HomeMy WebLinkAbout2000-06-26-Special MinutesCity of Waukee Minutes from the Special Waukee City Council Meeting on June 26,2000 1.Call to Order:The Waukee City Council meeting was called to order at 5:30pm by Mayor Bailey. 2.Roll Call:Mayor Bailey asked for roll call.Present:Gruber,Berger, Bailey,Watts,Peard,Johnson.Absent:None. 3.Open Forum:Councilman Johnson invited the Mayor,Council and City Staff to participate in the 4th of July parade. 4.Agenda Approval:Motion by Councilman Peard and Second by Councilman Gruber to approve agenda as is.Ayes:Peard,Gruber, Berger,Watts,Johnson.Nays:None.Motion carried 5-0. 5.Receive!File:Discussion of Ortonville Industrial Area Project On June 15,2000 the City of Waukee received a facsimile of a letter from Dallas County Development concerning gas service to the Ortonville Industrial Area.The City had little time to generate a response and was thus placed ,at a competitive disadvantage.Similarly,the City was not informed by the County about specifics for the project and so the comparison to Mid American Energy was apples to oranges.The Mayor and Council authored a letter that was delivered to the County Board strongly urging them to consider Waukee for the project.If Waukee is allowed to provide this service approximately $10,000 worth of income can be generated for the gas company.There are other benefits to be had as well.The Council,Mayor,City Attorney,and staff all spoke at length on the subject and all feel that this project will be very important for the City and are willing to work with Dallas County in any reasonable way to secure the project.A motion was made by Councilman Peard and seconded by Councilman Gruber authorizing Mayor Bailey to negotiate with Dallas County conceming the costs of the gas line installation.Ayes: Peard,Gruber,Berger,Watts,Johnson.Nays:None. Motion passed 5-0. 6 Resolution 00-"'1/fl Supporting the City of Adel in keeping the County Human Services Building outside of the Adel Industrial Park. 1 Mayor Bailey has spoken with Adel's Mayor Peters about resolutions from each Council supporting the other community on two key issues,Ortonville and this one.It is believed that this would be a good move toward better relations with Adel.After a couple small changes by Mayor Bailey,the motion was made to approve the resolution by Councilman Watts and seconded by Councilman Johnson.Ayes:Walts,Johnson,Gruber, Berger,Peard.Nays:None.Motion carried 5-0. I RESOLUTION OO-G?3'A WHEREAS,the City of Adel is a civic neighbor to the west of Waukee;and WHEREAS,the City of Adel and City of Waukee have been friendly Dallas County neighbors since the existence of both towns;and WHEREAS,the City of Waukee supports Adel in their effort to keep the County Human Services Building outside of their Industrial Park;and WHEREAS,the City of Waukee wants to be supportive of the City of Adel and Dallas County,and help either jurisdiction to the best of our ability. NOW,THEREFORE,be it resolved that the City Council of Waukee hereby urges Dallas County to be mindful of Adel's available industrial space,and supports the City of Adel in their effort to find space for the County Human Services Building outside the City Adel's Industrial Park and in Adel. Donald L.Bailey,Jr.,Mayor Attest: Mark J.Arentsen,City Administrator/Clerk ROLL CALL VOTE Nicholas C.Gruber Marvin Berger Wayne Johnson Bill Peard Mike Watts AYE NAY ABSENT X X X X X ,) 2 7.Additional Discussion: Director of Community Development Joshua Smith asked the Council for direction regarding the annexation tax abatement.The Council informally affirmed their intent to give the abatement only to those who turn in signed annexation petitions.Mark Arentsen,City Administrator, stated that talks with Dallas County regarding ambulance service were continuing.At this time there was no agreement between the City and the County on how future ambulance service would be provided.Arentsen stated that he was not sure when an agreement would be reached.He also mentioned that the City Development Board has decided to take up the Colby annexation at the July 13 meeting.The Council discussed the possibility of letting this land be annexed to Clive. 8.Adjournment: Attest:'If Motion by Councilman Gruber and Second by Councilman Peard to adjourn.Ayes:Gruber,Peard,Johnson,Berger, Watts.Nays:None.Motion carried 5-0.Meeting adjourned at 7:10pm.
