Open Forum.John Wilson,160 3rd St.,concerned by the lack of parking along 3rd Street;Jay Oxenford,MWMH Lot 866,concerned about the lack of sidewalks along Ashworth and University;Julia Slaybaugh,15 Bel-Aire Dr.,asked about the time frame for the repair of'Bel-Aire Drive. Ordinance No.2250 Decreasing Water Rates.Councihnan Gruber introduced an Ordinance to decrease the water rates.Motion by Councilman Berger,seconded by Councilman Lyon,to waive the 1st and 2nd reading of have an ordinance to amend chapter 203 of the Waukee Municipal Code,Water rates,by lowering the rate from $6.40/1000 gallons to $5.75/1000 gallons.The Mayor asked for a roll call vote:Ayes:Lyon,Berger,Gruber.Nays:None.Motion carried 3 to O. Motion by Councihnan Gruber,seconded by Councilman Lyon,to have the City Clerk read an ordinance to amend chapter 203 of the Waukee Municipal Code,Water rates,by lowering the rate from $6.4011000 gallons to $5.9511000 gallons,for the 3rd time in title only and place Ordinance No,2250 on final passage.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon, Berger.Nays:None,Motion carried 3 to O. ORDINANCE NO.2250 AN ORDINANCE TO AMEND CHAPTER 203 OF THE WAUKEE MUNICIPAL CODE, WATER RATES,BY LOWERING THE RATE FROM $6.40/1000 GALLONS TO $5.90/1000 GALLONS BE IT ORDAINED by the Council of the City of Waukee: Section 1.Section's 203.2 of Chapter 203,Waukee Municipal Code,is hereby deleted) in its entirety,and the following is placed in lieu thereof:) ) 1.Section 203.2 Water Rates.Water shall be furnished at the following monthly rates per meter within the city limits: A minimum monthly bill of $7.95 shall be charged for zero to 1,000 gallons of metered water usage per month. Water usage in excess of the minimum (1,000 gallons)will be charged at arate of$5.90 per 1,000 gallons per month. All users outside city limits of Waukee will be charged $12.00 for zero to 1,000 gallons of metered water usage per month,and $8.63 per 1,000 gallons per month in excess of the first 1,000 gallons. Water will not be furnished outside the limits of Waukee without consent of Des Moines Water Works. Mayor's Report.Mayor mentioned that most of the work has been complete on the restrooms at Centennial Park,the contractor is awaiting deliver of a new water fountain to complete the project;Rail Road crossing on University Ave.being looked into;Mayor read a letter from Barbara E.Bouley,Manager of Public Policy for US West Communications,stating that the call volume to Altoona,Ankeny,Dallas Center,Earlham,Granger,Indianola,Norwalk,Panora,Van Meter,Winterset and Woodward was insufficient (according to US West)to justify expanding local calling area to include the afore mentioned cities. Library Report.Councilman Marvin Berger provided the Council with brief report to supplement written report provided. Utility Committee Report.Councilman Nick Gruber,provided the Council with a summary of the Utilities Committee's recent and on going work. Park's Report.Mayor Don Bailey provide update. Planning &Zoning Report.Councilman Larry Lyon provide a brief summation of Planning & Zoning to supplement the written report provided to the Council. Attorney's Report.City Attorney,Paul Rusher provided information on the possibility of28E agreements that may be to the benefit to the City;and answered hypothetical question concerning the liability of City.
