Councilman Peard made the motion to approve the consent agenda;Watts seconded the

5.Agenda Addition/Agenda Approval
There was a request to move Item #22 "Resolution Approving Utility BillinglMeter
Reading to Be Contracted to Des Moines Waterworks",and make it item 6b.Motion by
Berger,second by Johnson.Ayes:Berger,Johnson,Watts,Peard &Gruber.Motion
carried 5-0.
6.Public Healing:Awarding Contract for St.Boniface Water Main Phase II
Extension.
Mayor Bailey opened the Public Heming and asked for oral or written comments.None
were received.John Gibson said that ten (10)bids were received,and they accepted the
lowest bid.Mayor Bailey closed the Public Hearing.
6b.Resolution:Approving Utility Billing/Meter Reading to Be Contracted to Des
Moines Waterworks

The Utility Board at their last meeting approved this item.Representatives from Des
Moines Waterworks came to answer questions.City Administrator estimated an annual
savings of $40,000 on outsourcing this service to Des Moines Waterworks.The Mayor
thanked L.D.McMullen for coming to talk with the Council.Peard made the motion to
outsource utility billing to Des Moines Waterworks,and Watts seconded the motion.
Ayes:Peard,Watts,Gruber,Berger &Johnson.The motion carried 5-0.
RESOLUTION NO.00-43
AUTHORIZING CITY STAFF TO NEGOTIATE A 28·E AGREEMENT WITH DES MOINES
WATERWORKS FOR THE PROVISION OF UTILITY METER READING AND BILLING AND
COLLECTION SERVICES
WHEREAS,the City of Waukee is interested in providing the most cost effective services to Waukee
residents,AND,
WHEREAS,the City has had difficulty obtaining reliable utility meter reading services,AND,
WHEREAS,a review of Utility billing and collection costs has concluded that these functions could be
provided more cost effectively on a contractual basis,AND,
WHEREAS,Des Moines Waterworks currently provides meter reading and billing and collection services
for the City of Des Moines and the Cities of Ankeny,Pleasant Hill,Windsor Heights and the Polk County
Benefited Water District,AND,
WHEREAS,Des Moines Waterworks has provided a quotation of $2.39 per account per month to provide
meter reading and billing and collection services,AND,
WHEREAS,costs for the City of Waukee to provide these same services is set for FY 2001 at $3.93 per
account per month,
NOW THEREFORE BE IT RESOLVED,by the City of Waukee City Council in session this 17th day of
April,2000 that is hereby authorizes the City staff to develop a one year agreement with Des Moines
Waterworks for the provision of meter reading and billing and collection services.

7.Resolution:Awarding Contract for University Avenue Phase IT Watermain
Extension
Earth-Movers,Inc.carne in with the low bid of $60,454.00 for the University Avenue
Phase IT Watennain Extension.The City Staff recommended that the City contract with
Earth-Movers,Inc.Motion by Gruber,second by Peard to award contract to Earth-
Movers,Inc.Ayes:Gruber,Peard,Berger,Watts &Johnson.
RESOLUTION NO.00-44
A WARDING CONTRACT FOR INSTALLATION OF UNIVERSITY A VENUE WATER MAIN
PHASE II TO EARTH MOVERS INC.
WHEREAS,The City of Waukee has declared the need for a water main extension along University
Avenue from L.A.Grant Parkway to Warrior Land;and
WHEREAS,The City having let bids on April 13,2000 for the installation of approximately 1,712 linear
feet of 12-inch water main in open cut,hydrants,valves,granular surfacing,excavation and backfill,
connection to existing system,surface restoration and miscellaneous associated work,including cleanup
with the apparent low bidder being Earth Movers Inc.;
NOW,THEREFORE,BE IT RESOLVED that the City of Waukee is awarding the University Avenue
Water Main Phase II contract to Earth Movers Inc.for the bid of $60,454.00.
Passed and approved on April 17,2000.

8.Appointment:John Novotny to Utility Committee.
John was recommended by the Utility Committee to fill the open seat on that committee.
Mayor Bailey said that his yard on Northview has "fantastic yard".Motion by Watts,
second by Johnson to approve this appointment.Ayes:Watts,Johnson,Gruber,Berger
&Peard.Motion carried 5-0.I

