Open Forum.None. Agenda Addition -Approval.Motion by Councilman Gruber,seconded by Councilwoman Lihs,to approve the agenda.The Mayor asked for a voice vote.Motion carried. Consent Agenda -A)11/18/96 Council Minutes;and B)Salary and Bill Presentation. Motion by Councilman Gruber,seconded by Councilwoman Lihs,to approve the Consent Agenda.The Mayor asked for a roll call vote:Ayes:Gruber,Lihs,Strain,Heath,and Lugar. Community Center -Lion's Club (Request to seek funding).Gordan Doerr spoke to the Council requesting permission to use a section of Centennial Park for the location of the Community Center. Terry McNamara will look into the possibility of this type of a facility being built in Centennial Park. Broderick Animal Clinic.Dr.John Broderick is building a new vet clinic north of Highway 6,just west of 4th street.Because of the early cold and wet conditions,it is unlikely he can pave 4th Street before the building is ready to occupy.Dr.Broderick requested a temporary occupancy permit so he can occupy his new building and complete the paving of 4th Street in the spring. Motion by Councilman Strain,seconded Councilman Gruber,to allow Dr.Broderick a temporary occupancy permit,once the building has passed the final inspection.The Mayor asked for a roll call vote:Ayes:Strain,Gruber,Heath,Lihs,and Lugar.Nays:None.Motion carried 5 to O. Oak Card Catalog -Library.Motion by Councilman Strain,seconded by Councilwoman Lihs, to give the Library permission to advertise in the Waukee-Taukee,the Dallas County News and the Dallas East for sealed bids to sell the Oak Card Catalog.The Mayor asked for a roll call vote:Strain, Lihs,Lugar,Heath,and Gruber.Nays:None.Motion carried 5 to O. 1996 Planning and Zoning Calendar.Motion by Councihuan Strain,seconded by Lihs,to approve the 1996 Planning and Zoning Calendar as presented.The Mayor asked for a roll call vote:Ayes: Strain,Lihs,Heath,Gruber,and Lugar.Nays:None.Motion carried 5 to O. Purchasing Policy.Kurt Rueckel,City Administrator,gave the Council members and Mayor a draft of the purchasing policy to examine.After a brief discussion,the Council gave Kurt their suggestions and ask him to complete the policy and bring it to the December 16th meeting. Permission To Seek Bids -Health Insurance.Motion by Councilwoman Lihs,seconded by Councilman Gruber,to allow the City Administrator to seek bids for Health Insurance.The Mayor asked for a roll call vote:Ayes:Lihs,Gruber,Strain,Heath,and Lugar.Nays:None.Motion carried 5 to o. MWR Telecom Agreement.Motion by Councilman Gruber,seconded by Councilman Lugar,to have Paul Huscher,City Attorney,draft a ordinance for the use of them City's right-of-way for fiber optics.Gruber,Lugar,Lihs,Heath,and Strain.Nays:None.Motion carried 5 to o. TCI Change In Channels &No Extension Of Service Until January 1997. Ordinance Controlling ROW -1st Reading.Tabled. Ordinance Establishing Sewer Districts,Connection,Rental,etc. Windfield n Construction Plans.Gerald Reinhart,Kirkham &Michael,discussed the check list for Windfield II and stated that item #2 has been verified there is a 6-foot clearance between the existing 18-inch sanitary sewer and the proposed storm sewer along the north side of Hickman Road. All the lighting for Warrior Lane will be located on the east side of the street..Jerry has reviewed ] the participatory storm sewer costs agreement.These cost have been included in the preconstruction agreement between the City and IDOT. Councilwoman Lihs questions Mr.Reinhart regarding the street lighting along Warrior Lane.Mr. Reinhart assured Councilwoman Lihs that the street lighting would be installed along Warrior Lane. Motion by Councilman Gruber,to approve the construction plans but the construction can not be started until all the checklist items have been check by John Kursitis and Kurt Rueckel.Motion failed for lack of a second. Mr.Reinhart was asked to come back to the Council when the items on the check list have been completed. Mayor's Report.The Mayor reminded everyone ofthe Christmas Drive all items will be accepted at the Library.Also if you would like to adopt a family please contact the Police Department;The Mayor also read a letter of appreciation regarding the Waukee EMS for ajob well done and their quick response time. Motion by Councilwoman Lihs,seconded by Councilman Lugar,to accept the Mayor's report.The Mayor asked for a voice vote.Motion carried. Economic Development Committee Report.A written report was handed out.Motion by I Councilman Gruber,seconded by Councilwoman Heath,to accept the Economic Development report.The Mayor asked for a voice vote.Motion carried. Planning and Zoning Report.A written report was handed out.Motion by Councilman Gruber, seconded by Councihnan Lugar,to accept the Planning and Zoning Report.The Mayor asked for a voice vote.Motion carried. Community Betterment Report.A verbal report was given.Motion by Councilwoman Lihs, seconded by Councilwoman Heath,to accept the Community Betterment Report.The Mayor asked for a voice vote.Motion carried. Parks Committee Report.A verbal report was given.Motion by Councihnan Lugar,seconded by Councilwoman Lihs,to accept the Parks Committee Report.The Mayor asked for a voice vote. Motion carried. Administrator's Report. Motion by Councilman Gruber,seconded by Councihnan Lugar,to direct John Kursitis to contact Knuckles Concrete regarding the streets repairs they have not completed.The Mayor asked for a roll call vote:Ayes:Gruber,Lugar,Heath,Lihs,and Strain.Nays:None.Motion carried 5 to O. Attorney's Report.Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to accept the Attorney's report.The Mayor asked for a voice vote.Motion carried.
