Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:
Nick Gruber,Marvin Berger,Don Bailey,Jr.,Robyn Heath,Bill Peard and Larry Lyon.Absent:
None.
Open Forum,None.
Agenda Additions -Agenda Approval.Item #10 deleted.Motion by Councilman Peard,
seconded by Mayor Bailey,to approve agenda as revised.The Mayor asked for a voice vote.

property done for an amount not to exceed $1,000 by Councilman Peard,seconded by

North 6th -Status Report On Level.Instructed staff to draw up 2 year temporary easement for
all landowners on North 6th road to sign in order for farther action to proceed.Issue to be
readdressed at March 2,1998 Council meeting.
Wearmouth Alley -Status Report.No action taken.
Highway 6 -Update On Construction Plans -Request to purchase detour signs.No action
taken.Item to be brought up again at March 2,1998 Council meeting.
Permission to purchase gas meters.The Council was informed that the gas department
approached Sioux Center Municipal regarding a group purchase on gas meters.This joint
purchase will save $25.00 per meter.

purchase 300 American Meters with Sioux Center at the cost of $59,00 per meter ($17,700 total),)

Ordinance Rezoning Indigo Ridge from A-I to R-2 -1st Reading.Motion by Councilman
Peard,seconded by Councilman Lyon,have the clerk read the ordinance for the 1st time in title

Motion by Councilman Gruber,seconded by Councilwoman Heath,to put Ordioance No.2236
"AN ORDINANCE TO AMENDED CHAPTER 301,WAUKEEMUNIClPAL CODE,
ZONING ORDINANCE OF THE CITY OF WAUKEE,row A,BY RE-ZONING AND
CHANGING CERTAIN PROPERTY THEREIN FROM A-I (AGRICULTURAL DISTRICT)
TO R-3 (MULTI-FAMlL Y RESIDENTIAL)AND FROM A-I (AGRICULTURAL DISTRICT)
TO R-4 (ROW DWELLING AND CONDOMINIUM DWELLING DISTRICT)AND
AMENDING THE OFFICIAL ZONING MAP TO SHOW RE-ZONING"upon its final passage
and adoption.The Mayor asked for a roll call vote:Ayes:Gruber,Heath,Berger,Lyon,and
Peard.Nays:None.Motion carried 5 to o.Whereupon,the Mayor declared Ordioance No.

Ordinance No.2237 -Changing the Zoning of Property from A-I to R-5(R-2)-3rd
Reading.Motion by Councilman Gruber,seconded by Councilman Heath,to have the clerk read
the ordioance for the 3rd time in title only,The Mayor asked for a roll call vote:Ayes:Lyon,
Peard,Heath,Gruber,and Berger.Nays:None.Motion carried 5 to O.
Motion by Councilman Gruber,seconded by Councilwoman Heath,to put Ordinance No.2237
"AN ORDINANCE TO AMEND CHAPTER 301,WAUKEE MUNICIPAL CODE,ZONING
ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY RE-ZONlNG AND CHANGING
CERTAIN PROPERTY THEREIN FROM A-I (AGRICULTURAL DISTRICT)TO R-2 (ONE
AND TWO FAMILY RESIDENTIAL),AND R-5 (PUD)AND AMENDING THE OFFICIAL
ZONlNG MAP TO SHOW RE-ZONlNG"upon its final passage and adoption.The Mayor
asked for a roll call vote:Ayes:Gruber,Heath,Berger,Peard,and Lyon.Nays:None.Motion
carried 5 to o.Whereupon,the Mayor declared Ordinance No.2237 duly adopted and passed.
Hardy's Status Report On University Trunk Sewer.The Mayor addressed the remaining
items to be completed on the project's punch list.Regarding the damage to University Avenue,a
Hardy's representative stated that Hardy's will have crew in town to repair damage on
Wednesday,February 25,1998.
Repair of Damage Caused by Hardy's Constructiou ou Uuiversity Aveuue.Motion by
Councilman Gruber,seconded by Councilman Peard,to accept formal bids at the March 2,1998
Council meeting regarding the repair of University Ave damage caused by Hardy's and have the
cost of said repairs deducted from payments for Hardy's work on the University Ave Trunk
Sewer Project.The Mayor asked for a roll call vote:Ayes:Lyon,Peard,Heath,and Berger.
Nays:None.Motion carried 5 to o.
Resolution Authoring Publication of Notice for Public Hearing -Wastewater Facility
Improvements Bids -To Seek Bids for Waste Water Improvements.Motion by Councilman
Gruber,seconded by Councilman Lyon,to introduce Resolution to provide for a notice of
hearing on proposed plans,specifications,form of contract,and estimate of cost for the
wastewater treatment plant improvement project,and the taking of bids therefor,and move for its
adoption.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Heath,Berger,and Peard.
Nays:None.Motion carried 5 to o.
Ordinance Adopting 1994 Building Codes -1st Reading.Motion by Councilman
Heath,seconded by Councilman Peard,to have the clerk read the ordinance for the 1st time in
title only.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Peard,Heath,and Berger.
Nays:None.Motion carried 5 to O.
Approval of FYE 1998 &1999 Council Goals.Motion by Council Peard,and seconded by
Council Lyon,to receive,and adopt report prepared by Tim Shields,summarizing the City's Top
Goals,which are:Adopt and Implement a Multi-year Street Improvement and Maintenance Plan;
Adopt and Implement a Public Safety Facility Plan;Maintain Fiscal Stability;Develop,Adopt,and
Implement a Design Standard Policy;Develop and Adopt a City Facility Plan -Acquire Land;
Adopt Library Plan;Plan for Future Staff Needs;Update the City's Land Use Plan;Continue
Economic Development Efforts.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,
Peard,Heath,and Berger.Nays:None.Motion carried 5 to O.
Council agreed to set next goal setting session and review for September 28,1998.II

