Donald L.Bailey,JI.r 1,
Roll Call.A roll call vote was taken and the following Council Members were present:Nick
Gruber,Robyn Heath,Monica Lihs,Terry Strain,and Mary White.Absent:None.
Open Forum.Marvin Whitlock -315 Bel-Aire Drive -ask when Northview Drive is completed
will there be cars allowed to park along the road.The vote was to have restricted parking from
9:00 to 5:00.
Melvin Mendenhall -235 Northview -stated the following concerns -1.There are cars that are
not being moved during the day so the construction can continue;2.The street workers are not
being polite to the residents.
There is a company testing the concrete and asphalt.
Mrs.Case has witnessed several very nice days that the street contractors were not working.
This is a hardship on all the residents and needs to be addressed.

Councilman Strain,to approve the agenda.The Mayor asked for a roll call vote:Gruber,Strain,

Ordinance Changing Zoning of Lot 1-Seven Pine from A-I to R-l -3rd Reading.
Motion by Councilman Gruber,seconded by Councilwoman Heath,to have the ordinance
changing Zoning of Lot I -Seven Pines from A-I to R-3 in title only.The Mayor asked for a
roll call vote:Ayes:Gruber,Heath,White,Lihs,and Strain.Motion carried 5 to O.
Motion by Councilman Gruber,seconded by Councilwoman Heath,to put Ordinance No.2233
on its final passage.The Mayor asked for a roll call vote:Ayes:Gruber,Heath,White,Strain,
and Lihs.Nays:None.Motion carried The Mayor declared the ordinance 2233 dilly adopted and
passed.

AN ORDINANCE TO AMEND CHAPTER 301,WAUKEE MUNICIPAL CODE,
ZONING ORDINANCE OF THE CITY OF WAUKEE,row A,BY RE-ZONING AND

CHANGING CERTAIN PROPERTY THEREIN FROM A-I (AGRlCULTURAL
DISTRlCT)TO R-l (SINGLE FAMILY RESIDENTIAL DISTRlCT)AND
AMENDING THE OFFICIAL ZONING MAP TO SHOW RE-ZONING.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301.4 of Chapter 301,Waukee Municipal Code,Zoning Ordinance of
the City,adopting the Official Zoning Map,is hereby amended by changing the following
described real estate from A-I (Agricultural)to R-l (Single Family Residential District);
and that the Official Zoning Map be made to reflect such amendment:
Lot 1 of Seven Pines Plat One,an Official Plat,now included and forming a part of the
City of Waukee,Dallas County,Iowa.
Section 2.Repealer.All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3.Severability Clause.If any section,provision or part of this ordinance shall
be adjudged invalid or unconstitutional,such adjudication shall not affect the validly of
the ordinance as a whole or any section,provision,or part thereof not adjudged invalid or
unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its final passage,
approval and publication as provided by law.
Passed by the City Council of the City of Waukee,Iowa,this 3rd day of November,1997,and
approved this 3rd day of November,1997.
Ordinance Changing Zoning of Property from A-I to R-33 and R-4,Property North of
High School and South of Westgate -1st Reading.Robert Vaughn -141st Street in Clive,
would like to have their property rezoned to make it more marketable.They are looking at a
partnership development.
Motion by Councilwoman Lihs,seconded by Councihnan Strain,to table this item and return it
to the Planning &Zoning Commission.The Mayor asked for a roll call vote:Ayes:Lihs,Strain,
White,Gruber,and Heath.Nays:None.Motion carried 5 to O.
Resolution Setting Policy on Installation of Gas Service Lines by Outside Contractors.
Motion by Councilman Gruber,seconded by Councilman Strain,to approve Resolution #97-42
with the changed wordage.The Mayor asked for a roll call vote:Ayes:Gruber,Strain,Heath.
Nays:White and Lihs.Motion carried 3 to 2.

Mayor's Report.The Mayor reported the following items:1 -the snow policy -Kurt has )
several changes -bring to next meeting;2)school cross walk will have report next meeting;3)
snow fence put up at Ashworth in the school area;4)the audit -Kurt will report;5)meeting
November l Oth at Waukee State Bank between the Council and the Economic Development
Committee;6)problem with snow removal along Kaylin;and 7)Council candidates are present
Jay Oxenford,Bill Peard,and Marvin Burger.This is Mary White's late night and the Mayor,
Council and Citizens would like to state their appreciation.
Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to approve Mayor's report.
The Mayor asked for a voice vote.Motion carried.
Administrator's Report.The Auditors are back to complete the yearly audit;the newsletter has
been changed and we would like to know of any ideas;N orthview should be completed within I
to 1 /2 weeks;Meeting on November 13 to discuss the future development in the area.
Motion by Councilman Gruber,seconded Councilman Strain,to approve Administrator's report.
The Mayor asked for a voice vote.Motion carried.
Economic Development Committee Report.Tabled until the next meeting.

1Attorney's Report -Annexation Closed Session.Motion by Councilwoman Heath,seconded
by Councilwoman White,to accept the Attorney's report.The Mayor asked for a voice vote.
