)Roll Call.The Mayor Pro-tern Heath asked for a roll call vote and the following Council
Members were present:Nick Gruber,Marvin Berger,Robyn Heath,Bill Peard,and Larry
Lyon.Absent:Mayor Don Bailey,Jr.
Open Forum.Dale Hilgenberg,Waukee Jaycee,spoke to the Council regarding the
closing of the triangle for the annual street dance on July 17,1999 and apply for a beer
permit.Mayor Pro-tern Heath requested this item be put on the February 15th agenda.
Agenda Additions -Agenda Approval.Motion by Councilman Lyon,second by
Councilman Gruber,to approve the agenda with the deletion of items #9,#19  and
to change item #16 to item #9A.The Mayor Pro-tern asked for a roll call vote:Ayes:
Lyon,Gruber,Berger,Heath,and Peard.Nays:None.Motion carried 5 to O.
Consent Agenda,Motion by Councilman Peard,second by Councilman Lyon,to

U.S.West Update on Installation of Additional Phone Lines to Handle Rapid
Growth.A representative from U.S.West addressed the City Council regarding the
telecommunications concerns effecting the City of Waukee.
Resolution No.99-05 Declaring Need for Housing Authority.Jill Dickerson,Central
Iowa Regional Housing Authority,addressed the Council declaring the need for a
housing authority in the City of Waukee.
Motion by Councilman Peard,second by Councilman Lyon,to approve "RESOLUTION
NO.99-05 DECLARING THE NEED FOR A HOUSING AUTHORITY IN THE CITY
OF WAUKEE,IOWA."The Mayor Pro-tern asked for a roll call vote:Ayes:Peard,
Lyon,Berger,Gruber,and Heath.Nays:None.Motion carried 5 to O.
Resolution No.99-06 Entering the City of Waukee into a 28E Agreement with
Central Iowa Regional Housing Authority.Motion by Councilman Gruber,second by
Councilman Peard,to pass "A RESOLUTION APPROVING AND AUTHORIZING
THE EXECUTION OF A CERTAIN IOINT EXERCISE OF POWERS AGREEMENT
FOR THE PURPOSE OF CREATING A REGIONAL HOUSING AUTHORITY."The

Place -a Subdivision of the City of Waukee,in Dallas County,Iowa.The Mayor Pro-

None.Motion carried 5 to O.
Street Light Proposals -Boone Street and Ashworth Drive.Table and send back to
the Administrator for budget.
Discussion and Consideration of City Hall Space Needs.Table until the February 22nd
meeting.Motion by Councilman Peard,second by Councilwoman Heath,to table until
the February 22nd Council Meeting.The Mayor Pro-tern asked for a roll call vote:Ayes:
Peard,Heath,Berger,and Gruber.Nays:Lyon.Motion carried 4 to 1.
Resolution No.99-10 Pay Application No.2 -Public Safety Building.Motion by
Councilman Berger,second by Councilman Gruber,to approve Resolution No.99-10,
entitled "RESOLUTION APPROVING PARTIAL PAY ESTIMATE NO.2 FOR THE
PUBLIC SAFETY BUILDING."The Mayor Pro-tern asked for a roll call vote:Ayes:

Resolntion No.99-11 Partial Pay Estimate No.2 -Eastern Area Pump Station.

Planning and Zoning Report.Councilman Gruber complimented Larry Ryan,Code
Compliance Officer,for all the hard work and organization he has done to improve the
Planning and Zoning Commission meetings.
Councilman Gruber gave the Planing and Zoning Report.
Parks Report.No report.
Attorney's Report.Paul Huscher,City Attorney,updated the Council on the status of
the Code Update.The Supreme Court hearing is set for February 8th
Adjournment.Motion to adjourn by Councilman Berger,second by Councilman Peard
