Bailey,Jr.
Roll Call.Mayor Bailey asked for a roll call vote and the following Council members
were present:Nick Gruber,Marvin Berger,Bill Peard,and Larry Lyon.Absent:Robyn
Heath.
Open Forum.The Mayor presented the Waukee High School Soccer Team with a
proclamation dedicating June 5th to II th as Waukee Soccer Week.
WAUKEE SOCCER WEEK
JUNE 5 -11,1999
WHEREAS,the citizens of Waukee have supported Soccer as our most popular sport,
WHEREAS,soccer has been a positive influence in the life's of our young citizens,
WHEREAS,this SPOlt can be played by the youngest of members of our community,
WHEREAS,our community volunteers have dedicated many hours coaching and
working with the Waukee soccer program,
WHEREAS,Greg Schieffer,who graduated and played soccer at Waukee High School is
the coach ofthe 1999 State Soccer Champions,
WHEREAS,our High School Team is a role model for all ofthe youth in Waukee,
WHEREAS,our 1999 Waukee High School Soccer Team has won the State Soccer Title
in Iowa,
WHEREAS,our soccer team has been the best ambassadors a community could have,
I,Donald Lee Bailey,Jr.,Mayor,City of Waukee,hereby proclaim June 5th through June
11,1999 as Soccer Week in Waukee in recognition of the Waukee State High School
Soccer Champions.
Michelle Wearmouth -225 6th Street-water drainage problem put on the agenda for the
June 21 st meeting.
Dale Hilgenberg -Waukee Jaycees -the Parks Board asked the Jaycees to serve beer on
Saturday,July 3rd as part of the 4th of July celebration.The Jaycees are asking the
Council for approval for a beer permit and for money compensation if this event would
lose money.

Addressing of Citizen Concerns Relating to Street Improvements.Mikelis Briedis,
Veenstra &Kimm,addressed the concerns relating to the street improvements.The sod
is guaranteed for I year and the concrete is guaranteed for 2 years.
14225 University Site Plan Approval (Munn Property).The site plan for 14225
University (Munn Property)was presented to the Planning and Zoning Commission at the
May 25,1999 meeting.Larry Hague with EDS present the site plan and stated that there
would be eight units with 2,000 to 3,000 square feet.Mr.Hague indicated that they
would comply with all of the Engineers and P &Z Commissions recommendations.
The Planning &Zoning Commission approved the site plan 5 to 0 provided the following
recommendations from the City Engineers are met:
1.A 25 foot landscaped corridor or a buffer wall 6 feet.It is also suggested
that fence be provided in addition to the landscaping along the northwest
corner of the site (to the north and west)to shield the parking area from
the adjoining residential lots.The fence and plantings should be provided
to shield residences from headlights.
2.Silt fence should be provided along the north and east property lines and
check fences provided within the ditch of University Avenue.
3.The plan should include verification of carrying capacity of drainage
swales downstream beyond the northeast and the southeast corners of the
site.
4.The developer should widen the taper at the entrance to match up with the
future widening of University Avenue.The additional pavement would
allow for left and right turns egress traffic.Future University Avenue will
potentially include four 12-foot travel lanes,a center 16-foot continuous
left turn lane,and curbs for 65 feet total width.
5.V &K concur with the proposed City Monument locations.As designed,
it will not interfere with sight requirements of drivers using the entrance.
However,if the grassed parking between future back of curb and the
sidewalk is limited to a 10%grade,the monument pad should be set at
elevation 957.5.
Larry Hague spoke briefly regarding the building project at 14225 University.Mr.Ron
Olson asked that a 4-foot berm with evergreen trees be constructed on the northwest side
of the property instead of a 6ft fence.There will be a 6ft fence placed on the north
property line.
Motion by Councilman Gruber,seconded by Councilman Lyon,to approve 14225
University Site Plan provided all recommendations made by Veenstra &Kimm are met.

Discussion of City Logo -City Entrance Signs.Motion by Councilman Gruber,
seconded by Councilman Lyon,to approve the placement of entrance sign at 14225
University.The Mayor asked for a roll call vote:Ayes:Gruber,Lyon,Berger,and Peard.

