Permission To Seek Liability Insurance Bids.Motion by Councilwoman Lihs,seconded by Gruber,to direct the City Administrator to seek Liability Insurance bids and bring back to the Council the second meeting in January,1997.The Mayor asked for a roll call vote:Ayes:Lihs, Gruber,Strain,Heath and Lugar.Nays:None.Motion carried 5 to O. First Responders -Request To Purchase Hydraulic Equipment -Sale of Old Equipment. Motion by Councilman Gruber,seconded by Councilwoman Lihs,to approve the purchase of new Hydraulic Equipment with the City's share being $1,000 and to sell the old equipment.The receipt from the sale of the old equipment will be paid to the First Responders next fiscal year.I The Mayor asked for a roll call vote:Gruber,Lihs,Strain,Lugar,and Heath.Nays:None. Motion carried 5 to O. Permission To Sell Card Catalog -Library.Tabled. G ~Resolution Pursuant to Section 384.42 ofthe Iowa Code -University Avenue Trunk Sewer.~~'!iii John Kursitis,V &K Engineering,discussed the preliminary plans and specifications,the .,:~assessment area and the connection fee district for the University Avenue Trunk Sewer. y,~ Motion by Councilwoman Lihs,seconded by Councilman Lugar,to approve Resolution No.96- 26.The Mayor asked for a roll call vote:Ayes:Lihs,Lugar,Heath,Strain,and Gruber.Nays: None.Motion carried 5 to O. Resolution Approving and Adopting Preliminary Plans and Specifications,Estimate of Cost and Plat and Schedule -University Trunk Sewer.Motion by Councilwoman Lihs, seconded by Councilwoman Heath,to approve Resolution No.96-27.The Mayor asked for a roll call vote:Ayes:Lihs,Heath,Gruber,Strain,and Lugar.Nays:None.Motion carried 5 to O. Proposed Resolution Of Necessity -University Trunk Sewer.Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to approve Resolution No.96-28 and to set a public hearing date for December 16,1996 at 7:00pm at the Library and to direct the City ) 4 Administrator to send notices to the citizens in the assessment area.The Mayor asked for a roll call vote:Ayes:Lihs,Heath,Lugar,Gruber,and Strain.Nays:None.Motion carried 5 to O. MWR Agreement.The Mayor suggests that the Council review the agreement over the next several weeks and table until the December 2nd Council meeting. Motion by Councilwoman Lihs,seconded by Councilman Gruber,to table this item until the December 2nd council meeting,direct Paul Huscher to investigate the legal aspect of the city, and have Kurt contact an expert with this procedure.The Mayor asked for a roll call vote:Ayes: Lihs,Gruber,Heath,Strain and Lugar.Nays:None.Motion carried 5 to O. Approval of Bids -Parks Department 3/4 Ton Pick-Up Trunk.Motion by Councilman Lugar,seconded by Councilman Gruber,to accept the low bid from Charles Gabus Ford for $20,136.00.The Mayor asked for a roll call vote:Ayes:Lugar,Gruber,Heath,and Strain.Nays: Lihs.Motion carried 4 to 1. Highway 6 Pre-design Agreement.Kurt Rueckel,City Administrator,discussed the agreement with the Council and recommended they accept the agreement as proposed.When the west side of Alice's Road is developed the City can recover some ofthe cost of street improvement,if the assessment procedure is completed within the appropriate time limit.Motion by Councilman Lugar,seconded by Councilwoman Heath,to accept the Highway 6 Pre-design Agreement.The Mayor asked for a roll call vote:Ayes:Lugar,Heath,Lihs,Strain,and Gruber.Nays:None. Motion carried 5 to O. Permission To Hire Code Compliance Officer.Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to start the interview process -seek applications through January for a Code Compliance Officer.The Mayor asked for a roll call vote:Ayes:Lihs,Heath,Gruber, Lugar,and Strain.Nays:None.Motion carried 5 to O. Mayor's Report.Mayor Bailey directed John Wesselmann and Larry Phillips to setup a snow removal policy;the city brochure has several error's to be corrected;the Mayor introduced lkimulisa Sockwell from the Des Moines Register &Around Town and Kristen Danley from Dallas East;on election day the Mayor was at the Elementary School and participated in the student election;the audit report is completed and on the Council desks and is scheduled for the next meeting;and Mayor Bailey received a letter from TCI Of The Heartland announcing that WGN is currently being prohibited from sending the feed of Chicago Bull's games to the netural cable viewers. Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to accept the Mayor's report.The Mayor asked for a voice vote.Motion carried 5 to O. Utilities Committee Report.A written report was handed out.Motion by Councilman Gruber, seconded by Councilwoman Heath,to accept the Utilities Committee Report.The Mayor asked 5 for a voice vote.Motion carried 5 to O. Administrator's Report.Kurt would like to meet with the personnel committee to discuss the specifications for health insurance.Motion by Councilman Gruber,seconded by Councilman Strain,to accept the Administrator's report.The Mayor asked for a voice vote.Motion carried 5 to O. Attorney's Report.Paul Huscher,City Attorney,has provided the Council with copies of the summary judgement for the Landfill litigation and advised them to review the report.Paul explained the procedure for annexation appeal.Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to accept the Attorney's report.The Mayor asked for a voice vote.
