Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:
Nick Gruber,Marvin Berger,Robyn Heath,Bill Peard and Larry Lyon.Absent:None.
Open Forum.Councilman Bill Peard announced that Gov.Branstad will be attending the
Waukee 4th of July parade as the Grand Marshall for this event.
Mayor Donald L.Bailey,Jr.,read a proclamation,proclaiming June 1,1998,Stand for Children
Day 98.
STAND FOR CHILDREN DAY "98
WHEREAS,on June 1,1998,Americans from all backgrounds will come together in their
communities to take a Stand for Children and avow their community's commitment to improving
the quality of our children's lives and
WHEREAS,on "Waukee,Iowa's Stand For Children Day"and beyond,families,citizens,
members of religious congregations,schools,community-based organizations,businesses and
political and cultural groups will join together as a local and national community to recognize our
children's unmet needs and dedicate ourselves to addressing them,and )
)WHEREAS,caring for our children must be our families',community's,and nation's first priority;
and
WHEREAS,this commitment must begin at the local level,where children and families live and
work and have the potential to thrive,and where all citizens,working together can make a
difference in our children's lives.
NOW,therefore,I,Mayor Donald Lee Bailey,Jr.,Mayor of Waukee,Iowa,do hereby proclaim
June I as STAND FOR CHILDREN DAY in Waukee and urge all citizens to support this day by
partaking in local activities and by dedicating ourselves to the task of improving the quality of life
for all children from this day forward.
Councilwoman Heath expressed gratitude to Waukee Fire Department for quick response to
recent severe weather conditions.

Acceptance of Bids -Five-way Stop.Motion by Councilman Lyon,seconded by Councilman
Peard,to allow Van Hauen &Associates to proceed with work at the five-way stop for an
amount not to exceed $24,999.99,with the City bringing in dirt and seeding as required.The
Mayor asked for a roll call vote:Ayes:Lyon,Peard,Gruber,Heath and Berger.Nays:None.

Ordinance No.2248 Rezoning of Dakovich (Southfork Woods)Property from A-I to R-I -
2nd &3rd Reading.Motion by Councilman Berger,seconded by Councilman Gruber,to have
the Clerk read the ordinance for the 2nd time in title only.The Mayor asked for a roll call vote:
Ayes:Berger,Gruber,Heath,Peard and Lyon.Nays:None.Motion carried 5 to o.

AN ORDINANCE TO AMEND CHAPTER 301,WAUKEEMUNlCIPAL CODE,)
ZONING ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY RE-ZONING AND
CHANGING CERTAIN PROPERTY THEREIN FROM A-I (AGRICULTURAL DISTRICT)
TO R-I (ONE FAMILY RESIDENTIAL DISTRICT)AND AMENDING THE OFFICIAL
ZONING MAP TO SHOW RE-ZONING.
BE IT ORDAINED by the Council of the City of Waukee:
Section I.Section 301.4 of Chapter 30 I,Waukee Municipal Code,Zoning Ordinance
of the City,adopting the Official Zoning Map,is hereby amended by changing the
described Parcel from A-I (Agricultural District)to R-l (One Family Residential
District);and that the Official Zoning Map be made to reflect such amendment:
The Northeast Quarter of the Southwest Quarter of Section 36,Township 79 North,
Range 26 West of the 5th P.M.,Waukee,Dallas County,Iowa,except the South 366 feet thereof,
more particularly described as follows:
Beginning at the Northeast Corner of the Southeast Quarter of Section 36,Township 79
North,Range 26 West of the 5th P.M.,Waukee,Dallas County,Iowa;thence SOOo-OO'-OO"W,
along the East Line of the Southeast 1/4 of said Section 36,a distance of 951.41 feet;thence )
S890-46'-33 "W,a distance of 1323.65 feet,to a point on the East Line of Lot 23,Southfork Plat I
No.1,an Official Plat,Waukee,Dallas County,Iowa,and to a point on the West Line of the J
Northeast 1/4 of the Southeast 1/4 of said Section 36;thence NOOo-12'-44"E,along the East

