Donald L.Bailey,Jr.
Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:
Marvin Berger,Robyn Heath,Larry Lyon,and Bill Peard.Absent:Nick Gruber.
Open Forum,None.
Agenda Additions -Agenda Approval.Motion by Councilman Lyon,seconded by Councilman
Peard,to approve agenda and changing item #12 to item #6A.The Mayor asked for a voice vote.
Motion carried.

Time For Public Hearing Ross Property Rezoning;D)Set Time For Public Hearing Indigo

Motion by Councilman Berger,seconded by Councilman Lyon,to approve the consent agenda
and set the Public Hearing date for the Ross Property Rezoning,Indigo Ridge Rezoning,Noyce
Drake Rezoning,and Amend the Zoning Ordinance to allow Bi-Attached Dwellings for February

Description Resolution on Use of TIF Incentives For Industrial Development.Jeff Downing
discussed the uses of TIP Incentives to the Mayor and Council.
Motion by Councilman Lyon,seconded by Councilman Berger,to pass Resolution No.98-08
allowing the use Tax Increment Finance (TIP)Districts and Tax Credits to promote and enhance
industrial development within the city of Waukee.The Mayor asked for a roll call vote:Ayes:
Lyon,Berger,Peard,and Heath.Nays:None.Motion carried 4 to O.
Resolution Extending the Warrants for University Avenue Trunk Sewer Project.
Motion by Councihnan Berger,seconded by Councilman Peard,to pass the Resolution No.98-
09 providing for the issuance of Refunding Warrants to evidence amounts payable for the
construction of University Avenue Trunk Sewer Project The Mayor asked for a roll call vote:
Ayes:Berger,Peard,Heath,and Lyon.Nays:None.Motion carried 4 to O.
Ordinance Rezoning of Vaughn Property -2nd Reading.Motion by Councilman Berger,
seconded by Councilwoman Heath,to have the clerk read the ordinance for the 2nd time in title
only.The Mayor asked for a roll call vote:Ayes:Berger,Heath,Peard,and Lyon.Nays:None.
Motion carried 4 to O.
Ordinance Changing the Zoning of Property From A-I to R-5(R-2)-2nd Reading.
Motion by Councilman Lyon,seconded by Councilman Peard,to have the clerk read the
ordinance for the 2nd time in title only.The Mayor asked for a roll call vote:Ayes:Lyon,Peard,
Heath,and Berger.Nays:None.Motion carried 4 to O.
Eastern Area Pump Station -Consideration of Policy on Assessment.
Jerry Crow -14707 University -the $274,000 does not include the feeder line installation cost
When the land is developed,the developer will pay the added cost of installing the feeder lines.
The property owners would not be assessed until they develop their property.
Bishop Engineering representing Kevin Kohles,52 single family lots,provided assess to the pump
station.10,000 to 11,000 foot lots -80 ft frontages minimum.
Mr.Crow -the easement is shown running across my property.The way it is planned now it will
run across the septic system.Mr.Crow will fight this current plan as far has he can go if it is
going to affect his septic system.
Mary White -670 Boone Drive -would like to know how the final cost for easement is figured.

district with 6%interest excluding the Crow Property,which will be special assessment declaring

Agreement fOI-Engineering Services for Eastern Area Pump Station.Motion by
Councilman Berger,seconded by Councilwoman Heath,to enter into a agreement with Veenstra
and Kimm for engineering services for the eastern area pump station.The Mayor asked for a roll
call vote:Ayes:Berger,Heath,Peard,and Lyon.Nays:None.Motion carried 4 to O.
To Seek Bids for Waste Water Improvements.Motion by Councilman Lyon,seconded by
Councilwoman Heath,to Seek Bids for the Waste Water Improvements.The Mayor asked for a
roll call vote:Ayes:Lyon,Heath,Berger,and Peard.Nays:None.Motion carried 4 to O.
Set Time For Public Hem-ing For Budget.Motion by Councilwoman Heath,seconded by
Councilman Peard,to set a date for Public Hearing -FYE 1999 Operating Budget for March 9th.
Councilman Peard withdrew his seconded to the motion.
Councilwoman Heath withdrew her motion.
Mayor's Report.Ken Hopper resigned as a police officer,his last day will be Sunday February
8th;Jaycees donated $1000 from the money raised from the street dance to the Fire Department;
Planning session February 9th work session at Brenton Bank;setting up a join meeting with the
school board;viewed the plans for a public safety building;Bill Peard was appointed to the
Council Round table;Wearmouth right-of-way;level b road issue;capping of the well-;also
notified our web page has the Methodist address wrong;approached by a citizen regarding doing
a water rate study;telephone survey -Utilities Committee;declared February 9 -15 random acts
of kindness week in Waukee.

Administrator's Report.Motion by Councilman Lyon,seconded by Councilman Peard,to
approve the Administrator's Report.Motion carried voice vote.
Planning and Zoning Commission Report.Motion by Councilman Lyon,seconded by
Councilman Peard,to approve the Planning and Zoning Commission report.The Mayor asked
for a voice vote.Motion carried.
NDCL Report.Motion by Councilwoman Heath,seconded by Councilman Lyon,to approve
the NDCL report.The Mayor asked for a voice vote.Motion carried.
Parks Committee Report.Motion by Councilman Lyon,seconded by Councilwoman Heath,to
approve the Parks Committee report.The Mayor asked for a voice vote.Motion carried.
Attorney's Report.Motion by Councilman Lyon,seconded by Councilman Peard,to approve