9.Receive/File:Park Board Report on Waukee's Fanner Market
Wayne Johnson,Chairman of the Waukee Park Board,along with fellow boardmembers
Renee Herr &Chris Colter,presented to the City Council several ideas that the Park
Board thought would help increase attendance at the Waukee Farmer's Market.They
recommended keeping the Farmer's Market on Wednesday nights from 4PM -8PM.
Colter said that Govemor Vilsack initiated the "Taste of Iowa"program,and that he
requested information regarding that program.Colter stressed the need to make it a
community event.Motion by Johnson,second by Peard to receive/file the information.
Ayes:Johnson,Peard,Watts,Berger &Gruber.Motion carried 5-0.
10.ReceivelFile:Presentation by the U.S.Census Bureau Official(s)Describing
Official Counting Procedures
Local US Census officials gave the City Council an update of how the census is
proceeding in Waukee.The City was told a daily update could be found for Waukee at
www.ccnsus.zov.Officials said that every house in Waukee that has not sent in a form
would be visited.Motion by Peard,second by Watts to receive/file this information,
Ayes:Peard,Watts,Berger,Gruber and Johnson.Motion carried 5-0.
11.ReceivelFile:Discussion on City of Waukee's Delinquency Policy
Mayor Bailey requested a review of the City's Delinquency Policy.Their was an
agreement to incorporate a friendly letter to residents,before a disconnect notice is sent.
John Gibson agreed to discuss the situation with Des Moine's Waterworks.Motion by
Gruber,second by Berger to add friendly letter to the utility billing process.Motion
carried 5-0.
12.Motion:Permission to Lease Purchase Crack Sealer
John informed the council that a crack sealer had been budgeted in previous years,but
was never purchased.The City Council tabled this motion while exploring other
financing options.Peard made the motion,Watts seconded the motion to table this item
till a later time.
13.Motion:Changing Date of Jaycees Street Dance to July 29,2000
The Waukee City Council,on April J,2000 passed a motion allowing the Waukee
Jaycees to have their annual dance on July 22,2000,Since that time,the Jaycees have
called to request that the street dance be held on July 29,2000.Motion by Berger,
second to Watts to move the Jaycees Street Dance to July 29,2000.Ayes:Berger,Watts,
Gruber,Berger &Johnson.

14.Setting May 1 at 7:00PM as Public Heming Date for Rezoning of 4L Acres from
A-I to R-l.ILarryLyonshasrequestedtorezonehispropertyfromA-I to R-l.Motion by Berger,
second by Peard to set the public healing date for May 1,2000 for this rezoning request.
Tom McNolte requested to have maps for future agenda items that pertain to property.
Ayes:Gruber,Peard,Watts,Johnson &Berger.Motion carried 5-0.
15.Motion:Setting May 1 at approximately 7:00PM as Public Healing Date for
Rezoning of Parkview Crossing Lot 59 from R-3 to R-4.
Jerry's Homes has requested to rezone Parkview Crossing Lot 59 from R-3 to R-4.
Motion by (huber,second by Johnson to set the public healing date.Ayes:Gruber,
Johnson,Watts,Peard,Berger.Motion carried 5-0.
16.Motion:Setting May 1,2000 at approximately 7:00PM as Public Hearing Date
for Annexation of Kimberly Colby Property,2808 V.A venue.
Mrs.Colby has agreed in principle to voluntary annex her property into the City of
Waukee.Motion by Berger,second by Watts to set her public hearing date for May I,
2000.
17.Motion:Setting May 1,2000 at approximately 7:00PM as Public Healing Date
for Changing the C-4 Zoning Ordinance to Allow Internally Lit Signs
The City Staff is requesting that the Council allow internally lit signs in the C-4 zoning
classification.Motion by Gruber,second by Johnson to change the C-4 zoning ordinance
to allow for internal lighting.Ayes:Gruber,Johnson,Berger,Watts &Peard.Motion
carried 5-0.
18.Motion:Setting May 1,2000 at approximately 7:00PM as Public Healing Date
for Change to Zoning
Ordinance to Establish Rural Residential Classification
City Staff is requesting a new zoning classification for people in rural areas.This zoning
classification will include:
./Unrestricted outdoor burning of refuse and yard waste
./Permission to continue raising livestock or other animals for sale purposes
./Permission to shoot firearms for target practice purposes
./No restrictions on the time of day that farming operations are conducted I

Mayor Bailey asked that P&Z review this issue,and have the Public Hearing Date be
May 1,2000.Motion by Berger,second by Gruber to set the Public Hearing Date for
May 1,2000.
19.Motion:Setting May 17 at 7:00PM as Public Hearing for Lease Purchase of
Crafco,Inc.Super Shot 60
John Gibson requested that this motion be tabled at this time.
20.Motion:Adopting Addendum II to the City of Waukee Standard Specifications
for Public Improvements
Mayor Bailey said that a more scientific study needs to take place before the Council
should act upon the Addendum.Mayor Bailey suggested that Council should have two
members review the addendum more thoroughly.Councilmen Gruber &Watts
volunteered,and will present this item to P&Z,who will then send a recommendation to
the Council.Motion by Johnson,second by Gruber to follow the aforementioned
suggestions.Ayes:Johnson,Gruber,Berger,Watts &Peard.Motion passed 5-0.
21.RESOLUTION:Approving City of Waukee Multi-Hazard Guidelines
Barry Halling,Emergency Management Coordinator for Dallas County has reviewed and
helped revise the "City of Waukee Multi Hazard Guidelines".Mr.Halling was pleased
that the City was being proactive in this capacity.Motion by Berger,second by Peard to
approve this Resolution.Ayes:Berger,Peard,Watts,Johnson &Gruber.Resolution
passed 5-0.
RESOLUTION 00-45
APPROVING REVISED MULTI-HAZARD GillDELINES FOR THE CITY OF
WAUKEE
WHEREAS,one of the basic functions of City governments is the provision of public
safety services for City residents and businesses,AND,
WHEREAS,the City of Waukee is continually reviewing its Plan for provision of
services in the event of a natural disaster or emergency,AND,
WHEREAS,the most recent Emergency Government Plan review included input from
the County Emergency Management Coordinator,Police Chief,Fire Chief,Public Works
Director and City Administrator,AND,
WHEREAS,the title Emergency Government Plan is recommended for change to Multi-
Hazard Guidelines,

NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 17th day of April,2000 that it hereby adopts the revised Multi-Hazard
Guidelines dated April,2000.I

22.RESOLUTION:Authorizing Release of Retainage to Denis Della Vedova for
Public Safety Building
City Administrator Mark Arentsen reported that Denis Della Vedova had performed work
satisfactorily,and had received reports from Police Chief Phillips and Fire Chief Schmitt,
and recommended releasing the retainage.Motion by Gruber,second by Watts to
approve this Resolution.Ayes:Gruber,Watts,Berger,Johnson &Peard.Resolution
passed 5-0.
RESOLUTION 00-46
AUTHORIZING PAYMENT OF RETAINAGE TO DENIS DELLA VEDOVA
CONSTRUCTION
WHEREAS,Denis Della Vedova Construction has completed construction of the City of
Waukee Public Safety Building,AND,
WHEREAS,Design Alliance,architect for this project,recommends payment of the
outstanding retainage in the amount of $8,599.06,

NOW THEREFORE BE IT RESOLVED,by the City of Waukee City Council in
session this 17th day of April,2000,that it hereby authorizes payment of the retainage for
the Public Safety Building construction project in the amount of $8,599.06.

annex into the city,without immediate benefit of all city services.

ALICE'S ROAD,ALSO KNOWN AS R-30,BETWEEN THE NORTHERN LIMITS
OF THE CITY OF WAUKEE AND THE NORTH LINES OF DOUGLAS AVENUE,

BE IT ORDAINED by the Council of the City of Waukee:
Section I.Amendment.Chapter 501,Waukee Municipal Code,Regulation of Traffic Upon and Use
of the Streets of Waukee,Iowa,Section 501.9(F)(5),is hereby deleted,and the following is inserted in lieu
thereof:
Section S01.9F(9)(S)Speed limit on Alice's Road,also known as R·30.
Notwithstanding the foregoing provisions,the speed limit on the west half of Alice'·s Road,
also known as R-30,from the northern city limits of Waukee,to the north line of Donglas
Avenue,extended,is 35 miles per hour;and the speed limit from the north line of Douglas
Avenue,extended,to the north line of Hickman Road,also known as Highway 6,is 45 miles
per hour on both sides of said Alice's Road within the city limits of the city of Waukee.
And said section of the Waukee Municipal Code may be cited as §501.9F(9)(5).

Section 2.Repealer.All ordinances or parts of ordinances in contlict with the provisions of this
ordinance are hereby repealed.
Section 3.Severability.If any section,provision or part of this ordinance shall be adjudged invalid
or unconstitutional,such adjudication shall not affect the validity of the ordinance as a whole or any section,
provision,or part thereof not adjudged invalid or unconstitutional.
Section 4.Effective Date.This ordinance shall be in effect upon its final passage,approval and
publication as provided by law.

Using Certain Streets.When signs are erected giving notice thereof,no
person shall operate any vehicle with a gross weight in excess of the
amounts specified on such signs at any time upon any streets or parets of
streets in the City of Waukee when such vehicles have a gross weight of
40,000 lbs.or more.

Mark Arentsen:Mark discussed railroad crossings,MPO Socioeconomic data,and said
that the Booth annexation was approved by the City Development Board.
Joshua Smith:Thanked the Brockmans for taking interest,and coming to the City
Council meeting.Joshua also talked about web page updates.
Paul Hushcer:Paul talked about an Amicus Curiae brief that he received from the League
of Cities attorney.He also talked about pending legislation with Park Impact Fees.1

John Gibson:John talked about discussing with Gruber and Watts to discuss the
amendment for Standard Specifications.John also said his crews were out doing
"summer cleanup".
Wayne Johnson:Wayne talked about what the Park Board has been working on,
specifically his support for the school/city joint project for Centennial Park.He
encouraged people to attend this year's Easter Egg Hunt.

Nick Gruber:Nick said that P&Z has agreed to have 2 meetings a month,instead of 1.
Mayor Bailey:Mayor Bailey said that he was disappointed in County Planner's Murray
McConnell's vote against the City at a MPO meeting.Mayor Bailey also announced the
Citizen of the Year Mary Allen's reception will be at City Hall,7:00PM tomorrow night.
