Donald L.Bailey,Jr.
Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:
Nick Gruber,Marvin Berger,Robyn Heath,Bill Peard and Larry Lyon.Absent:None.
Open Forum.None.
Agenda Additions -Agenda Approval.Motion by Councilman Gruber,seconded by
Councilman Berger,to approve agenda as revised.The Mayor asked for a voice vote.Motion
carried.
Consent Agenda -A)2123/98 Council Minutes;B)Salary and Bill Presentation;Permission
for Staff Member to Attend Iowa Municipal Mauagemeut Institute March 25,26,and 27.
Motion by Councilman Gruber,seconded by Councilman Lyon,to approve the consent agenda.

put on record as being opposed to a convenience store being placed in the area rezoned as C-I.
Motion by Councilman Lyon,seconded by Councilman Berger,have the ordinance read for the

Motion by Councilman Gruber,seconded by Councilman Heath,to amend the comprehensive

ORDINANCE TO AMEND SECTION 201.23,WAUKEE MUNICIPAL CODE,BY ADDING
THERETO SUBSECTION "A"AS FOLLOWS TO ALLOW SIGNAGE INFORMING THE
PUBLIC OF MEANS OF ACCESS TO AREAS WITHIN THE CITY OF WAUKEE TO
WHICH NORMAL ACCESS HAS BEEN PROHIBITED DUE TO HIGHWAY

Acceptance of Insurance Bids.Motion by Councihnan Gruber,seconded Berger to accept the
ICAP Bid for annual premium of$39,519 from 4/1/98 to 4/1/99.The Mayor asked for a roll call
vote:Ayes:Gruber,Berger,Heath and Peard.Nays:Lyon.Motion carried 4 to 1.Whereupon,
the Mayor declared the ICAP bid accepted.
Ordinance No.2243 to Replace Current Building,Fire And Other Codes With Updated
Version -3'd Reading.Motion by Councilman Gruber,seconded by Councilman Peard,to have
the Clerk read the ordinance for the 3'd time in title only.The Mayor asked for a roll call vote:

Motion by Councihnan Heath,seconded by Councilman Gruber,to put Ordinance No.2243 "AN
ORDINANCE TO REPEAL CHAPTER 222 OF THE MUNICIPAL CODE OF THE CITY OF
WAUKEE,IOWA AND TO ADOPT BY REFERENCE A COMPLETE BUILDING CODE
REGULATING THE ERECTION,CONSTRUCTION,ENLARGEMENT,ALTERATION,
REP AIR,MOVING,REMOVAL,CONVERSION,DEMOLITION,OCCUPANCY,
EQUIPMENT,USE,HEIGHT,AREA AND MAINTENANCE OF BUILDINGS AND
STRUCTURES,INCLUDING INSTALLATION OF MOBILE,MANUFACTURED AND

Public Hearing -Receive and File Bids for the Construction of Wastewater Treatment
Facility.Motion by Councihnan Peard,seconded by Councilwoman Heath,to approve a
resolution to confirm plans,specifications,form of contract,and estimate of cost for the
wastewater treatment facility improvements project.The Mayor asked for a roll call vote:Ayes:
Gruber,Lyon,Peard,Heath,and Berger.Nays:None.Motion carried 5 to O.
Representative from Veenstra &Kimm gave a brief history of how cost were arrived at and what
was next for the wastewater treatment facility project.
Motion by Councilwoman Heath,seconded by Councilman Peard,to move for adjournment of the
public hearing on wastewater treatment facility until April 6,at 7:00 p.m.,at which time and place
the Council will meet to further consider such proposals.The Mayor asked for a roll call vote:

TCI Adjustment for Service Rates and Equipment and Installation Charges.Motion by I
Councilman Gruber,seconded by Councilman Peard,to have a TCI Representative appear at the )
April 6,1998 meeting to explain reasoning behind rate and service changes;poor service;lack of
channels;etc.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Peard,Heath,and
Berger.Nays:None.Motion carried 5 to O.
Permission to Seek Bids for Park Storage Shelter and Restrooms.Motion by Peard,
seconded by Lyon,to allow staff to proceed with obtaining bids on park storage shelter and
restrooms.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Peard,Heath,and Berger.
Nays:None.Motion carried 5 to O.
Mayor's Report.
The Mayor met and talked with staff member from City of West Des Moines before 3/16/98
Waukee City Council meeting.Discussion about cooperation on several issues concerning both
cities went very well.Mayor reported that the City of West Des Moines and it's staff had been
doing an excellent job and he looked forward to continued good relations between our two cities.
The Mayor informed the Council that State Rep.Ed Fallon has been invited to visit the City of
Waukee on 3/28/98,to talk about issues concerning land use and urban sprawl.
The Mayor recommended nominations be made in Waukee for All Star Community Award.
April 4,1998 the Mayor will be at the State Capital with the Governor and other mayors to
support fair housing.Mayor Bailey brought House bill 205 and Senate bill 209 to the attention of
the Council and recommended they withhold their support.The Mayor also recommended that
the Council meet on 3/23/98 to discuss the proposed Public Safety Building.

Planning and Zoning.Motion by Councilman Gruber,seconded by Councilman Lyon,to
approve the Planning and Zoning Committee report.The Mayor asked for a voice vote.Motion
carried.
Parks Report.Motion by Councilwoman Heath,seconded by Councilman Gruber,to approve
the Parks Committee report.The Mayor asked for a voice vote.Motion carried.
Treasurers Report.Motion by Councilman Lyon,seconded by Councilman Peard,to approve
