO PLACE.There Is Interest from the property owners in the area
between Waukee and West Des Moines to have water.This is the area that is a large Island that is being
considered for annexation by the Development Board.
Motion by Councilman Bailey,seconded by Councilman GrUber,to have Veenstra &Kimm put together a
prelfminary design and cost estimate.The Mayor asked for a roll call vote:Ayes:Bailey,Gruber and
Strain.Nays:None.Motion carried 3 to O.
OfTV HALL COMPUTER BIDS.The current computer system is very inefficient,not only is it slow.but
the word processing and data base software is obsolete.
The City received bids for a new computer system at City Hall on July 19.HI95 from only one vendor.
Two cmerbtcs were received,one for changing the AccountlnglPayrolVaiillng SoftWare,and one for
selling up the system If we purchase all the equipment and sonware.the total bid price Is $18,928.00
and includes everything complete.
Precision quoted $4,400.00 to transfer the program and flies to be compatible with the Novell
Software.Tabled until the August 7th City Council meeting.

ENGINEER'SREPORT.
UNIVERSITV TRUNK SEWER.One of the keys to our development will be the extension 01 the University
Trunk Sewer.This project will also be very Important tor the High SChool who will need to know the
City's plans In this area.
Motion by Councilman aailey,seconded by Councilman Gruber,to have tile Olty begin taiklng with the
residents In the area about the special assessment process and the possibility of annexation for those
who are not yet in the Oity.The Mayor asked for a roll call vote:Ayes:Bailey,Gruber and Strain.
Nays:None.Mallon carried 3 to lJ.
EROSION BARRIERS.When should erosion barriers be put up?Thts has not been enfOIced.Kurt
Rueckel,City Admlnistratornas directed Veenstra &Kimm and the Building Inspector's to enforce.
MAVOR'S REPORT.The Mayor spoke on the following items.
A)Permits were submitted for two 76 foot trailers.One trailer permit was not approved.The home
that was approved was only approved because tile trailer behind was a double wide trailer (they are
shorter in length).
B)Stan Lawson resigned from the Board of Adjustments.Please put thiS 1n the next newsletter.I0)Council Vacancy -The Mayor has received seven applications.

D)The week of July 24th has been declared as WELCOME WAGON WEEK.
E)The researching of the Developers bills will be put on the next agenda.
F)Will comment on the Police Report at the next meeting.
PUBLIC SAFETY REPORT.Motion -by Councilman Gruber,seconded by Councilman Strain,to receive the
report.The Mayor asked for a voice vote.Motion carried 3 to O.
ADVERTISING FOR ANOTHER POLICE OFFICER.The Police Department received a federal grant to hire
another police officer.
ADMINISTRATOR'S REPORT.The second meeting with the North Dallas.County Landfill was held on
Wednesday,July 16th.This meeting was attended by the Iowa DNR.The purpose of the meeting was to
hear from the DNR about North Dallas County Landfill's failure to reduce waste by the required amount
as outlined in the State Statutes.Instead of reducing the wast by 25%per capita,waste actually
inceased by 28%between the years 1988 and 1994.
The governmental entities who take their waste to the North Dallas County Landfill are meeting to
discuss the feasibility of forming an association to help put the plan together as all cities need to do
either by themselves or as a group.Tim Moerman has written a-rough plan of what the intent of the
association would be.
Motion by Councilman Gruber,seconded by Councilman Bailey,to receive the City Administrator's
Report.The Mayor asked for a voice vote.Motion carried 3 to O.
PUBLIC WORKS REPORT.The Council members received a written Public Works report.Motion by
Councilman Strain,seconded by Councilman Gruber,to receive the Public Works Report.The Mayor
asked for a voice vote.Motion carried 3 to O.
CITY ATTORNEY'S REPORT.Paul Huschsr,City Attorney Updated the Council on the Annexation and the
North Dallas County Landfill issues.
ADJOURNMENT.Motion by Councilman Bailey,seconded by Councilman Gruber,to adjourn at 10:46pm.
