HomeMy WebLinkAbout1997-12-01-Regular MinutesThe December 1,1997 Waukee City Council meeting was called to order at 7:00pm by Mayor Donald L.Bailey,Jr. Roll Call.The Mayor asked for a roll call vote and the following Council members were present:Nick Gruber,Monica Lihs,Larry Lyon,and Terry Strain.Absent:Robyn Heath. Open Forum.Marvin Whitlock -315 Bel-Aire Drive,would like to know if the no parking on Northview issue is going to be discussed tonight.This ordinance will be presented to the Council at the December 15th meeting. Agenda Additions -Agenda Approval.Motion by Councilman Strain,seconded by Councilman Gruber,to approve the agenda.The Mayor asked for a voice vote.Motion carried. Motion by Councilman Gruber,seconded by Councilman Lyon,to give permission to the First Responders to upgrade to a conditional EMT-I Unit.The Mayor asked for a roll call vote:Ayes: Gruber,Lyon,Strain,Lihs.Nays:None.Motion carried 4 to O. ( Property Maintenance Ordinance -First Reading.Motion by Councilwoman Lihs,seconded by Councilman Strain,to have the ordinance read for the first time in title only with the understanding that the changes will be made before the next reading and that Larry Ryan will review the encorporation of proposed Chapters 40 I,402 and 403.The Mayor asked for a roll call vote:Ayes:Lihs,Strain,Gruber,and Lyon.Nays:None.Motion carried 4 to O. Ordinance Creating a "Level B"Road Classification.Jan Blazanin asked ifthere would be speed limits signs posted the proposed ordinance was reviewed.Councilman Gruber read from the ordinance stating the only signs that would be posted would be low maintenance "Level BOO road and weight limit signs.Modifications of the ordinance was including entrance signs to alert the users the road is not a full maintenance road;lowest priority snow removal;post speed limit signs;no surfacing material will be applied except minimal gravel at the option of the city. Motion by Councilman Gruber,seconded by Councilman Lyon,to have the ordinance read for the first time in title only.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,and Strain. Nays:Lihs.Motion carried 3 to 1. Resolution Requesting Proposed Route Change -Raccoon Valley Bike Trail. 2 Motion by Councilman Gruber,seconded by Councilman Lyon,to approve the proposed bike trail be placed on the property line between Coons Trucking and Northway WelL The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,and Lihs.Nays:Strain.Motion carried 3 to 1. Agreement For Engineering Services to Redesign Intersection -5 Way Stop. Motion by Councilman Lyon,seconded by Councilwoman Lihs,to enter into an agreement for engineering services to redesign the 5 Way Stop intersection at a cost of $2,300 ..The Mayor asked for a roll call vote:Ayes:Lyon,Lihs,Strain,and Gruber.Nays:None.Motion carried 4 to O. AFLAC.Discussion only. Discussion of 1998 Street Projects.Discussion only. TCI Franchise Fee -Consideration of 0.01 %Increase.Motion by Councilman Lyon, seconded by Councilwoman Lihs,to sign the agreement to waive increase.The Mayor asked for a roll call vote:Ayes:None.Nays:Lyon,Lihs,Strain,and Gruber.Motion failed 0 to 4. Precision to Begin Search for New Acconnting Software.Motion by Councilwoman Lihs, seconded by Councilman Gruber,to have staff and Marvin Berger research new accounting software.The Mayor asked for a roll call vote:Ayes:Lihs,Gruber,Strain,and Lyon.Nays: None.Motion carried 4 to O. University Trunk Sewer Project -Update.Dale Sorenson,V &K,handed out a written report to the Mayor and CounciL The University Trunk Sewer Project is currently 3 months behind the scheduled completion date. Lee Hardy,Hardy Construction,explained the plan to get the project on line and the repairs done to University Avenue and the Park Road.The new completion date should be next week for the repairs to the Park Road,the system will be on line in 30 days. Mayor's Report.Mayor Bailey reported he sent letters to all Committee Members asking if they would like to stay on the committees and why they would like to continue to serve;the audit report will be presented January 5th;gave Matt Austin his Eagle Scout Award. Motion by Councilman Gruber,seconded by Councilman Lyon,to accept the Mayor's report. The Mayor asked for a voice vote.Motion carried. Administrator's Report.Currently working on the Budget;a report on the progress of the engineering design for the lagoon project has been proposed;Greg Fetterman is back,he will be working Monday,Thursday,and Fridays. Motion by Councilwoman Lihs,seconded by Councilman Lyon,to accept the Administrator's 3 Report.The Mayor asked for a voice vote. Planning &Zoning Report.Motion by Councilwoman Lihs,seconded by Councilman Gruber, to accept the Planning and Zoning Report.The Mayor asked for a voice vote.Motion carried. Attorney's Report.Annexation brief is on file with the Supreme Court. Motion by Councilwoman Lihs,seconded by Councilman Lyon,to accept the Attorney's report. The Mayor asked for a voice vote.Motion carried. Councilman Lyon would like to have the agenda reorganized to have the committee reports at the beginning of the meetings.
