Donald L.Bailey,Jr.
Roll Call.A roll call vote was taken and the following Council Members were present:
Nick Gruber,Marvin Berger,Robyn Heath,and Bill Peard.Absent:Larry Lyon.
Setting May 24,1999 as date for a public hearing for FY 1998-1999 Budget
Amendment.Charlene Wilson,City Treasurer,explained the budget amendment to the
Mayor and CounciL
Motion by Councilman Berger,seconded by Councilwoman Heath,to set May 24,1999
for a Public Hearing for FY1998-1999 Budget Amendment.The Mayor asked for a roll
call vote:Ayes:Berger,Heath,Peard,Gruber.Motion carried 4 to O.
Mark Arentsen explained the work sheet for the Council work session and introduced
Joshua Smith the new City Hall Intern to the Mayor and CounciL
Work Session -The Mayor and City Council will be discussing items of concern and
prioritizing issues for future action.
Suggested Work Areas Include:
a)Water Distribution-
Long Term:
Raise the water tower -2000-2001.The old tower will then be demolished.
Water main upsizing.
General maintenance hydrant flushing,etc.
Continue to loop the system.

Short Term:
During sunnner break for the school the city will start a valve replacement program.
b)Wastewater Treatrnent-
Long Term:
Old Lagoon System -removal of clarifier ponds.
Televising and cleaning of the system.
Updating -currently is no plans set.
Short Term:
Set June 1st to have the Council Members tour the wastewater treatment plant.
•c)Gas Distribution-
Long Term:
MidAmerican interconnects -will approach MidAmerican next week and report to
the Mayor and City CounciL 1)
Short Term:
Rate Study currently being worked on.
Add I Gas Person.
Financial review of profits
d)Streets/Sidewalks/Storm Sewer-
Long Term:
Short Term:
Sidewalk Inspection Program.
Boone Drive -installation of sidewalks.
Survey the whole town for sidewalk installation and repair.
Street Lights -
Long Term:
Boone Drive and University Avenue -$3,400.
Short Term:
Bonding Capacity &Reserves.
e)Parks/Open Space -
Long Term:
Short Term:
Architect planner for the parkland dedication and put in the comprehensive plan.
Trail system.
f)Staffing-
Long Term:
Training of Staff.
Short Term:
Hire for the Building Inspector position.
Assignment of responsibilities.
Hire -Econ Development Director.
Add I Gas Personnel -July I.
Hire -Engineer -review the duties and costs paid to V &K.
Employee evaluations.
g)Land use Planning -
Long Term:
Short Term:
Preparation of Comp plan.
Short Term:
Work Session -City Council and School Board at least twice per year.

Library immediate needs.2.6million bond issue March 2000.$4,800.00 for the land
before July 15th.Possibly loan $60,000 to carry them through the summer.Possibly
barrow from the gas fund to help the library and after city hall moves sell the current
building and pay the gas fund back.
Econ Development
Hire Econ Dev Director.How to finance.
Records Organization.
Short Term-
Start immediately.
John Gibson -Due to the growth,Public Works has only one air compressor.John
has found another compressor for $3,500 (needs a decision from the Council),
Adjourn.Motion by Councilman Peard,seconded by Councilman Gruber,to
adjourn the meeting at 8:47 p.m.The Mayor asked for a voice vote.Motion carried 4
to O.
