Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:
Marvin Berger,Nick Gruber,Don Bailey,Robyn Heath,Bill Peard,Larry Lyon.Absent:None.
Open Forum.JeffVens,540 Southfork Dr.,Asked for Council approval of September 20,1998
parade to be held in Southfork.The individual Council members informed Mr.Vens that the
parade had their unanimous support,and did not require an official voice vote.
Jay Oxenford,MWMH Lot 866,Asked City Council to require sidewalks to be installed along the
School properties abutting Ashworth and University.Mr.Oxenford expressed serious concern
about the safety of students and others walking to and from the High School,Middle School and
Sporting events.
Lisa Forret,475 Waukee Ave.,Expressed her desire to have the Council consider placing a stop
sign at the pedestrian crossing between the High School and Middle School on Ashworth.
Agenda Additions -Agenda Approval.Motion by Councilman Peard,seconded by
Councilman Lyon,to approve the agenda as amended.Item #13 Permission to seek bids for
public safety building moved to item #5G.The Mayor asked for a roll call to approve the agenda:

Public Hearing -Amendment FY Ending 1999 Budget.Motion by Councilman Gruber,

increasing the expenditures in the Community Protection Program by $100,000 -proceeds to
come from the sale of bonds,such an amendment being made to purchase a warning siren system.

AN ORDINANCE TO AMEND CHAPTER 301,WAUKEE MUNICIPAL
CODE,ZONING ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY
AMENDING SECTION 301.22,"M-l"LIGHT INDUSTRIAL DISTRICT,TO
ADD METAL FABRICATORS MEETING CERTAIN RESTRICTIONS TO
THE PERMITTED USES IN M-l DISTRICTS.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301.22 A of Chapter 301,Waukee Municipal Code,Zoning
Ordinance of the city,is hereby amended by adding Section 11 which shall read as follows:
301.22 A "Light Metal Fabrication Facility"-fabrication of metal using modern
technology,such as lasers and computer numerically controlled
equipment,and in which there is no heavy type of processing such as
punch presses,stamping,shearing,casting,forging,01'iron workers.
Within 30 feet ofthe structure containing such facility,noise shall not,
at any time,exceed 65 decibels.

Survey existing Utilities that will be affected by Higbway-6,2)Preparing plans and specifications for
relocating or extending utilities as necessary,3)Review installation during construction,and 4)
Preparing an application and agreement for use of Highway ROW for Utilities and file with the Iowa

ESTABLISHING PROCEDURES FOR THE DEVELOPMENT,SUBMISSION AND APPROVAL
OF A SITE PLAN;FOR THE SUBMISSION OF SUCH SITE PLAN TO THE PLANNING AND

Conditional Grant of Waiver of Plat Approval for Hunter Hills Plat 1.Motion by Councilman
Lyon,seconded by Councilwoman Heath,to waive city subdivision requirements subject to
developers compliance with the following city concerns:1)the right of way for the private street
would be widened to 60',2)the bulb of the cul-de-sac would be increased to a radius of 60',
3)an overland flowage easement would be established according to city engineer's

Planning &Zoning Report.Council Member Robyn Heath gave a brief summary of matters
currently before the Planning and Zoning Commission.
Attorney's Report.City Attorney Paul Huscher spoke briefly about having worked well with the
City Administrator.
