Bailey,Jr.IRollCall.A roll call vote was taken and the following Council Members were present:Nick Gruber,Robyn Heath,Monica Lihs,Dan Lugar.Absent:Terry Strain. Open Forum.None. Agenda Additions -Agenda Approval.Motion by Councilman Lugar,seconded by Councilman Gruber,to approve the agenda with the addition of item #8A -Personnel Matters - closed session.The Mayor asked for a voice vote.Motion carried. Hawthorne Ridge -Preliminary Plat.Steve Grubb explained to the Mayor and Council the mall he has plarmed for the corner of University Avenue and Boone Drive.It would be a neighborhood mall.This kind of development will blend well with the surrounding residential area.Steve stated the trees located in the buffer area will not be touched and they are needed between the townhomes and the commercial area. Mr.Grubb will be presenting the construction plans for the paving of Boone Drive to Planning and Zoning on June 24th and hopefully will be brought to the Council in early July.The street will be paved without any expense to the current residence in this area.The paving with weather permitting could possibly be completed by the time school starts in the fall.IMotionbyCouncilmanGruber,seconded by Councilman Lugar,to approve the Hawthorne Ridge Preliminary Plat.The Mayor asked for a roll call vote:Ayes:Gruber,Lugar,Lihs and Heath.Nays:None.Motion carried 4 to O. Mobile Home Park Construction Plans.Doug Saltzgaver agreed to enlarge the turning radius of the cul-de-sac to 36ft from 32 ft.He also handed out the written agreed between the Mobile Home Park and Mike Meyers regarding the drainage improvements across the Broderick property. The Brodericks have currently experienced a lot of damage from past retention ponds not having a retention plate put in place.Phil feels that it is a must to have the retention plate put in place immediately. John Kursitis explained the issue is improving the drainage swale to handle the additional drainage from the increased development in the area and Hwy 6. Motion by Councilman Lugar,seconded by Councilwoman Heath,to approve the Mobile Home Construction Plans.The Mayor asked for a roll call vote:Ayes:Lugar,Heath,Lihs,and Gruber. Nays:None.Motion carried 4 to o. 1I Consideration of Creating Assistant City Administrator/Clerk Position.This position would be to help Kurt and everyone else in City Hall as seen fit.(A jack of all trades). Personnel Issues -The Mayor stated that North 6th Street has not been completed yet.Jim Coons has stated that he will not sign the easement until the bike trail location issue has been settled. The Mayor stated that the road is in need of grading;due to the date for the Street Assessment Public hearing being omitted from the notices sent to the residents the projects have been set back 2 weeks;connection fees issue not resolved;and Alice's Road Assessment not done. Motion by Councilman Gruber,seconded by Councilwoman Heath,to create a new position for an Assistant City Administrator/Clerk.The Mayor asked for a roll call vote:Ayes:Gruber, Heath,Lugar,and Lihs.Nays:None.Motion carried 4 to O.
