Bailey,Jr.
Roll Call.The Mayor asked for a roll call vote and the following Council Members were present:Nick
Gruber,Marvin Berger,Mayor Don Bailey,Robyn Heath,Bill Peard,Larry Lyon.Absent:None.
Open Forum.Jay Oxenford,866 MWMH Court,voiced his concern that the Waukee Public Schools have
failed to provide sidewalks along Ashworth Drive in a timely manner and as such have placed the safety of
children ask risk.
Agenda Additions -Agenda Approval.Motion by Councilman Peard,second by Councilman Lyon,to
approve agenda,by amending to add "6B.Discussion on the Placement of Sidewalks along Ashworth
Drive."TIle Mayor asked for a roll call vote:Ayes:Peard,Lyon,Grnber,Berger,Heath.Nays:None.
Motion carried 5 to O.
Consent Agenda.Motion by Councilman Berger,second by Councilman Gmber,to approve the consent

Highway 6 Update.Update on progress of Highway 6 given by mOT officials.
Placement of Sidewalks Along Ashworth Drive in Front of High School and Middle School.Motion by
Councilman Peard,second by Councilwoman Heath,to have a certified letter drafted by the City Attorney ill
regards to sidewalk placement along school property and to have Mayor Bailey speak with Dr.Stalker about
the concerns of the City Council,The Mayor asked for a roll call vote:Ayes:Peard,Heath,Berger,Gruber,
Lyon.Nays:None.Motion carried 5 to O.
Motion by Councilman Peard,second by Councilwoman Heath,to withdraw motion to have a certified letter
drafted by the City Attorney in regards to sidewalk placement along school property and to have Mayor
Bailey speak with Dr.Stalker about the concerns of the City Council.The Mayor asked for a roll call vote:
Ayes:Peard,Heath,Berger,Gruber,Lyon.Nays:None.Motion carried 5 to O.
Motion by Councilman Peard,second by Councilwoman Heath,to have Mayor Bailey speak with Dr.
Stalker about the concerns of the City Council and request the Waukee Public Schools to provide letter
statiog intent to comply with the City's Standard Specifications when constructing sidewalk along Ashworth
Drive,additionally consideration will be given by the City Council at the December 21,1999 Council
meeting.The Mayor asked for a roll call vote:Ayes:Peard,Heath,Berger,Gruber,Lyon.Nays:None.
Motion carried 5 to O.
Acceptance of Bid for 1999 Patrol Car.Motion by Councilman Gruber,second by Councilman Lyon,to
accept bid from Dewey Ford for a 1999 Crown Victoria in an amount not to exceed $19,916.35.The Mayor
asked for a roll call vote:Ayes:Gruber,Lyon,Peard Heath,Berger.Nays:None.Motion carried 5 to O.
Discussion of Assessment Letters.No motion made.
Consider Setting Date to Meet With Butterfield Management Consultation Services.Motion by
Councilman Gruber,second by Councilwoman Heath,to schedule a goal setting meeting for 6:00 p.m.on
January 11,1999 with Butterfield Consulting.This meeting is to be held at City Hall.The Mayor asked for a
roll call vote:Ayes:Gruber,Berger,Heath,Peard,Lyon.Nays:None.Motion carried 5 to O.
Consider Approval of Mid American Service Contract.Motion by Councilman Lyon,second by
Councilwoman Heath,to approve a service contract with MidAmerica.The Mayor asked for a roll call vote:
Ayes:None.Nays:Lyon,Heath,Peard,Berger,Gruber.Motion failed 0 to 5.
Permission to Place No Parking Signs in Mining Camp.Motion by Councilman Gruber,second by
Councilman Lyon,to have staff place no parking signs on the west side of Alice's Road in front of the old
mining camp.11,e Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Berger,Heath,Peard.Nays:None.
Motion carried 5 to O.
Ordinance Eliminating Fees for Property Maintenance Abatement Orders.Motion by Councilman
Gruber,second by Councilman Lyon,to have the City Clerk read the ordioance for the second time in title
only.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Berger,Heath,Peard.Nays:None.Motion
carried 5 to O.
Request for Variance to Subdivision Requirements Indigo Ridge Plat 1.No motion made.
Mayor's Report.11,e Mayor received a complaint about parking in no parking zone along Ist Street;TCI is
not attending promptly to exposed/downed wires;Waukee Police Department holding armual Christmas
Drive;IPERS information available for elected officials;Filling of street cracks addressed by John Gibson;
Mayor to attend Urban snmmit in Des Moines;Jeff Heemstra named citizen representative for Budget
Committee;Mayor meet with Linda Schaut,Dallas County Development,Inc.;Development Committee to
be meeting with Chamber of Commerce and jointly coordinating development efforts;Mayor attended Make
a Wish Foundation Christmas Lighting at Water Works Park and encouraged support of the organization;
Waukee Jaycees efforts at the Oklahoma City Bombing Memorial recognized in organizations official
magazine;Development Board to address Urbandale Annexation December lOth;City of Clive to hold
Open House at new Clive City Hall.
Administrator's Report.Bob Hays addressed issues concerning budget preparation.
Utility Board Report.John Gibson,Public Works Director gave brief sunuuary of discussions relating to
fee structuring.
Park's Board Report.Councilman Bill Peard gave brief report and praised the worked done by Brandon
Scheel.Brandon recently completed construction of an entrance sigu at Centennial Park.
Attorney's Report.City Attorney Paul Huscher gave status report on current legal issues.