Approval of Time Line for Public Safety Building.Motion by Councilman )
Gruber,seconded by Councilwoman Heath,to meet on March 9,1998 to refine the scope ofthe
Public Safety Building,including proposed costs and financing.The Mayor asked for a roll call
vote:Ayes:Gruber,Lyon,Peard,Heath,and Berger.Nays:None.Motion carried 5 to O.
Dan McGowan,President of Waukee State Bank,spoke in favor of city/school cooperation on
new facilities.
Permission to Begin Hiring Process -Assistant to City Administrator/City Clerk.Motion by
Councilman Peard,seconded by Councilman Lyon,to allow Greg Fetterman fill the position on a
probationary basis until June 1,1998 at a rate of $7.50/hour.The Mayor asked for a roll call
vote:Ayes:Gruber,Lyon,Peard,Heath,and Berger.Nays:None ..Motion carried 5 to O.
Mayor's Report.On March 11th there will be a legislative update at Comfort Suites;Bill Peard
will be attending Council round table meeting;Chamber of Commerce sponsoring trip to
Washington,D.C.for $1,300 a person ...Council members invited to attend at their own expense;
February 4,met with Development Committee at Raccoon Valley Bank ...talked about new
Library;February 9th attended planning session;February 10 attended public meeting on Hwy 6
Project at Middle School;February 11 attended Mayor's meeting the Latin King;February 12
spoke with representatives from Casey's;February 13 attended and spoke at the Boy Scout Blue
and Gold Banquet;Attended joint School Board/City Council meeting;February 18 attended
Board of Supervisors Assessors Budget Hearing;February 19,attended Hwy 6 Project meeting at
Waukee State Bank;February 20,attended Lions Club 70th Anniversary Celebration at Waukee
High School.

Treasurers Report.Motion by Councilman Lyon,seconded by Councilman Peard,to approve
the Treasurer's Report.The Mayor asked for a voice vote.Motion carried.
Parks Report.Motion by Councilman Lyon,seconded by Councilman Peard,to approve the
Parks Report.The Mayor asked for a voice vote.Motion carried.
Library Report.Motion by Councilman Lyon,seconded by Councilman Gruber,to approve the
Library Report.The Mayor asked for a voice vote.Motion carried.
Attorney's Report.Motion by Councilman Lyon,seconded by Councilman Peard,to approve
the Attorney's report.The Mayor asked for a voice vote.Motion carried.
Council agreed to review City Attorney's compensation March 16,1998 Council meeting.