Resolution No.99-55.Approval of Line of Credit for Library.Motion by Councilman
Peard,seconded by Councilman Lyon,to approve Resolution No.99-55 authorizing a
temporary line of credit not to exceed $60,000 and shall carry an interest rate of 5%.The
Mayor asked for a roll call vote:Ayes:Peard,Lyon,Berger,and Gruber.Nays:None.

Resolution No.99-56.Discussion of Bormann Annexation Agreement.Mark
Arentsen,City Administrator and Paul Huscher,City Attorney,met recently with John
Bormann to discuss issues surrounding an annexation ofM:r.Bormann's property.
Motion by Councilman Peard,seconded by Councilman Lyon,to approve Resolution No.
99-56 accepting plat of Bormann Subdivision with the recommendations made by Mark
Arentsen and Paul Huscher.The Mayor asked for a roll call vote:Ayes:Peard,Lyon,
Berger,and Gruber.Nays:None.Motion carried 4 to O.
Resolntion No.99-57.Approval of Partial Pay Estimate No.5 -Public Safety
Building.Motion by Councilman Berger,seconded by Councilman Lyon,to adopt
Resolution No.99-57 approving pay estimate No.5 in the amount of $227,620.95 is
hereby approved and payment authorized and directed to be made.The Mayor asked for

Hall and Public Safety Building.Motion by Councilman Lyon,second by Councilman
Peard,to adopt "Resolution No.99-58 approving contract to purchase phone and wiring
from Convergent Communications in the amount of $24,541.84."The Mayor asked for a

Resolution 99-59.Set Date for Public Hearing on the Lease of Computer Hardware
and Software for the new City Hall.Motion by Councilman Gruber,seconded by
Councilman Lyon,Pass Resolution No.99-59 to fix June 21,1999 as date for a public
hearing on a lease agreement in a principal amount not to exceed $25,611.The Mayor

Discussion of Possible uses of Old fire Station and City Hall.With the construction of
the new Public Safety Building and City Hall there are options that are being made
available for the use of the old facilities.The following options are available for the old

Section 3.This ordinance shall provide for the deletion of Section 502.3 and
placing in lieu thereof the follow:

Section 4.Repealer.All ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 5.Severability Clause.If any section,provision or part of this
ordinance shall be adjudged invalid or unconstitutional,such adjudication shall not affect
the validity of the ordinance as a whole or any section,provision,or part thereof not
adjudged invalid or unconstitutional.

Resolution No.99-60.Granting Permissiou to Join Safety Group.The Public Works
Department would like permission to join the area Safety Group.With our membership
in the Central Iowa Area Safety and SUPPOlt Organization will bring us into compliance
with Iowa and OSHA safety laws.This is the most economical approach to provide the
employees with the proper safety training and keep the city in compliance with the law.
The cost to belong to the group is figured on a base rate plus a per population rate.

No.99-60 the Public Works Department to join the CIASO safety group for a yearly rate

Resolution No.99-61.Solid Waste Disposal Agreement between the City of Waukee
&North Dallas Landfill,inc.Motion by Councilman Gruber,seconded by Councilman
Berger,to adopt Resolution No.99-61 -Solid Waste Disposal Site Agreement between
the City of Waukee and North Dallas Landfill,Inc.with Huscher's amendment.The

Discussion of Remaining Annexation Issues with Clive.Paul Huscher updated the
Mayor and City Council on the remaining annexation issues with Clive.
Prioritizing Council Goals.Tabled until the Special City Council meeting on August 9,
1999.
Mayor's Report.The Mayor conducted a bus tour of the city on June 7 for agents of the
Iowa Realty office -there was a$50.00 charge for the bus;$2,202 dollars was raised for
the Juvenile Diabetes Foundation Walk To Cure Diabetes.
Administrator's Report.Mark Arentsen,City Administrator/Clerk,reminded the City
Council and Mayor of the June 22nd meeting at 5:30 at high school;new city hall is
moving along;V Avenue is moving right along.Public safety building moving along;
firms contact mark regarding the comp plan;fireworks vendor has been selected -J&M.
Pari'S Board Report.The Park Board has been planning the 4th of July celebration.The
fire department will not be shooting off the fireworks.Parade will start at 3:00 starting at
Waukee Elementary -reversing the route ending in the Centennial Park.
Planning &Zoning Report.Councilman Gruber gave a brief report.Discussion
regarding possibly two (2)meeting per month.
