HomeMy WebLinkAbout2000-01-20-Special MinutesThe Waukee Special City CouncillBudget Development meeting was called to order at 6:30PM on Thursday,January 20,2000 by Mayor Donald L.Bailey,JI. Roll was taken and the following Council members were present:Gruber,Berger,Watts, Johnson,Peard (arrived at 6:55pm). The Mayor discussed the last time the projected budget deficit was looked at it was $153,000.Mayor Bailey stated that he did not support a contribution from the General Fund to balance the budget.The regular operating levy is $8.10 according to state law. The City is allowed a separate levy for employee benefits,debt service and agricultural property.The four levies combined generate a tax levy of $13.48 at this time. REVIEW EMPLOYEE WAGE PROPOSAL FOR FY 2000-2001:City Administrator Mark Arentsen passed out wage proposals by Department Heads.He asked the committee to review these proposals.These numbers will be inserted into the various Departmental Budgets where they aren't already.They are probably 80 or 90%correct with what's in the draft budget presented.City Administrator Arentsen stated that there might be small variations in some of the wages on the schedule.These will be verified next week.The Budget Committee asked that the total wage increase be limited to a 6% increase over the existing total wages.Department heads would be allowed discretion as to increases to indi vidual employees so long as the total increases granted did not exceed 6%. FIRE DEPARTMENT RESPONSE CHARGE AND TOWNSHIP REVENUES: Mark Schmitt,Fire Chief of Waukee,asked that 2 full time (8AM -5PM,M-F)EMT positions be established.Schmitt said hiring the two EMT's would be cost effective because it would allow the City to provide a revenue generating ambulance service. 1 DISCUSS CITY BASE BUDGET:City Administrator Mark Arentsen stated that he would provide a balanced budget to the Mayor,Council,and Budget Committee by January 28.The Council and Committee would then have the option to adopt a tentative budget at their February 1 meeting.The meeting scheduled for January 25 would not be necessary.The Council and Committee agreed to proceed in this manner.
