Donald L.Bailey,Jr.
Roll Call.The Mayor asked for a roll call vote and the following Council members were
present:Nick Gruber,Robyn Heath,Monica Libs,Larry Lyon and Terry Strain.
Open Forum.
Marvin Berger reported the sidewalk along 6th street going to the post office has not been
shoveled all winter;the street sign on First Street and Northview needs to be repaired;
Monica Lihs would like to commend the Jaycees for decorating the bridge.
Agenda Additions -Agenda Approval.Motion by Councihnan Lyon,seconded by
Councilwoman Libs,to approve the agenda with the addition of #5E -Acceptance of Cherry
Street Improvements.The Mayor asked for a voice vote.Motion carried.

Motion by Councilman Strain,seconded by Councilman Lyon,to approve the consent agenda.
The Mayor asked for a roll call vote.Ayes:Strain,Lyon,Lihs,Heath and Gruber.Motion
carried 5 to O.
Recognition -Councilwoman Lihs and Councilman Strain.Mayor Bailey presented
Councilwoman Monica Lihs and Councilman Terry Strain with a plaque and commended them
for their dedicated service to the City of Waukee.
Councilman Strain thauked the citizens for giving him the privilege to service on the City
Council,Mary Lou for granting him the right to serve,and the city staff for working with him.
He feels the incoming Council will do just fine and they will need the citizens help and support.
For the Community to grow it needs the citizens involvement.
Councilwoman Lihs would like to thank the citizens for giving her the opportunity to serve the
community and she hopes that the citizens continue to have the involvement and the city will
continue to grow.Everyone has done a very good job.
Permission to Seek Bids -Liability Insurance.Motion by Councilman Lyon,seconded by
Councilman Gruber.The Mayor asked for a roll call vote:Ayes:Lyon,Gruber,Lihs,Heath,and
Strain.Nays:None.Motion carried 5 to O.
Property Maintenance Ordinance -2nd Reading.
Kevin McCauley-770 Locust -would like the section dealing with excessive peeling paint to
remain.The city is losing tax money from houses in the city being run down.
Steven Blumenthal -540 6th Street -asked who will be judging if a case should be considered a
hardship?The staff and state have programs to help people who have a real need for assistance.
Fred Hinds -745 Cherry Street -feels the paint peeling issue should be left in the ordinance.
Some of these property owners have very nice vehicles and can afford to buy paint to paint their
houses.
Motion by Councilman Strain,seconded by Councilwoman Heath,to have the "AN

WAUKEE,AND PROVIDING FOR PENAL TIES FOR VIOLATIONS THEREOF"read for
the 2nd time in title only.The Mayor asked for a roll call vote:Ayes:Strain,Heath,Lihs,

Ordinance Creating a "Level B"Road Classification -2nd Reading.Motion by Councilman
Gruber,seconded by Councilman Strain,to have the "AN ORDINANCE ESTABLISHING A
CLASS OF ROADS IN THE CITY OF WAUKEE CLASSIFIED AS "LEVEL BROADS";
AND SETTING OUT CRITERIA FOR SERVICE OF SUCH ROADS"read for the 2nd time in
title only.The Mayor asked for a roll call vote:Ayes:Gruber,Strain,Heath,and Lyon.Nays:
Lihs.Motion carried 4 to I.
Regulation of Parking on Northview Drive -1st Reading.Motion by Councilman Gruber to
introduce "AN ORDINANCE TO AMEND SECTIONS 502.4 (I)AND 502.4 (J),WAUKEE
MUNICIPAL CODE,DELETING SAID SECTIONS IN THEIR ENTIRETY AND
INSERTING IN LIEU OF SECTIONS 502.4 (I)AND 5-2.4 (J)TO PROHIBIT PARKING OF
VEHICLES ON THE NORTH SIDE OF NORTHVIEW DRIVE BETWEEN WARRIOR LANE
AND 4TH STREET;AND TO PROHIBIT PARKING ON THE SOUTH SIDE OF
NORTHVIEW DRIVE AT ANY TIME.
Motion by Councihnan Gruber,seconded by Councilman Lyon,to have the ordinance read for
the 1st time in title only.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Lihs,Strain.
Nays:Heath.Motion carried 4 to I.\

Approval of Extension of Agreement -Lagoon Expansion Design.Motion by Councilman
Gruber,seconded by Councihnan Strain,to extend the completion date of December 1,197 until
February 1,1998,provided that this extension shall not waive the city's right to recover any
penalties or damages that might be incurred by the City of Waukee due to Veenstra and Kimm's
delay or further delays by the same in completing the design phase of the project.The Mayor
asked for a roll call vote:Ayes:Gruber,Strain,Heath,Lihs,and Lyon.Nays:None.Motion
carried 5 to O.
Mayor's Report.The Mayor would like to remind everyone of the program "Waukee Cares"
the deadline for donating is December 17th;accident on Warrior Lane involving a youngster
walking home from school;Friday there was an accident on University involving a construction
worker;received a letter from Des Moines Water Works asking for approval of a water increase;
committee assignments are not ready yet but there will be some changes made;Aflac -Marvin
Whitrock;budget report at next meeting;the school has several rooms that can be used for
events;adopt a Highway signs need to be order;and wished everyone a safe and Happy Holiday
Season.
Motion by Councilwoman Lihs,seconded by Councilwoman Heath to accept the Mayor's
Report.The Mayor asked for a voice vote.Motion carried,

Administrator's Report.Kurt has scheduled the long range planning session for February 9th
at 5:15p.m.;don't forget the 2nd Council meeting in February will be moved to February 23rd;
he handed out calendars for the budget meeting schedule and gave the Council the new format
for the agenda.
Councilman Lyon commented Fritz Shelton has some concerns regarding soil erosion along the
University Sewer Project.
Motion by Councilwoman Lihs,seconded by Councilwoman Heath,to accept Administrator's
Report.The Mayor asked for a voice vote.Motion carried,
Library Board Report.Motion by Councilman Strain,seconded by Councilwoman Lihs,to
accept Library report.The Mayor asked for a voice vote.Motion carried,
Utilities Committee Report.No meeting.
Attorney's Report.Annexation -Paul gave a status report on the annexation proceedings.
Motion by Councilwoman Lihs,seconded by Councilman Gruber,to accept the Attorney's
Report.The Mayor asked for a voice vote.Motion carried.
Adjournment.Motion by Councilwoman Lihs,Councilman Strain,to adjourn at 8:47p.m.The
