AGENDA ITEM #1:CALL TO ORDER:The Special Waukee City Council Meeting was called to order on Thursday,October 12,2000 at 7:05P.M.by Mayor Donald L. Bailey,JI. AGENDA ITEM #2:ROLL CALL:Roll was taken and the following Council members were present:Johnson,Watts,Berger,and Peard,Gruber (7:31).Absent:None.Also present from the Comprehensive Plan Steering Committee:Robert Ellis,Michelle Adams,Mel Willits,Joe Schmidt,Jay Oxenford,Steve Hobbs,Karen McClusky,Judy Fischer,Jerry Steele,and Frank Hoifeldt.Guests:William Mains,Phil Broderick,Bill Byers,Denny Dolmage,Lyn Schafer,and Steve Beasley. Staff:Mark Arentsen,John Gibson,Jody Gunderson,and Beth Richardson. AGENDA ITEM #3:REVIEW OF THE REVISED DEVELOPMENT CONCEPT: Marty Shukert explained the importance of the annual growth of the city,assuming the annual growth for Waukee at 5%,the city will triple in size by the year 2020.This is significant in the making of the revised conceptual plan and creating the overall growth diagram.The diagram shown utilized the transportation concept,park and open space, infrastructure of development pattern,and annexation. In creating the boundaries,these concepts were considered: 1.The future growth for the city is primarily to the south utilizing the Alice's Road Interchange and therefore creating a central community resource area around Centennial Park,High School,and Public Safety Building. 2.With the future direction of growth going south,the city will establish a framework primarily of streets,other transportation,and open spaces pre- ordaining the major street system to connect from one neighborhood to another with parks and a greenway systems. 3.The city needs to have a community center.The triangle,which has been serving the community as a center point in town,is large enough for 1000 people.Now that the city has grown beyond 4000 citizens,the triangle would be considered a special district allowing a new kind of city center focused around the City's Centennial Park,schools,library,and middle density residential in a bigger but somewhat traditional pedestrian oriented district. 4.The city will need to have transportation linkages and projections from one development to another.Incorporating major streets into a system which includes a circumferential parkway making use of 320th Street,96th Street,Alices's Road, University,4th,6th,and 10th streets matching up with streets located in the surrounding city developments.Creating north/south and east/west collectors at least 1;';or Y2 mile increments allowing and easier way of getting around and through the city so that traffic could be dispersed throughout the city versus using only the arterial roads. 5.Waukee could be a unique city creating a community setting by utilizing open spaces and parks and have pre-designed streets or parkways that are well landscaped with trails running parallel similar to E.P.True Parkway in West Des Moines.A greenway could run around or parallel to the tracks from the triangle to the new town center and provide access to the Clive golf course and trails. 1 One primary concern with the growth within our city is the sewer system.For the area south of Highway 6,there are 2 options to consider:(1)Let the sewer drain south to a collection point and then be pumped back upstream using a lift station,(2)Build a new plant downstream.For the area north of Highway 6 there is the possibility of a joint wastewater treatment plant with other agencies.StOlIDwater is much less a problem because it will flow along the grade. The city is looking at annexing the area north of 1-80,and the area west of R-22 south of the interstate.Although annexations are a sensitive joint planning issue,the city will need to make sure that future Waukee streets line up with streets planned in adjacent cities.
