The special meeting was called to order at 5 :00 P.M.by Mayor Bailey.
Roll Call-Present Gruber,Strain,Bailey,Heath,Lihs.Luger arrived at 5:10.
28E AGREEMENT -IDGH SCHOOL RE:UNIVERSITY TRUNK SEWER
Paul Huscher explained the proposed 28E agreement from the Waukee School District which
would allow the District to loan money for the University Trunk Sewer project and provide for
the method in which they would be paid back.
The issues are:1)the $225,000 being repaid;2)whether the $225,000 would be loaned right
away,or only above the city issuing over $400,000;3)whether the City should pay interest on
the $225,000;and 4)whether item #10 in the agreement was the correct assessment schedule.
Kurt Rueckel explained that the deficiency right now is at about $600,000.The school agreed
that the correct assessment schedule will be filed with the 28E agreement.
After a brief discussion,motion by Strain that the agreement be changed so that the School will
advance the first dollars needed to cover the deficiency up to $225,000,the repayment shall be at
a pro-rata share including special assessment interest,but that no interest shall accumulate
between the time of agricultural deferment and special assessment,and that no assessment shall
be filed until June 1,1997;second by Lugar.Upon roll call:Aye:Strain,Lugar,Lihs,Heath,
Gruber.
The 28E agreement will be formally voted upon on May 6,1996.
Motion to Adjourn at 5:35 pm by Strain,second by Lugar.Upon voice vote the motion passed
5-0.
