Bailey,Jr. (, ) ) Roll Call.The Mayor asked for a roll call vote and the following Council Members were present: Nick Gruber,Marvin Berger,Robyn Heath,Bill Peard and Larry Lyon.Absent:None. Open Forum.Joe Schmidt,2806 W.Ave.,spoke with Council about Douglas Ave.;Terry Gibson informed Council that the Waukee First Responders have received a $4,000 donation from area businesses.The First Responders also presented the city with a check to pay back the remainder of a loan,provided for the purchase of the Jaws. Agenda Additions -Agenda Approval.Motion by Councilman Gruber,seconded by Councilman Berger,to approve the agenda as amended,by deleting #21 Resolution setting a date for public hearing -borrowing funds lagoon improvement.The Mayor asked for a voice vote. Consideration of Options to Build Future Gas Capacity.Motion by Councilman Peard, seconded by Councilman Lyon,to allow staff to approach Mid-America,US Energy and all possible parties to obtain such information as maybe useful in providing options for expanding the capacity of the gas lines fueling the city.The Mayor asked for a roll call vote:Ayes:Peard,Lyon, Heath,Berger,and Gruber.Nays:None.Motion carried 5 to O. Approval of Raises for City Employees.Motion by Councilwoman Heath,seconded by Councilman Peard,Resolution No.98-33 approving the wage scale for Waukee city employees, adjusting the start steps,keeping the various step increase at the current percentages retroactive to July 1,1998 and allowing for merit pay increases for the police department to be presented at the next council meeting.The Mayor asked for a roll call vote:Ayes:Heath,Peard,Lyon,Berger, and Gruber.Nays:None.Motion carried 5 to O.C\Approval of Raises for City Employees.Motion by Councilwoman Heath,seconded by Councilman Lyon,Resolution No.98-34 approving a 7%wage increase for the City Administrator retroactive to July 1,1998.Mayor asked for a roll call vote:Ayes:Heath,Lyon, Gruber,Berger and Peard.Nays:None.Motion carried 5 to O. Paving of Alley Behind U.S.Post Office.Motion by Councilman Lyon,seconded by Councilman Peard,to have staff approach all concerned parties about having the alley behind the U.S.Post Office paved.The Mayor asked for a roll call vote:Ayes:Lyon,Peard,Heath,Berger, and Gruber.Nays:None.Motion carried 5 to O. MINUTES OF MEETING TO APPROVE CONTRACT AND BOND The City Council of the City of Waukee,Iowa,met at the City Hall,in Waukee,Iowa,at 7:00 o'clock p.m.,on July 20,1998,pursuant to the rules of the Council.The meeting was called to order by the Mayor and the roll being called,there were present the following named Council Members: Present:Gruber,Berger.Bailey.Heath,Peard Lyon Absent:None.\JAfterdueconsiderationanddiscussion,Council Member Gruber introduced and moved the adoption of the resolution next hereinafter set out,the same being a resolution approving executed contract and performance and/or payment bonds for the Eastern Area Pump Station Project.The motion was seconded by Council Member Lyon and passed with record vote as follows: Ayes:Gruber Lyon,Peard Berger,Heath Nays:None. Thereupon,the Resolution No.98-35 approving contract and performance and/or payment bonds for the Eastern Area Pump Station Project was declared adopted. Approval of Construction Plans -Southfork Woods.Motion by Councilman Lyon,seconded by Councilman Gruber,to approve the construction plans subject to sight distance review for the intersection of Timberline Dr.and 142nd St.The Mayor asked for a roll call vote:Ayes:Lyon, Gruber,Peard,Berger.Nays:Heath.Motion carried 4 to 1. Approval of Purchase Agreement -Southfork Woods Pumping Station.Motion by Councilman Lyon,seconded by Councilwoman Heath,to approve of acceptance and purchase agreement for Southfork Woods.The Mayor asked for a roll call vote:Ayes:Lyon,Heath, Gruber,Berger and Peard.Nays:None.Motion carried 5 to o. Supplement to "28E Agreement"with Dallas County for Routine Maintenance of Certain Gravel and Paved Roads.Motion by Councilman Gruber,seconded by Councilwoman Heath, to accept proposed 28E Agreement for the repair of culverts on R-22 and construction of the western half of V Avenue south of University Ave.The Mayor asked for a roll call vote:Ayes: Gruber,Heath,Peard,Berger,and Gruber.Nays:None.Motion carried 5 to O. Approval of Purchase of Ground -Public Safety Building.Motion by Councilman Gruber, seconded by Councilman Berger,to approve of the offer to buy and acceptance of land known as Lot 55 on the preliminary plat of the proposed Park View Crossing Subdivision for a purchase price of$150,000.The Mayor asked for a roll call vote:Ayes:Gruber,Berger,Heath,Peard,and Lyon.Nays:None.Motion carried 5 to o. Approval Preliminary Plat -Booth Property.Motion by Councilman Gruber,seconded by Councilwoman Heath,to approve the preliminary plat for the Booth property.The Mayor asked for a roll call vote:Ayes:Gruber,Heath,Berger,Peard and Lyon.Nays:None.Motion carried 5 to O. Westgate Plat 2.Motion by Councilman Berger,seconded by Councilwoman Heath,to pass Resolution No.98-36 accepting the underground utilities (water/sewer/gas)and public streets in Westgate Plat 2.The Mayor asked for a roll call vote:Ayes:Berger,Heath,Gruber,Peard,and Lyon.Nays:None.Motion carried 5 to o. Preliminary Review -Water System Analysis.Update and information provided for Council. Permission to Pnrchase Used One Ton Pick-Up (Gas Department).Motion by Councilman r, Lyon,seconded by Councilman Peard,to purchase 1995 Chevy Pick-up Truck (Model K-3500)) from Bob Brown Chevrolet for an amount not to exceed $17,575.The Mayor asked for a roll call ) vote:Ayes:Lyon,Peard,Heath,Berger,and Gruber.Nays:None.Motion carried 5 to O. Permission to Seek Bids -Public Works Vehicles.Motion by Councilman Lyon,seconded by Councilman Peard,granting permission to seek bids for:1)Public Works Pick-up Truck 2-wheel drive with option for 4 wheel drive.2)Sewer Department Pick-up 4x4 with option for extended cab.The Mayor asked for a roll call vote:Ayes:Lyon,Peard,Gruber,Berger and Heath.Nays: None.Motion carried 5 to O. Agreement for Construction Inspection Services -Eastern Pnmp Station.Motion by Councilman Lyon,seconded by Councilman Peard,to accept agreement with Veenstra and Kimm for construction inspection services for the Eastern Area Pumping Station,with inspection services not to exceed $16,000.The Mayor asked for a roll call vote:Ayes:Lyon,Peard,Heath, Berger,and Gruber.Nays:None.Motion carried 5 to O. Reqnest to Obtain Sewer.Easement,Motion by Councilman Gruber,seconded by Councilman Peard,to grant request to obtain sewer easement.The Mayor asked for a roll call vote:Ayes: None.Nays:Gruber,Peard,Berger,Heath,Lyon.Motion carried 0 to 5.