The publication of Ordinance No.2248 rezoning the property known as Southfork Woods,
located on the far east end and adjacent to l42nd Street in the City of Waukee makes said
ordinance legal and binding.Complete copies of Ordinance no.2248 and zoning maps showing
the location of said property are available at Waukee City Hall.
Approval of Preliminary Plat for Southfork Woods.Motion by Councilman Gruber,seconded by
Councilman Lyon,to approve the preliminary plat for Southfork Woods,reserving the right to
review plans for sidewalks at the time of final plat approval.The Mayor asked for a roll call vote:
Ayes:Gruber,Lyon,Berger,Heath and Peard.Nays:None.Motion carried 5 to O,
Authorizing the Removal of the Wooden Playground Equipment at Centennial Park Issue tabled
r:until the June 15,1998 City Council meeting.
Approval of Centennial Park Restroom Bids.Motion by Councilwomao Heath,seconded by
Councilmao Peard,to accept bid from Wilkening Plumbing for an amount not to exceed
$11,741.00 with stainless steel fixtures.The Mayor asked for a roll call vote:Ayes:Heath,Peard,
Lyon,Berger,and Gruber.Nays:None.Motion carried 5 to O.
Motion by Councilmao Gruber,seconded by Councilman Peard,to have staff spend up to an
additional $8,259.00 for repairs to the interior and exterior of the park facilities,to include such
cosmetic,structural and utility work as is required.The Mayor asked for a roll call vote:Ayes:
Gruber,Peard,Berger,Heath and Lyon.Nays:None.Motion carried 5 to O.
Permission to Fill Water Superintendent Vacancy -New Position.Motion by Councilmao
Lyon,seconded by Councilman Peard,to allow the City Administrator to seek applicaots for the
new position of Water Superintendent,until July 15,1998 at Labor Grade 5,Step 1.The Mayor
asked for a roll call vote:Ayes:Lyon,Peard,Berger,Heath and Gruber.Nays:None.Motion
carried 5 to O.
Procedures for Financing of Public Safety Building.Motion by Councilmao Berger,seconded
by Councilmao Gruber,to have RUllOSecurities help the City proceed with the preparation of the
legal paperwork necessary to begin financing for the new Public Safety Building.The Mayor
asked for a roll call vote:Ayes:Berger,Gruber,Heath,Peard.Nays:Lyon.Motion carried 4 to
1.
Mayor's Report.The Mayor expressed his thanks to Robyn Heath for all of her efforts on the
Public Safety building project,he also thanked the citizens of Waukee for their support.Mayor
mentioned several streets and locations that need staffs attention including N.Sixth,4th &
Northview,3rd &Northview;Mayor to attend meetings for the 4 th of July parade;and he
reminded Council of work session June 8,1998;John Gibson,new Public Works Director,Leland
Perkins,new Street Superintendent;Mayor and Council have received invitation to legislative
luncheon.
Motion by Councilman Gruber,seconded by Councilwoman Heath,to accept the Mayor's Report.
The Mayor asked for a voice vote.Motion carried 5 to O.
Planning and Zoning Committee Report.Motion by Councilman Lyon,seconded by
Councilwoman Heath,to accept the Planning and Zoning Committee Report.The Mayor asked
for a voice vote.Motion carried 5 to O.
Parks Committee Report.Motion by Councilmao Gruber,seconded by Councilwoman Heath,
to accept the Parks Committee Report.The Mayor asked for a voice vote.Motion carried 5 to
O.
Attorney's Report.Motion by Councilman Gruber,seconded by Councilmao Berger,to accept
the Attorney's Report.The Mayor asked for a voice vote.Motion carried 5 to O.
Permission to Hire City Clerk.Motion by Councilman Gruber,seconded by Councilman ')
Berger,to enter into closed session at 9:05 p.m,pursuant to section 21.5.1,to evaluate the I
professional competency of an individual whose appointment,hiring,performance or discharge is )
being considered when necessary to prevent needless and irreparable injury to that individual's
reputation and that individual requests a closed session.The Mayor asked for a roll call vote:
Ayes:Berger,Gruber,Heath,Peard and Lyon.Nays:None.Motion carried 5 to O.

Motion by Councilman Peard,seconded by Councilman Lyon,to approve the Administrator's
recommendation for Greg Fetterman to fill the position of City Clerk,with the first 6 months of
employment to be a probationary period.The Mayor asked for a roll call vote:Ayes:Peard,
Lyon,Berger,and Gruber.Nays:Heath.Motion carried 4 to 1.
